| Fiscal note there's no fiscal impact in 2025. However, an estimated impact of approximately. | 00:02:13 | |
| $17,506. | 00:02:20 | |
| Will be allocated within the 2026 budget. | 00:02:23 | |
| And subsequent fiscal years. Finance Committee review date October 13th, 2025 initialed by Finance Committee chair. | 00:02:26 | |
| I have a motion by Supervisor Klobuchar and a second by Supervisor Johnson. | 00:02:35 | |
| Supervisor Johnson. | 00:02:40 | |
| Yeah, I'm served as the chairman of the Conservation committee, and I listened to the debate at the Finance Committee. I just | 00:02:42 | |
| wanted to get clarification. Last month when Kevin Marseric from UW Stevens Point came, he gave a presentation on the well and he | 00:02:47 | |
| talked about the past five years. | 00:02:52 | |
| And then going forward? | 00:02:57 | |
| In the Rep, like with the resolution we have today, he gave three options, scenario, AB and C. | 00:02:58 | |
| The committee selected scenario B. | 00:03:03 | |
| So there were some questions as to what was included in that. The bottom line is, is that the total cost will be 17,506. | 00:03:06 | |
| For each of the years. For the next five years. | 00:03:14 | |
| It is further broken out in the IT says like. | 00:03:16 | |
| Different things that make up that number, but the only thing that we really have to be concerned with in the contract at 17506 | 00:03:20 | |
| and the previous five years when we had our contract with them, it was roughly twice as much. We we've narrowed obviously our | 00:03:27 | |
| selection down and narrowed our our wells to the just the, the nitrate and troubled wells. But the actual contract we had with | 00:03:34 | |
| them, they came in over the, over the five years $10,448 less. So I think they're good. | 00:03:40 | |
| We have a good relationship with them. | 00:03:48 | |
| And I'm sorry if there was any confusion, but it is just scenario B is what the committee voted for and recommends. Thank you. | 00:03:50 | |
| Anyone else? | 00:03:58 | |
| Anyone else? | 00:04:02 | |

| Can you bring? | 00:06:01 | |
| Can you bring him up and? | 00:06:02 | |
| Joe. | 00:06:06 | |
| And you're not showing up on my screen. Joe, try your. | 00:06:18 | |
| Thank you. Let's just go over to the mic over there. | 00:06:24 | |
| Get me here all right? | 00:06:30 | |
| So this is. | 00:06:32 | |
| This is the optimization. | 00:06:34 | |
| Of the findings of. | 00:06:36 | |
| The report that was provided to us. | 00:06:38 | |
| There were recommendations to. | 00:06:41 | |
| Change transmitters. | 00:06:45 | |
| To. | 00:06:48 | |
| To essentially update some equipment. | 00:06:49 | |
| And this is really the bridge. | 00:06:52 | |
| From a three to five year perspective of. | 00:06:55 | |
| A giant improvement on our radio communication system. | 00:07:00 | |
| As was recommended. | 00:07:05 | |
| Based on the four. | 00:07:06 | |
| Options that was given to us by the consultant. | 00:07:09 | |
| And how long does this take? | 00:07:13 | |
| This. | 00:07:15 | |
| Within this next year. | 00:07:16 | |

| Initialed by Finance Committee chair. | 00:12:37 | |
| Have a motion by Supervisor Beal and second by Supervisor Miller. | 00:12:39 | |
| Supervisor Johnson. | 00:12:44 | |
| Yes, I'm speaking in support of adding Deputy. | 00:12:46 | |
| Veterans Service Officer. | 00:12:49 | |
| Challenges in the Dodge County Veterans Services has been brought to my attention by several veterans in my district and actually | 00:12:51 | |
| throughout the county. | 00:12:55 | |
| And also I observed the feedback. | 00:12:59 | |
| From veterans at a special event held earlier this year. To get feedback from veterans by our CVSO. | 00:13:02 | |
| Caitlin in a specialist, Jessica. | 00:13:07 | |
| Feedback from from those veterans. | 00:13:10 | |
| And that event. | 00:13:14 | |
| To a presentation that you saw on July 15th. | 00:13:16 | |
