Any citizen desire to speak on a. 00:02:06
That is, with the jurisdiction of the city of. 00:02:09
Council may do so at this time. 00:02:11
Nobody moving? 00:02:14
We'll move along to. 00:02:16
Special events. 00:02:19
Presentation by the Shovel Chamber of Commerce. 00:02:21
I didn't write your name down, but I kind of figured I remembered. 00:02:24
So you are. 00:02:30
Mayor, Mayor. Vice Mayor. 00:02:37
Council members, City staff. 00:02:40
You for giving me this time to tell you what the Chamber's doing. 00:02:42
We've got some exciting things. 00:02:46
Going on. So I'm excited to talk to you about it. 00:02:48
So first we gotta get through the. 00:02:52
The boring stuff, but important. 00:02:54
So you guys all have the 2019 audit that we conducted by your. 00:02:56
Bylaws and. 00:03:02
Your guys is a. 00:03:03
Requirements to. 00:03:05
So it all came out great and. 00:03:06
We had a presentation at our last board meeting. 00:03:09
Everything came out perfect. You can look at that if you like. 00:03:12
We have the 2020 schedule as well that's going to be conducted in July. 00:03:15
So you'll have that as soon as that's. 00:03:20
All done. 00:03:23
And then the budget versus actual, we're looking really, really good. 00:03:25
Umm, we're above budget right now. 00:03:31
So our Finance and Budget Committee is doing. 00:03:33
Fantastic job on that. 00:03:36
So as you can see, we're running in the red, there are in the black. 00:03:40
Never hacked so it's looking really good. 00:03:45
So the monthly visitor. 00:03:52
Counts for the first quarter is 363. 00:03:55
You'll see all the different. 00:03:59
Visitor count by age and. 00:04:02
Our monthly website statistics, you can see that we are doing really good there. Every month shows an increase. 00:04:04
Of users sessions. If you look at the organic search now, I'm not a. 00:04:12
Professional at all and. 00:04:17
How that all works so. 00:04:19
That it looks really good. 00:04:22
So we're at 91% in January, 91 in February, 89 in March. 00:04:24
And so total were 90. 00:04:30
Percent organic search, we expect that to go up with some of the stuff that we're planning on doing. 00:04:32
One of the things that we're looking at doing is the photo contest for our new sign on. 00:04:38
The tourists. 00:04:44
For the chamber building, that needs to be read. 00:04:45
Time so we're actually looking at doing a photo contest going up to the public and. 00:04:48
Through our through Facebook and our social media and doing that we have a few businesses that are donating. 00:04:53
A lot of prizes. 00:04:59
So it's gonna be. 00:05:01
Really cool. So many guys that's going to be coming out hopefully in the next couple weeks. 00:05:03
Social media. 00:05:09
We're January or the post reach in Facebook was 9000. February was 11,000, March was 27. 00:05:10
So we're going up. 00:05:18
A lot with our post region engagements. 00:05:19
Their Pinterest is doing amazing. 00:05:22
Courtney our. 00:05:27
Argyle in the. 00:05:28
Chamber there, she's doing a fantastic job with all the posts and. 00:05:30
And putting everything on there. Twitter. I don't do Twitter so I'm not really sure how this works but. 00:05:34
We're keeping pretty good on that as well. 00:05:39
Her information Request for relocation, Vacation inquiries. 00:05:43
How we made a total of 16 out of there over the quarter. 00:05:47
This also gives just a breakdown. 00:05:53
Local and state out-of-state, and I'll give you the numbers there. 00:05:56
And then it kind of gives you a. 00:06:01
2021 versus 2020. 00:06:03
And so it's everything is right on track to where we need it to be. 00:06:07
Let's see. OK, And that gives you. 00:06:11
The local and state and out-of-state. 00:06:14
Draft error. 00:06:16
Versus the 2020? 00:06:18
So as of right now. 00:06:20
We're at quite a bit from 2020. 00:06:22
And it's good. 00:06:25
One exciting thing we're finally officially. 00:06:28
Part of the Arizona Office of Tourism. 00:06:30
I talked to our contractor yesterday. 00:06:34
We got our page up and going. We're waiting for our welcome kit which has our. 00:06:38
Portal that we can get into. 00:06:43
That we can start building up our page. 00:06:47
So the benefits of the AOT is we are added to the visitarizona.com which has 2.8 visits annually. 00:06:49
And then we're added to the official state travel guide. 00:06:56
With 400,000 will go out every year. 00:07:00
And then the access to the new partner portal. 00:07:04
Portal which is really cool and gets to build our. 00:07:06
City of Shallow page. 00:07:09
And and then we can also submit. 00:07:11
Different business listings. 00:07:13
That they actually take in consideration if we can put it on there. 00:07:15
To be added to the desert Arizona because deals and promotions. 00:07:19
And free consumer events. So any events that. 00:07:22
The City of Show is doing, we can actually put on there as well. 00:07:26
And then we. 00:07:29
When we create the page, we can link it to our website. 00:07:31
As well, so everything goes. 00:07:33
Once people click on that want more information I'll go to the Show of Chamber website. 00:07:36
So it's a really big benefit and what they offer. And so we're going to be working in the next couple weeks on getting that page 00:07:40
going. 00:07:44
Once we get our welcome. 00:07:48
We also are partnering with them on the Appreciate Arizona. 00:07:51
It is a look at some posters from them as well as. 00:07:56
It's kind of a. 00:08:04
Like a plan ahead and prepares get you the trailer trails cross your crash. 00:08:05
Kind of just an education for our visitors when they come here. 00:08:10
On how to. 00:08:14
Act respectively and our. 00:08:16
Our nature and and all that. 00:08:18
The campground scene it's it was. 00:08:22
Quite the challenge last year with the new. 00:08:24
Stampers that were coming up and uneducated. 00:08:29
Plata trash a lot. 00:08:32
Resource image. 00:08:33