| When Jessica came here and with Caitlin and they gave you all the metrics of what was happening in our. | 00:13:19 | |
| In our veterans department, the things that were changing. | 00:13:26 | |
| I want to just talk about four things. First of all, our strategic plan. | 00:13:30 | |
| The number one. | 00:13:33 | |
| Thing single mission of the Dodge County Board is to deliver excellence in service. | 00:13:35 | |
| That is our top thing that we do here. | 00:13:41 | |
| Much progress has been made in this, as Joe had had indicated. | 00:13:44 | |
| But our current staff alone don't have the resources to provide excellent service to our veterans. | 00:13:47 | |
| At issue as a service levels. | 00:13:53 | |
| The volume of service is just increasing incredibly for many different reasons. | 00:13:55 | |
| Operational improvements have been made. | 00:13:59 | |
| And Cameron has many, many changes in the way it operates and and those have really helped them in good. | 00:14:01 | |
| And as Joe indicated. | 00:14:06 | |
| The staff there and also Health and Human Services have made a tremendous difference in the past 18 months. | 00:14:07 | |
| But The thing is, is that the volume is increased. | 00:14:14 | |
| Not not to anything due to the what the county's done, but by the expanded federal benefits, especially what's benefits called | 00:14:17 | |
| like the federal PACT Act. | 00:14:21 | |
| I even met with representative. | 00:14:27 | |
| William Petterman, he is the chairman of the finance or the Veterans Committee in Madison about this. They didn't provide us any | 00:14:30 | |
| other resources, but if you see the numbers in the in the report that you have. | 00:14:35 | |
| They've gone crazy, the amount of requests, and there are several of our veterans, one I just talked to the other day. | 00:14:40 | |
| Vietnam veteran who's several weeks out before he even has a chance to meet with our department. | 00:14:46 | |
| The actual number for Dodge County came in last week. | 00:14:52 | |
| The amount of. | 00:14:55 | |
| Money spent by the veterans is of the federal dollars coming into Dodge County. | 00:14:56 | |
| It is $62.8 million. | 00:15:01 | |
| 62. | 00:15:04 | |
| .8. | 00:15:05 | |
| Million. | 00:15:06 | |
| Is the number for 2024. | 00:15:07 | |
| I would say our department's putting out, obviously they don't do them all, but they do a lot of it. | 00:15:10 | |
| The increase in a lot of it. | 00:15:14 | |
| The total proposed budget. | 00:15:15 | |
| For the Dodge County Veterans Services, this is for 26. | 00:15:17 | |
| Is 291,000. | 00:15:20 | |
| $982, the position we're talking about is a $76,000 year position. | 00:15:22 | |
| Yes, I am conscientious of the money. | 00:15:27 | |
| But the benefit is. | 00:15:30 | |
| Adding the case, the speed of the cases and to help our veterans. | 00:15:32 | |
| Why is this urgency issue? | 00:15:36 | |
| Why don't we wait till the budget? | 00:15:38 | |
| Until the first of the year, we certainly could have. | 00:15:40 | |
| But this is been developing for a long time. | 00:15:43 | |
| And the short answer is the caseload's not going to decrease and more, more of these veterans are just waiting. | 00:15:45 | |
| And they're waiting too long. The average wait as of last Friday. | 00:15:51 | |
| Was 7 to 8 weeks. | 00:15:55 | |
| For a veteran to get an appointment in Dodge County. | 00:15:56 | |
| Is that excellence? | 00:15:59 | |
| No. | 00:16:01 | |
| We can do better. | 00:16:02 | |
| And we and we are doing many things to do better, not just adding one person. That's only one thing. We have many other things | 00:16:03 | |
| that we are doing to make that make our make our county better. | 00:16:07 | |
| Benefits versus cost, it's a matter of priorities. | 00:16:12 | |
| The biggest cost is veterans not getting the help they need. | 00:16:16 | |
| The biggest benefit? | 00:16:19 | |