So I think this is going to be a great thing that we can actually do to promote, to help. 00:08:35
So this next one, I'm going to introduce Gary Tackett, who's our new. 00:08:41
Board member. 00:08:46
And also came from us, from Payson. 00:08:47
Roundup. He works for them White Mountain Independent. 00:08:50
And we just partnered with. 00:08:53
Them on that's gonna be really cool so I'll let him talk about that real quick. 00:08:55
Thanks, Trisha. 00:09:00
Mr. said. I'm Gary Check and I look forward to. 00:09:02
Meeting each one of you individually. 00:09:04
Going to pay since the last five years. 00:09:06
My wife and I have a home there we love. 00:09:09
Hiking. We have elk in our backyard. 00:09:11
So we love the force and we love this area. 00:09:14
We would come up here to go hiking. 00:09:17
Even before we moved here. 00:09:19
And when Brian Kramer with the Kramer family asked me if I would consider coming up to show Low. 00:09:21
I said, yeah, you know, my wife and I love it up there. So I've been up here for about a month. 00:09:27
OK, I was on the. 00:09:31
Chamber of Commerce and Payson. 00:09:33
For five years, president, vice president. So I'm looking again. Society board. 00:09:35
And I was on the. 00:09:39
Continental Bridgeport. We had a. 00:09:40
Cool event club day takes to the bridge where we had lined. 00:09:43
Live band and things like that. And we were. 00:09:46
Chamber on that and edit a lot of money for Cham. 00:09:49
As well. 00:09:52
So when I. 00:09:53
Approach the Chamber about, you know, joining. 00:09:55
My kid at Trish and Rob that. 00:09:58
You know, I was looking to join, but I was also looking to partner with something so. 00:10:00
What we did was this is something that we did in them. 00:10:04
Basin. That's called discovering country. 00:10:07
OK. And this is a magazine that's all color glossy. It's about 80 pages, OK. 00:10:10
And what it did was tell all the highlights of it. 00:10:16
You know why do you wanna visit Payson? Why do you wanna live here? 00:10:18
The Realtors, of course, I loved it. They would take it out of prospect packages and send it out to people. 00:10:21
We put it in the visitor center, we put it at the casino, we put it at restaurants, hotels, hospitality areas. We mailed it. 00:10:26
Well, 65 area. 00:10:32
Statewide Chamber of commerces in the state. 00:10:34
To let them know patients here and we want people coming here and so we help do the same thing and show up. 00:10:37
It's a partnership with the Chamber. 00:10:42
So that it cost the Chamber nothing. 00:10:44
OK. We have 5 sales people that will be out on the street. 00:10:46
Of course, selling advertising on it. 00:10:49
Our editor. 00:10:51
Laura, who was taking the pictures of. 00:10:53
Three or four other reporters will begin with stories on things in Show Low. 00:10:56
To see we're providing the chamber over 3000 copies of it. 00:10:59
Green. So I think it's going to be a great partnership. We're looking forward to it. 00:11:04
And it's just one of the things that. 00:11:08
You know, we're doing at the right moment, Independence. This next month we're doing a hiking guide. 00:11:10
As well, we're doing the. You've seen the 8 and we're doing the. 00:11:14
Best of the White Mountains so people can vote on the best. 00:11:17
Hamburger doctor. Dentist. 00:11:20
Whatever, it's all for you. 00:11:22
And we take care of that. So we're excited about this program. All the members will be listed in there for the Chamber of Commerce 00:11:23
as well. 00:11:27
So we're excited to be serving our members, oftentimes with chambers. 00:11:32
One of the big questions for members is. 00:11:35
What am I paying for this? Why am I in the chamber? 00:11:37
So we're hoping to do a better job. 00:11:40
I'm sure they're doing a great job, but we're hoping you do a good job of. 00:11:42
Getting to the members of letting them know that this is one of the things we're going to do. We advertise and they're. 00:11:45
Companies throughout the state of Arizona. 00:11:49
And have these magazines virtually everywhere. 00:11:52
Any questions? 00:11:55
Sorry. 00:11:58
So it kind of I should mention kind of. 00:12:02
Kind of replaces this. This is a showcase directory and. 00:12:05
It's pretty. My only criticism of it is that it's. 00:12:09
It's a little bit like a phone book. It just has. 00:12:13
All the members. 00:12:15
You know, and there's not too much reason for a. 00:12:16
Newcomer. 00:12:18
Forest Visitor. 00:12:19
To pick this up, unless they want to memorize the paper comma script. 00:12:21
So this will have the directory in it, but I think more importantly, we'll have a lot of reasons why people want. 00:12:24
Sure. 00:12:29
Thanks, Gary. Yeah, so. 00:12:33
I think that's going to be a great partnership and we actually get a percentage as well. The chamber well too. 00:12:35
So, so, yeah. So we're excited about that. Can't wait for that to get going. 00:12:41
So that was kind of the TIC. 00:12:48
Give you guys a quick rundown on what we're doing with the the member updates. 00:12:50
This is our first. 00:12:55
Quarter umm. 00:12:57
Hang on this going up with some of the ideas that we're going to be implementing here soon. 00:12:59
We pretty much had three members every month joining. 00:13:05
So where it was sitting at 270? 00:13:09
Members right now. 00:13:11
I have some high goals to. 00:13:13
Make that bigger, but I. 00:13:15
With the board and and the partnerships that we're getting, I think it's kind of easy to be attained. So not to interrupt with our 00:13:18
sales force out in show low is going to be talking to non members. 00:13:22
And offering them membership in the chamber. 00:13:28
Owen, look at. 00:13:31
So our goal is to. 00:13:32
It matters as well. 00:13:33
Sorry, no thank you. 00:13:35
And you renew those members, don't send them a bill, go visit them. 00:13:36
Telling you from experience, because I put a bill in my mail, I'll never send it back. You come visit me. 00:13:40
Understood. You're you're jumping my thing here. Where'd you get that idea? 00:13:46
So what we're doing? 00:13:53
Is we started up the ribbon cuttings again. 00:13:55
They've been very popular. We're about 10 right now. I think we have one. 00:13:58
Haven't talked rightly yet, but we are going to be during the April 17th. 00:14:03
Under the Adams cabin. 00:14:06
So we will be doing that. 00:14:09
So we're doing a really good job reaching out to our members and. 00:14:11
Getting those scheduled, we're kind of backlogged with COVID and everything that we're trying to get those up to date. 00:14:16
So we do in the first Tuesday and the last Thursday of every month. 00:14:22
Umm. 00:14:25
We're planning a safe return back to networking events. 00:14:27
Our breakfast is our. 00:14:31
After hours, all the lines that we. 00:14:33
Used to do. 00:14:36
Before COVID and. 00:14:38
So we're bringing all those back and we're just, we have committees set up to try to figure out the safest way and the best way to 00:14:39
do that. 00:14:42
We're building partner relations. 00:14:47
I am that we built a. 00:14:49
Partnership with the SBDC. 00:14:52
And we're going to be working closely with them on education. 00:14:54
And so I have a. 00:14:58
Great conversation with Rich tonight. 00:15:00
I think it's how you say his last name. 00:15:02
And I'm excited for this stuff that's going to come out. 00:15:05
He got me in touch with the Northeastern Arizona Business Response team as well as the MP. 00:15:08
We see career. 00:15:13
And some of the things, as I point out talking to the members biggest thing that they're having issues with right now is support. 00:15:16
So I'm kind of working on. 00:15:23
Not it's not the actual business. The business is there. It's just finding a place. 00:15:26
So we're kind of tackling that right now for our members. We joined the Western Association of Chamber Executives, which is a. 00:15:31
The portal of an amazing and. 00:15:38
Information that we can use to help on numbers. 00:15:41
We are sponsoring Down the Derby, down the deuce. 00:15:45
And we're excited about that. It's going to be July 10th. 00:15:48
And Mike Bosley's one is cutting that up. 00:15:51
I called him on the way in and. 00:15:53
He let me know that Jay Brimhall did a grant. 00:15:55
And was able to get 30 down the dues $1000. 00:15:58
Thank you for Jay for doing that like everyone that helps so. 00:16:01
Like I mentioned before, we're establishing board committees. 00:16:06
That is going to be specific to certain things that are happening. 00:16:09
With our members. 00:16:13
And then I'm scheduling presentations on chamber goals. I have one on Thursday with the DNG group. 00:16:15
People are curious on what the chamber is doing and so I'm going out there and. 00:16:23
And explain that job. 00:16:28
People are really responding to that so. 00:16:29
What we're planning, we are. 00:16:33
Actually partnering with the city of Solo to come up with an ambassador program. 00:16:34
I'm working with Steve North. 00:16:40
She is a wealth of knowledge. He's actually built a whole thing. He's going to be chairing the program. 00:16:42
So it's going to be coming here real soon. 00:16:47
I can't wait for that cause. 00:16:51
Where we have the volunteers out there on the ground. 00:16:52
Talking with people, members and. 00:16:55
I'm helping with events and that sort of thing so. 00:16:57
We were planning on adding more value. We're going to. 00:17:01
Be looking at our website. We're doing that. 00:17:03
I'm adding more education on a. 00:17:06
Webinars, you know, stuff like that. Networking opportunities. 00:17:08
Better communication with the members. We're going to be going out with surveys eblas. 00:17:13
Business visits in the ground. 00:17:18
Doing that so. 00:17:20
And then the building a new member orientations when the members do come on vacuum. 00:17:22
Exactly what does? 00:17:27
It's not just to take. 00:17:29
They have to give just as much as well. 00:17:31
And so it's a kind of a. 00:17:33
A business partnership. So it's kind of more. 00:17:35
Development orientation. 00:17:38
So that's what we're planning right now. 00:17:39
I went a little longer than one I want to see. 00:17:42
This is 25 minutes. 00:17:45
I told you 3 and you said you wanted five. I gave you almost 20. 00:17:46
I'm excited. 00:17:54
You know how? 00:17:56
Had them about the chamber over the years. I'm excited the direction for sure. 00:17:57
Welcome aboard. 00:18:02
That that looks pretty cool. 00:18:03
As a past member of the Chamber. 00:18:05
It's not, you're right. 00:18:08
It gives you something to. 00:18:10
A reason, you know, just that itself, I mean 3000, just in the chamber. 00:18:11
So how many of those are you planning on publishing? 00:18:17
We'll probably like 15 to 18,000 we're also doing. 00:18:20
Digital impressions. 00:18:24
200 members. 00:18:26
So they're going to be on the largest website. Intelligence **** everywhere on my central.com. 00:18:27
So I'll be getting digital impressions which are also about their business. 00:18:31
Big time or other comments? 00:18:35
Question just a comment of. 00:18:39
Congratulations on the AOT. 00:18:40
I know that's difficult. 00:18:43
Years and we appreciate your efforts and. 00:18:46
I want efforts to get that in place. 00:18:49
Yeah, we're excited. 00:18:53
I wanted to say welcome on board and. 00:18:56
Trish, thank you for the work that you're doing. 00:18:59
There Magazine. 00:19:01
That you want to bring up. 00:19:03
Are you guys going to like? 00:19:05
Pick different businesses and showcase them. 00:19:07
It'll probably be more about places you know, like. 00:19:10
Parks and Heights and. 00:19:13
Lakes and things like that, OK. 00:19:15
There could be some business profiles in there. 00:19:18
OK, you know, when you have 200 members, it might be tough. It must be withdrawing who we're going to go with now, but the the 00:19:20