| Is is more benefits are are directly given. | 00:16:20 | |
| The veterans. | 00:16:24 | |
| In this case, adding just the one person will be at least 800. | 00:16:25 | |
| 800,000 a year. | 00:16:28 | |
| But probably more like 2 million based on our track record. | 00:16:30 | |
| I acknowledge that this is is is something that's sensitive to me. | 00:16:33 | |
| And I hope that you would. | 00:16:37 | |
| Support. | 00:16:39 | |
| This uh. | 00:16:40 | |
| This move to add a person. | 00:16:41 | |
| And I appreciate your support. Thank you. | 00:16:43 | |
| Supervisor Van Desant. | 00:16:47 | |
| Thank you, Mr. Chairman. | 00:16:50 | |
| I know there is a backlog in that and. | 00:16:53 | |
| I'm all for. | 00:16:56 | |
| Taking care of our veterans. | 00:16:59 | |
| The only question I have is. | 00:17:01 | |
| Why we would be hiring another or position a new position at? | 00:17:04 | |
| A Salary J. | 00:17:11 | |
| Instead of hiring. | 00:17:12 | |
| Another person at age. | 00:17:14 | |
| I am supervisor Molly. | 00:17:23 | |
| Is not here and she. | 00:17:25 | |
| Is very supportive of this resolution and. | 00:17:28 | |
| She expected that question and she asked me to answer it for her. | 00:17:31 | |
| So so. | 00:17:35 | |
| The short answer from her is that. | 00:17:37 | |
| We need another person that has the certifications. | 00:17:40 | |
| To do all of the different. | 00:17:44 | |
| Programs. | 00:17:46 | |
| And that. | 00:17:47 | |
| Is the. | 00:17:48 | |
| Qualification that we. | 00:17:49 | |
| Sorely need to. | 00:17:51 | |
| Expand the office so. | 00:17:54 | |
| That was her answer. | 00:17:56 | |
| Alright, thank you. | 00:17:58 | |
| Supervisor Guckenberger. | 00:18:00 | |
| Thank you, Mr. Chairman. My question was very similar to. | 00:18:03 | |
| Supervisor Vandy. | 00:18:07 | |
| Questioning the need to. | 00:18:09 | |
| Develop and create deputy VSO as opposed to just using. | 00:18:11 | |
| A veterans service specialist. | 00:18:16 | |
| The packet did not include, I would say a job description detail of of. | 00:18:20 | |
| That the the veteran service specialist so that one could compare. | 00:18:25 | |
| The job descriptions between the two, but H2J is not that big of a jump. | 00:18:30 | |
| Certainly adding. | 00:18:36 | |
| Another person at the. | 00:18:37 | |
| Veterans service specialists would accomplish everything that. | 00:18:40 | |
| Supervisor Johnson. | 00:18:43 | |
| Mentioned uh. | 00:18:44 | |
| Because it's sometimes having a person there. | 00:18:46 | |
| I guess I would take. | 00:18:50 | |
| Supervisor Molly's. | 00:18:54 | |
| Description that it's necessary to have. | 00:18:56 | |
| Additional qualifications. | 00:18:59 | |
| For this J thing, I assume then that person has to have a. | 00:19:02 | |
| BS degree in social services or something? | 00:19:06 | |
| I don't know what the certifications are. | 00:19:10 | |
| That's what I read I think in the job description so. | 00:19:15 | |
| All right. | 00:19:19 | |
| I appreciate the answer. | 00:19:21 | |
| So you you done or Caitlin? | 00:19:24 | |
| I was just going to recommend our veteran services. | 00:19:33 | |
| OK. | 00:19:35 | |
| So for different qualifications, this job position is required to be a veteran. | 00:19:39 | |
| The benefit specialist. | 00:19:45 | |
| Does not have to be a veteran by state statute, but the deputy will and they will also have. | 00:19:46 | |
| Different. | 00:19:53 | |
| Different. | 00:19:54 | |
| Job duties of going to meetings and doing things after hours that are just not in the benefits. | 00:19:55 | |
| Specialist job description that I need more assistance with. | 00:20:01 | |
| Any other questions? | 00:20:12 | |
| Any other questions? | 00:20:15 | |
| Supervisor Breslow. | 00:20:17 | |
| Thank you, Mr. Chairman, today hear that right, that the position. | 00:20:18 | |
| Would require the person. | 00:20:22 | |
| To be a veteran. | 00:20:24 | |