idea is to have. 00:19:24
Rich, vibrant content. 00:19:29
That visitors want to read. 00:19:31
Right, and that's why they'll pick it up. 00:19:33
Right. 00:19:34
And it's going to be, you know, this is. 00:19:35
For example. 00:19:37
30 pages. 00:19:40
OK, the magazine I'm giving you is pH. 00:19:41
OK, most people when they go to pick up something, they kind of look at it. 00:19:44
Look at that. 00:19:47
It's not much there, you know, so. 00:19:49
But we can look at business profiles too. 00:19:51
It's not a problem with us, certainly, and. 00:19:53
The more content we have in there. 00:19:55
You think the better? 00:19:57
You know, and umm. 00:19:58
I know that the Chamber used to, and I don't know if they are. 00:20:00
Do the community service. 00:20:04
Are they still doing that? 00:20:06
I'm not since I've been on, but that's a good. 00:20:08
Thing to bring up. 00:20:10
I've kind of been thinking a little bit on. 00:20:13
Certain things that we can do and. 00:20:15
I'm a big hiker and so. 00:20:17
I'm not supposed to like a lot of trash out there right now and so. 00:20:19
I kind of been thinking about that, maybe starting. 00:20:22
Community Service. 00:20:25
We'll tell you that the paper. 00:20:26
Absolutely wants. 00:20:29
Doing that, we met with Dean at the Humane Society the other day and I have an appointment at the time Thursday morning. 00:20:30
With the RJ at the pet allies. 00:20:37
So we're we're trying to figure out a way how to help. 00:20:40
With adoptions, I was on the Humane Society board. 00:20:43
My wife and I will rescue, so we're gonna. 00:20:45
And everybody up here is so. 00:20:48
Thanks teacher. And I only have one last question. Was that a wine tasting? 00:20:51
So if I can't just. 00:20:57
It wasn't cheap. 00:21:01
OK, we charge $50 a ticket. 00:21:02
OK, the line. 00:21:04
Contesting and. 00:21:07
And for our BBQ, it's gonna get better, honestly. Hey. 00:21:09
Barbecue dinner as well. 00:21:12
OK. We also hit up businesses around town for donations, did a blind auction. 00:21:15
OK, we had foursomes of golf courses and. 00:21:20
Necklaces and so we raised 15 to 18,000 that's net after expense, you know. 00:21:23
He's yeah. 00:21:28
Rob, I think we found something that I'll talk to you. 00:21:32
Trisha, thank you very much. Gary, it's nice to meet you. Thank you both very much. 00:21:39
All righty next. 00:21:42
Item on the Agenda Agenda. 00:21:46
Agenda. 00:21:48
His presentation of wildlife. 00:21:50
Preparedness at Trinidad Jenkins. 00:21:52
Navajo County emergency Manager. 00:21:55
Chief Shelley is. 00:21:57
I'm gonna slide. 00:22:00
Welcome. Thank you. 00:22:09
Sonia, I'd have an entourage. 00:22:11
I got, I got my backup dancers here. So thank you for having me, mayor and vice mayor and council. I appreciate the opportunity to 00:22:16
come before you again so soon. 00:22:22
As you all know. 00:22:27
Our biggest product here is Wildfire. 00:22:29
So we wanted to talk to you a little bit about how we do our restrictions and how we do things a little bit different in the 00:22:31
Northeast Arizona corner. 00:22:35
So it's a group effort. 00:22:40
I couldn't do it without partners. 00:22:42
And we have a lot of them. 00:22:44
Two of them are behind me and. 00:22:46
Going back there in the back row, ignoring me. 00:22:48
She's funny. Yeah. I'm calling you off. 00:22:52
He's all right, he's a good partner to have. 00:22:56
As you can see, we have. 00:22:59
Forest Service. 00:23:00
State Forestry. BLM, BIA. 00:23:01
The two counties. 00:23:04
We have our representative from. 00:23:05
The Napa group, the northern areas, Northeastern Arizona. 00:23:07
Police Association. 00:23:10
And our NASA representative. 00:23:12
Which is not Northeastern. 00:23:15
Arizona Fire Chiefs Association. 00:23:16
All of us come together. 00:23:19
On a regular basis. 00:23:21
During fire season and even off. 00:23:23
Higher season? 00:23:25
To discuss our operations, how we're going to. 00:23:26
Coordinate with each other. 00:23:30
To make sure that we stay in touch with. 00:23:32
Or program. 00:23:33
Every year. 00:23:36
Our decisions are based on. 00:23:37
Data. The group receives data from. 00:23:39
Our National Weather Service partners. 00:23:44
As well as. 00:23:46
Reports from Portal Service and State Forestry. 00:23:47
On the conditions. 00:23:50
The energy release component numbers. 00:23:52
What they're seeing. 00:23:55
How fire behavior is acting because we will have fire. 00:23:56
It's part of living in the wildland. Urban Inter. 00:24:00
Part of what we do. 00:24:04
But we do want to do it. 00:24:06
And we also have our regional partners. 00:24:09
In the tribal communities. 00:24:11
Other counties. 00:24:13
And so forth. 00:24:15
As well as the state. 00:24:16
So we do. 00:24:19
Gather all this data. 00:24:21
And we have a farm that we created. 00:24:23
Documenting every week. 00:24:25
When we talk. 00:24:27
How that data looks? 00:24:28
And whether or not. 00:24:29
To go into restrictions. 00:24:31
We do host a pre. 00:24:33
Season and the post. 00:24:36
Season meeting and actually are. 00:24:37
Pre-season meeting is coming up, this coming Monday the 12th. 00:24:39
Which all of the partners? 00:24:44
Come together and this year it will be virtual again. 00:24:45
Due to COVID. So we can be smart and we can be respectful. 00:24:49
And hopefully by the end of the season. 00:24:53
We'll be able to come together. 00:24:56
And go over our after actions. Make sure that. 00:24:58
We didn't have any major issues. 00:25:01
And we can discuss them if there are. 00:25:03
Finally. 00:25:07
After. 00:25:09
We meet. 00:25:11
Get together and present a report to the group and. 00:25:13
Go from there. 00:25:16
We also share those reports on a weekly basis through our notes. 00:25:17
Partners can call in for that. 00:25:22
Update in person. 00:25:24
Or an e-mail on a weekly basis. 00:25:26
And I guess that's pretty much it unless you have any questions. 00:25:29
I want to take it short. 00:25:33
You did you make any comments? 00:25:34
None of the Chiefs are going to speak, really. 00:25:39
Can't you like? 00:25:41
She's selling herself short, so Katrina is the fireplace for this whole thing. 00:25:48
To get this thing up, unpin it. 00:25:51
OK. 00:25:54
Regarding this for fire season because. 00:25:55
The coordination efforts between Apache and Navajo County. 00:25:57
All the different groups that are involved. 00:26:00
There's a PIO group on all these. 00:26:02
Different people that are involved in these meetings. 00:26:05
There's a there's three different meetings that go on every single week during prior season. 00:26:07
The first one is the group. 00:26:11
We get together, we look at all the science, we look at all our recommendations. 00:26:13
PIO Group. 00:26:17
And then the third group is an open meeting where? 00:26:18
City officials. County officials. 00:26:21
Reservation people, everybody meets together on that. 00:26:23
Comes online and listens to. 00:26:26
All the information and what the recommendations are so. 00:26:28
It's not just a short meeting when we're done with it. 00:26:30
There's a lot of information. 00:26:33
That's shared every single time so. 00:26:35
Pluto, Sorry Katrina for really pushing this. 00:26:37
Jump for being the representative of the fireside. 00:26:39
Doing a great job on all this stuff, but. 00:26:42
That would take a lot of stuff in the beginning. 00:26:44
Consideration. So I don't know if you know about that. 00:26:46
Thank you. 00:26:48
Yeah, there are members of the council this. 00:26:49
You heard earlier on your chamber folks about visitors coming to White House. 00:26:52
That's the other consistent part of this is the messaging that we're trying to. 00:26:57
Conveying not only to our community members that those visitors that are coming up here. 00:27:01
And maintaining A consistent message both in Apache and Naval counties. 00:27:06
And our local communities. 00:27:10
We have found over the years that that consistent messaging has been extremely important. 00:27:12
Getting our visitors to comply. 00:27:17
Not always an easy task when we're seeing the Valleyites. 00:27:21
The siege are local beautiful areas so. 00:27:25
It's important messaging for us. In fact, in 2017 was probably the most key factor that we identified. 00:27:28
And one of the driest seasons that we saw since we were keeping data. 00:27:36
And we actually had no fires as a result of the restrictions that we put in place. 00:27:39
So the system works. 00:27:44
And the key component of that is the partners in collaboration that occurs. 00:27:45
So thank you. 00:27:51
Thank you guys. Appreciate it. 00:27:53
Any other comments? 00:27:55
Thank you guys very much. Hopefully we have a minimal fire season, but. 00:27:56
I need some moisture, that's for sure. 00:28:01
We definitely need the moisture. Unfortunately we've already seen a couple of abandoned campfires so. 00:28:03
It is important that we all. 00:28:09
She keeps getting that message out there. 00:28:11
Thank you. Thank you guys very much. Appreciate it. 00:28:13
Next item on the agenda. 00:28:17
Motion of Officer Richard. 00:28:21
Rosales. 00:28:23
I'm selling. I said that wrong. 00:28:26
I didn't put the. 00:28:28
I see I told you it comes up here. 00:28:32
Well, while they're walking up. 00:28:35
Maryland City Council. 00:28:37
Bishop was Alice been with the resident of the White House for 20 years. 00:28:39
He's a graduate of the Blue Ridge High School and loves sports. 00:28:43
Especially softball. 00:28:47
Guys, get a gun. 00:28:48
And high school excelled at baseball and received the Justin Ford Memorial Scholarship. 00:28:49
Also while in high school joined the Pinetop Lakeside Police Explorer program. 00:28:53
And served there for four years and it. 00:28:57
And as an explorer. 00:28:59
He showed he was driven, dedicated individual. 00:29:01
We work with several of our officers over that four year period and built a good rapport with all of us. 00:29:04
When he finally turned 21, which is like points right now. 00:29:09
He'll play with the show Police Department and it was easy decision to hire. 00:29:12
In August 2012. 00:29:16
We call him Richie or Richard. Richie was hired by our agency. 00:29:20
In the patrol ranks, he quickly showed a fashion. 00:29:23
For the profession, he seemed very seen. 00:29:26
It seemed too easy for him to find criminal activity. 00:29:28
He's always into it. 00:29:30
I mean, no matter what, this goes down the road. 00:29:31
And falls right into especially the possession of transportation of drugs. 00:29:34
That's what he's really so. 00:29:37
His work ethic and seldom rival in the. 00:29:39
Full division in 2013. 00:29:41
Hey, we moved him a his Thanksgiving. His vote is officer of the year in 2013. 00:29:44
As a young officer in 2015. 00:29:49
15 with only 2 1/2 years of experience. 00:29:52
And tested for the position of the get on squad which is the DPS squad. 00:29:54
As a detective, we selected him. 00:29:58
And as quickly recognized by the statewide for his hard work and ethnic compassion for the position. 00:30:00
And he was recognized twice as the gang detective of the year. 00:30:05
Buyers on VPS. 00:30:08
In 2017 and 2019. 00:30:10
So whenever Richard Richie sets his mind to to a task. 00:30:13
Whether it's broken or not doesn't matter. Who will accomplish it again it. 00:30:19
He became a member of the White Mountain Regional SRT team three years ago and also instructs organized crime to new recruits. 00:30:23
At our regional Academy. 00:30:29
Shoulder Police Department. 00:30:31
It's proud of Richie Rosales and. 00:30:33
I sorry I get choked up on the. 00:30:37
I'm gonna promote Richie just for short talking. 00:30:41
I'm sure he has someone that would like to come up here and pin this on him. 00:30:52