| Yes, OK. | 00:20:27 | |
| I just would like. | 00:20:29 | |
| I'd like to support this also. I mean I think. | 00:20:30 | |
| With our current staff. | 00:20:33 | |
| Veterans Administration were. | 00:20:35 | |
| I think doing far better. | 00:20:37 | |
| Than we had in recent times. | 00:20:38 | |
| And. | 00:20:40 | |
| I think if they need more staff. | 00:20:41 | |
| They're obviously drawing money in. | 00:20:43 | |
| For our veterans. | 00:20:46 | |
| So I'd be definitely in favor of this. | 00:20:47 | |
| Thank you. | 00:20:51 | |
| Anyone else? | 00:20:53 | |
| OK, if you agree with the. | 00:20:56 | |
| Adding the position. Please vote yes if you do not. | 00:21:00 | |
| Vote no. | 00:21:03 | |
| All having voted, it passes 26 to 0. | 00:21:07 | |
| Resolution 2543. | 00:21:12 | |
| Amend town zoning ordinance. | 00:21:16 | |
| Randall and Carrie. | 00:21:18 | |
| Wendling property. | 00:21:21 | |
| Town of Theresa. | 00:21:23 | |
| We, the Dodge County Land, Resources and Parks Committee, hereby report favorably on the petition of Randall. | 00:21:27 | |
| And Carrie Wendling. | 00:21:34 | |
| 2012. | 00:21:35 | |
| Irrevocable trust property. | 00:21:37 | |
| All of which is respectfully submitted this 21st day of October 2025. Signed by five members of the Land, Resources and Parks | 00:21:40 | |
| Committee. | 00:21:44 | |
| I have a motion by supervisor Ringel and a second by supervisor Bob Holtz. | 00:21:49 | |
| Any comments, questions on this? | 00:21:54 | |
| Zoning ordinance. | 00:22:00 | |
| Supervisor band is in. | 00:22:03 | |
| Thank you, Mr. Chairman. | 00:22:05 | |
| I'm not. | 00:22:07 | |
| Sure if it was this one or the other one, but I remember seeing something when I was looking this over. | 00:22:08 | |
| That said, that there was something to do with. | 00:22:15 | |
| They needed to. | 00:22:17 | |
| Get recertified for farmland preservation. | 00:22:18 | |
| Do does anybody know? | 00:22:22 | |
| Exactly what that? | 00:22:25 | |
| Topic is all about. | 00:22:26 | |
| The chair of the committee is not here. Terry, do you have? | 00:22:29 | |
| 3 zones. | 00:22:36 | |
| A town rezone. | 00:22:38 | |
| The farmland preservation that's all handled through the Township. So if they're. | 00:22:40 | |
| If they're going through. | 00:22:44 | |
| The the rezone at the town level, the town eventually it's it's up to them to make sure that their program is. | 00:22:47 | |
| Remain certified. | 00:22:54 | |
| So they can. | 00:22:55 | |
| Recertify that when they're. | 00:22:57 | |
| At their own pace, so to speak. | 00:23:00 | |
| Air of them. So that'll be that'll be handled at the town level, not the county level. | 00:23:08 | |
| So they'll recertify their plan. | 00:23:13 | |
| It will come through then through. | 00:23:16 | |
| The counties. | 00:23:19 | |
| Future land use map and farmland preservation program. | 00:23:21 | |
| It's up to them to make sure that they. | 00:23:24 | |
| They keep their system up to date. | 00:23:26 | |
| So they'll have to. If they need to change it, they'll come back and change it on their end. | 00:23:30 | |
| And that will. | 00:23:35 | |
| Then put them in back in compliance. | 00:23:36 | |
| OK, one other question too. I I saw. | 00:23:41 | |
| On the last. | 00:23:44 | |
| Meeting agenda that there was something with the. | 00:23:47 | |
| Administrator that was going to go over something with with zoning stuff and when I was trying to. | 00:23:51 | |
| Look back at the tape. | 00:23:56 | |
| I didn't see anything. | 00:23:58 | |
| Honor that he was in. | 00:23:59 | |
| In that meeting is. | 00:24:01 | |
| Is there anything going on with that? | 00:24:03 | |
| Anyone from the committee? | 00:24:11 | |
| Next meeting. | 00:24:13 | |
| She said it's next meeting. | 00:24:15 | |
| Supervisor Kevin's engine. Well, I have a question and I come back and forth when I look at the map for this. | 00:24:18 | |