Because we would like to have a shot at it, but. 00:30:55
You know that there's someone else. 00:30:57
Yes, you can choose one. 00:31:00
And and who's with you? 00:31:02
This is my fiance, Christian and. 00:31:16
I'm Angela. 00:31:18
So before you get that. 00:31:21
This is what happened. 00:31:23
Thank you. All right. 00:31:25
Now you take it back. 00:31:29
No. 00:31:56
You're really not going to talk? 00:32:06
He didn't want, I know. 00:32:08
So you want Brian? Brian said. He'll talk for you, but I don't want him to so. 00:32:11
You can talk there. 00:32:18
So Officer Rosales, I remember when he was brand new just. 00:32:20
Young officer and stuff, always very polite and very good at his job and. 00:32:24

Good evening, Mayor Council. 00:38:39
I can't believe it was last fall. 00:38:42
Went to an agreement with a dot to. 00:38:46
I guess our utilities when they mailing over the roadway. 00:38:48
Every year supposed to bear the cost of that that work. 00:38:52
It came to about $108,000. 00:38:55
We enter the agreement, paid our money. 00:38:57
Behind the scenes and they called even watching. 00:39:00
Project happened this spring. 00:39:03
I saw some project savings and some other unallocated money and kind of asked the group. 00:39:05
That they would put it towards our area of the of the region. 00:39:10
And they allowed us to take 108,000 of naked money. 00:39:14
Pay for utility adjustments instead of the suitable. 00:39:18
Thank you. 00:39:21

Committee members. 00:40:51
Just one quick comment on this one. 00:40:53
Before we move. 00:40:55
I'd like to see if we just move this to the next meeting. 00:40:57
About why we're not no big hurry. 00:41:00
I would just like all of us here. 00:41:02
I know one of. 00:41:04
Might have to sustain from voting. 00:41:06
So how you just showed again, so if you guys are all. 00:41:08
Hey Rod, I got a favor, but. 00:41:11
In favor, I'd like to move to the next meeting online. 00:41:13
Can you get the motion to move that? 00:41:16
Yeah, just a moment. 00:41:18
Yeah. 00:41:23
We've done it both ways, but you've been moved to continue it to next week. 00:41:27
That way we don't need a motion. 00:41:30
Somebody wants to just. 00:41:32
As we want me. 00:41:33
We can just continue to the X-Men, correct? 00:41:35
I'm going to do that by pushing. 00:41:39
OK. 00:41:40
OK, I'll look. I'll entertain a motion to move it to the next. 00:41:41
And we'll move that a motion a second. 00:41:45
Again, all over. 00:41:49
Frank Sinatra post. 00:41:51
I asked that question earlier. 00:41:53
Okay, throw me under the bus. 00:41:56
Next item on the agenda is consideration appointment of the Board of Adjustment number. 00:41:59
And the same thing we have. 00:42:05
So we have 32. 00:42:08
I'll just entertain a motion. 00:42:10
Can you make that motion? 00:42:15
A new two point John Jarrett and John Hannah to the shallow Board of Adjustment for terms ending March 2025. 00:42:17
And a motion second. 00:42:24
Second, all those in favor. 00:42:25
Ford. Social Science. 00:42:29
Motion passed. Thank you. 00:42:31

Staff recommends the work that the social contract for the citywide roadway improvement. 00:44:26
Projects and show project. 00:44:30
R1721 to hatch construction. 00:44:32
And paving and crocheting. 00:44:35
In that amount not to see that $410,280? 00:44:36
The big tabulation on the breakdown is attached. I'm available for any questions. 00:44:42
I got a quick comment. I guess I'm kind of shocked that you can get all that done for that price. 00:44:46
And I hope it keeps going that way, because. 00:44:51
Just amazes me that seems like a lot of roadway for that kind of price. 00:44:54
It was a good, aggressive bid. We met the contractor writer after we opened them and he's ready to go. 00:44:58
Sounds exciting. 00:45:04
Any questions or comments? 00:45:05
I probably know the answer to this. 00:45:07
But I mean, it's not like a. 00:45:10
30,000. 00:45:12
You know, difference. It's like a 200. 00:45:14
Yeah, 30,000 different. 00:45:16
Between these did. 00:45:19
Yes, a lot of times you'll see. 00:45:21
Patch for example, is it has the ability to make his own material. 00:45:25
Takes a lot of. 00:45:28
Doing that, he makes his own ball. 00:45:30
Some other things that he's very local, he's right here now. 00:45:33
A majority of these are. 00:45:36
Besides 2 or out of town. 00:45:38
But having to move in to do the work so. 00:45:41
There's a lot of variables in town where work they have going on at the time. 00:45:44
Things like that. 00:45:48
Any other questions or comments? 00:45:52
If not, I'll entertain a motion. 00:45:53
I'll move toward the construction contract, the citywide roadway improvement project. City show project number are. 00:45:56
1721 to ask construction of paving. 00:46:05
I incorporated an amount of fifteen $410,280. 00:46:08
I have a motion. I got a second. 00:46:13
All those in favor. 00:46:16
I was posting time motion pass. 00:46:18
Thank you, Sir. 00:46:20
He thought the good work in the ancient. 00:46:21
All right. The next item on the agenda is consideration approval. 00:46:25
Professional service contract. 00:46:30
For Sports Authority. 00:46:31
Advisory, LLC. 00:46:34
Mr. Norton. 00:46:37
Good evening, Mayor Council members. 00:46:40
Sports Facilities Advisory was commissioned in the 2019 to. 00:46:43
Help city show establish a vision. 00:46:47
And conduct market research on a combined. 00:46:50
Sports events and convention facilities show. 00:46:53
That first study was followed by a second study in 2020. 00:46:57
To vet the facility concept for financial and market. 00:47:01
Usability. 00:47:04
A sports facility is advisory concluded. 00:47:06
That a facility. 00:47:09
And show could attract visitors and spending. 00:47:11
Have a significant economic and social impact on the region. 00:47:14
And also achieve operational sustainability. 00:47:18
Sports Facilities Advisory is recommending the. 00:47:22
Conducted us to conduct the third study. 00:47:26
3rd and final study actually. 00:47:28
Take a deeper dive into the project. 00:47:30
To include #1 identifying ways. 00:47:33
To find the facility. 00:47:37
And potential funding sources. 00:47:39
#2 Assessing the proposed site and the surrounding areas for development. 00:47:41
#3 Create site and floor plans. 00:47:47
#4 creating a project pitch. 00:47:50
Hitchcock to help engage partners in the project. 00:47:52
#4 engaging partners, funding sources and community champions. 00:47:56
To generate project momentum. 00:48:01
#5 Assessing the likelihood of funding project. 00:48:03
And then finally establishing a plan to move forward on the project. 00:48:07
If the study justifies doing that. 00:48:11
This study will be conducted or actually completed in about 90 days at a cost not to exceed. 00:48:14
$75,000. 00:48:20
$60,000 for the study itself. 00:48:23
And up to an additional $15,000. 00:48:26
For conceptual drawings and travel. 00:48:29
Staff is recommending approval of a professional services contract. 00:48:31
What sports facilities advisory to conduct this third and final planning study? 00:48:36
On the feasibility of combined sports as. 00:48:41
Convention facility. 00:48:44
And I'm happy to answer any questions. 00:48:45
Has anybody got any questions? I know we just had a study session. 00:48:49
I do and just for clarification, the 75,000. 00:48:53
If they're asking for for the study. 00:48:56
Is that included in the 20? 00:48:59
7 million in that. 00:49:00
Initial uh. 00:49:03
A debt that we saw or is that over and above that yes, they're they're telling us that if we go forward with project. 00:49:04
He actually included as part of the overall. 00:49:10
Project costs. 00:49:13
I'm excited about the conceptual drawing. 00:49:17
Sure, that's a possibility. As we get into this, the first phase is really concentrating on the. 00:49:28
The facility itself, but we could look at. 00:49:35
Subsequent phases as well as part of that process. 00:49:39
And I know we kind of had a few. 00:49:42
Concerns about the size of meeting rooms and stuff like that, we can definitely change all that. 00:49:45
At least we're getting drawing something to look at. I don't think we get partners without it. 00:49:50
So we're kind of like. 00:49:54
I think. 00:49:55
The city manager is go or no go. I mean, this is. 00:49:56
We really need this. 00:49:59
Phase to see if what's even possible because. 00:50:01
I don't think anybody up here wants to. 00:50:04
Do something like this without a lot of partners. So this is going to. 00:50:06
Going to tell us if we can do it or not because. 00:50:10
I can't see us. 00:50:13
I don't think anybody up there's have put this in debt for this kind of money so. 00:50:14
This phase is pretty important to decide whether it's going to work. 00:50:18
Yeah, we will know following his face, whether it it's it's mobile or not. 00:50:22
Right. Hey, Ben. 00:50:27
Don't just know that as we're talking about this morning. 00:50:29
Point people. And that's why I felt. 00:50:33
Feels that will be part of that standing. Look, this is. 00:50:35
This is the picture. This is what we're looking at. We don't. 00:50:38
Want to fill up the whole planner but not just? Hey, this is this part. 00:50:41
I want to. I want to see what it. 00:50:45
And obviously we already have a conceptual. 00:50:49
Of the. 00:50:54
Proper of possible property with some fields on it. 00:50:57
It just doesn't have the detail of the building. 00:51:00
But it has a. 00:51:03
A bigger picture. 00:51:04
Is that possible to have that included? I think what the Councilman was asking is. 00:51:08
If we come back with a conceptual and it says this is what we can do for XML. 00:51:14
And then it says here are the fields and they would be included and that would add on additional. 00:51:18
So the totality of the project will be able to be done with this amount. Is that going to be? 00:51:23
Is that going to be possible? 00:51:27
In this phase proposal, which for the structure, the building structure itself, we can include that. 00:51:28
We can get, I mean. 00:51:34
Hindsight Development has already developed that consumption plan. 00:51:35
For the fields. For the fields open in eight. 00:51:39
If we add it at this time, you're adding for an amendment to that contract. 00:51:42
And I think we we can accomplish that ourselves. 00:51:47
And that can be included in. 00:51:50
90 days, so we're looking at the total pictures. 00:51:52
Any other clarification to whether it's meeting rooms versus convention? 00:51:58
Senator, that will all come with the conceptual plan of how it's laid out. 00:52:06
And that's why, that's why I think it's pretty important. That way we can look at it and go. 00:52:11
We need this to be a little bit bigger or this. We don't need these or. 00:52:15
Because I think the first plan that we've seen, I think we've all seen it they had. 00:52:19
Rooms for doctors and lawyers are not lawyers, but they had little rooms for. 00:52:23
For medical and I'm not sure everyone of them had to be in there. I don't know if they require it but. 00:52:28
No, the idea of the facility was it was to be multi. 00:52:34
Purpose, right. So the the meeting rooms and and all of that was included there, right. 00:52:37
And that's one of the reasons they they look at. 00:52:43
What partners can be involved? See what they need to put in the building. 00:52:46
That's true, and without that drawing. 00:52:49
I don't think you don't have any. 00:52:52
Any other comments or questions? 00:52:54
I'm ready to make a motion. 00:52:58
Go ahead, I'll move to approve professional service contract with Sports Facilities Advisory LLC. 00:53:00
To conduct a funding and. 00:53:05
Partnership feasibility study for proposed sports events similar convention facility and amount not to exceed 75. 00:53:07
2nd. 00:53:13
All those in favor. 00:53:16
All of the polls, same sign motion passed. 00:53:18
Thank you Steve for all you guys hard work and here. 00:53:21
Hope committees and I and I know at the last meeting I. 00:53:23
Made a comment about who runs it. 00:53:27
When it opened but I didn't realize I I know. 00:53:29
When you guys were in the talking, that was part of the talking. I didn't realize that that money was part of that money. 00:53:32
I kind of felt kind of weird that I asked that question, but I wasn't sure yet so. 00:53:38
All right. 00:53:44
Somebody. 00:53:48
Some of the current events. 00:53:49
Down here first. 00:53:51
I just wanted to chime in about the fire conditional facing. 00:53:54
I was driving yesterday afternoon and I saw quite a smoke coming. 00:53:59
And I believe it was been playing smarter than. 00:54:04
I'm sure West. 00:54:07
What's up with you? So that really opened my eyes. I started thinking about. 00:54:08
Well, I need to start putting in boxes. 00:54:13
You've been organized just in case. 00:54:15
I think that's something that's on my mind. 00:54:18
And I believe that was an abandoned campfire. 00:54:20
Was that one that? 00:54:23
Well, she's already gone, but. 00:54:24
I think that was an abandoned campfire even. 00:54:27
I'm going to bring up our BBQ event. 00:54:34
That's coming up. 00:54:37
Let's see, April 30th. 00:54:39
And Saturday. 00:54:40
May 1st. 00:54:42
Going to be pretty exciting we're going to have. 00:54:44
State contest on Friday night. We have live music. 00:54:46
Saturday we're going to have a kids queue, which we're going to give. 00:54:49
Here's of any ages of well, no, I should say any. It's 7 to 15 I believe. 00:54:53
That comes out. 00:54:58
Take a cup of pork chops as provided some it's free. 00:54:59
And we'll have award for all the kids it's. 00:55:04
Hey, Cortana, Anything from gas? Charcoal. 00:55:07
Whatever they'd like to do, and we're going to start that Saturday at. 00:55:09
And that'll be right after the BBQ contest and then we'll have awards Saturday. But it's. 00:55:13
Pretty exciting. 00:55:18
I'm really excited about the kids too because we went to 1 here. 00:55:19
I keep saying last year we didn't have it last year, so the year before that, whenever that was 2019. 00:55:22
Me and my wife went to a BBQ contest to promote ours. 00:55:29
And they had a kids queue and it's really cool to watch these kids truck and. 00:55:33
And it literally the parents are not involved. All they can do is like grow. 00:55:37
And we handed, they pick out a couple pork chops and we go, OK, cook it. 00:55:41
Gotta have them turned in by. 00:55:44
I think I've turned in times like at 3:30. 00:55:46
So they're pretty quick. Perfect. 00:55:48
But it's pretty exciting. 00:55:50
Pretty excited about the new. 00:55:53
Promoter we have this year for our BBQ contest, Mike Ryman of Daisy BBQ. 00:55:54
We've got, I think he told me to. 00:55:59
26 or 7/20/17 for the early bird so. 00:56:01
For about a month out. 00:56:05
Pretty excited to start moving forward that's for sure. 00:56:07
Councillor Clark, hello, everything. Thanks. 00:56:10
I know that tonight. 00:56:12
You proclaimed public safety telecommunications. 00:56:15
We telecommunicators. We. 00:56:18
But I just want to say thank you to our law enforcement and 1st responders for the job that they do. 00:56:21
Thank you. 00:56:27
City Manager. 00:56:29
I've just done a few things in public works projects. 00:56:30
Next week, the city's contractor will begin to shut down 11th Ave. water line. 00:56:35
That's your replacement from Orange near the Aquatic Center. 00:56:40
Going north it. 00:56:43
To West McNeil. 00:56:44
And then and that should be completed in about 60 days. There's quite a few construction projects going to. 00:56:49
I'm just going to mention a couple more here. 00:56:54
Instruction will spend the first week of May. 00:56:56
On 8th Ave. on Hunting water line project. 00:56:59
And then Arizona Department of Transportation is trying to award. 00:57:02
The future clubs in White Mountain. 00:57:06
Road nail and overlay projects on this. 00:57:08
At the April 16 State Transportation Board meeting. 00:57:10
That'll be an extensive project with a lot of concrete work and known overlay both music clubs and White Mountain Rd. 00:57:14
And the low bidder actually got. 00:57:20
It's no good on both jobs so it should be the same, better and hopefully they'll coordinate. 00:57:23
On some of the traffic issues we're going to have. 00:57:27
And again, we thank people for their patience as we. 00:57:30
Those improvements are made. 00:57:34
On Saturday on Saturday April 24th is our MLK day of service. 00:57:36
When volunteers go out and do a community project. 00:57:42
And this year to do due to COVID-19 when those signs smaller groups to work in projects in the community. 00:57:46
Maybe, maybe family groups or small groups, and then we'll meet at 9:00 at City Hall. 00:57:52
Wearing your closed toe shoes and bring gloves and a hat. 00:57:58
And if you want more information on those projects for Day of Service 5324014. 00:58:01
And then just to mention as mentioned earlier, but there there will be a ribbon cutting at the atoms. 00:58:09
Cabinet was relocated over to the city. 00:58:14
Property. 00:58:17
On April 17th at 11 AM. 00:58:18
Thank you. 00:58:23
Thank you. 00:58:24
Does anybody need seconds? 00:58:26
All right, schedule meetings. 00:58:30
Just a reminder, on April 15th here in the council chambers will have a budget town hall. 00:58:33
And then we'll start going over the department budgets immediately. 00:58:38
April 15th at 6:00 AM or 6:00 PM. 00:58:44
All right. 00:58:55
Any other business for the council? Next item on the agenda is. 00:58:56
Executive session. 00:58:59
I want to obtain a motion to move an executive session. 00:59:01
And a motion second. 00:59:04
All those in favor. 00:59:07
All those opposed. 00:59:09
We're not going to objective session. 00:59:10