| And the petition said that they want to rezone 10 1/2 acres. | 00:24:26 | |
| In order to get the existing farm structures off of the bigger parcel to sell. | 00:24:30 | |
| But when you look at the map. | 00:24:36 | |
| There's still unless a map is wrong. | 00:24:38 | |
| There's where they're rezoning. | 00:24:41 | |
| There's not a farm structure, and the farm structure seems to be on the. | 00:24:44 | |
| Larger parcel. | 00:24:48 | |
| Do you notice that? | 00:24:50 | |
| And I know I asked the committee, but. | 00:24:52 | |
| I've kind of gone back and forth. I can't figure that one out. | 00:24:55 | |
| I wonder if the map was wrong. | 00:25:05 | |
| Supervisor Mihail. | 00:25:07 | |
| Thank you, Mr. Chairman. | 00:25:09 | |
| This is a town rezone so our job was basically just to see if they followed proper procedure. | 00:25:11 | |
| Which we believe they did. | 00:25:17 | |
| Now if the map is wrong. | 00:25:19 | |
| I'll have to refer to Terry to see if the map is wrong. | 00:25:20 | |
| So I believe the map is correct. | 00:25:34 | |
| It's so with the. | 00:25:36 | |
| The zoning part? | 00:25:39 | |
| It's the the area in blue. | 00:25:43 | |
| But there. | 00:25:46 | |
| We have black and white. | 00:25:50 | |
| So it's it's handled at the town level. | 00:26:00 | |
| When it comes to us. | 00:26:02 | |
| When it comes to our committee. | 00:26:04 | |
| All they're really verifying is that the proper procedures were followed. | 00:26:06 | |
| So that area. | 00:26:10 | |
| They wanted rezoned. That was their petition. | 00:26:12 | |
| They followed the proper procedure. | 00:26:16 | |
| Sorry, our our job is really to say whether or not they followed the proper procedure now. | 00:26:27 | |
| If the map is wrong. | 00:26:33 | |
| Did they follow the proper procedure? | 00:26:35 | |
| It's like, that's the question, Terry. | 00:26:37 | |
| They follow the proper procedure. | 00:26:40 | |
| OK. All right. | 00:26:43 | |
| Randy, did you want to speak again or? | 00:26:51 | |
| I just. | 00:26:58 | |
| There was part of that that they were talking about. I think there's like 2 separate things that they're doing with that. There's | 00:26:58 | |
| one for the buildings and. | 00:27:02 | |
| Then there is another. | 00:27:05 | |
| One that was separate from that. | 00:27:07 | |
| They're turning it into like an l-shaped. | 00:27:09 | |
| Thing, but there's like 2 separate things that they're doing with that to do that with the buildings. | 00:27:12 | |
| But I was. | 00:27:17 | |
| Getting back to that other thing, there was something, there was a revision on the agenda for land resources and parks that had | 00:27:19 | |
| something to do with that. | 00:27:23 | |
| Discussing zoning changes, but. | 00:27:27 | |
| I'll just talk to Cameron later, thanks. | 00:27:30 | |
| Thank you. | 00:27:33 | |
| All right, if. | 00:27:37 | |
| If you agree with the. | 00:27:38 | |
| Recommendation of the committee that the town did everything correctly, Please vote yes. If you do not, please vote no. | 00:27:41 | |
| Supervisor. | 00:28:02 | |
| All having voted, it passes. | 00:28:06 | |
| 23 to 2. | 00:28:09 | |
| You. | 00:28:15 | |
| Years did not go Roger. | 00:28:15 | |
| It says that it. | 00:28:24 | |
| Pardon. | 00:28:27 | |
| Absent for some reason now. | 00:28:30 | |
| At Cabin Burger. | 00:28:36 | |
| One second. | 00:28:40 | |
| OK. | 00:28:49 | |
| And Supervisor Burnett wants to vote yes, correct? | 00:28:52 | |
| We're going to. | 00:29:04 | |
| Revote. Yep. | 00:29:09 | |
| OK. So everyone is in there, not industry? | 00:29:11 | |
| Or discuss. | 00:29:16 | |
| OK, now enter your votes, please. OK, we'll revote. So if you agree, please vote yes. If you do not, vote no. | 00:29:18 | |

| It doesn't show how the committee voted. | 00:33:58 | |
| There's a place where vote and it's yes, no, or if staying not present, but nothing's filled in on this. | 00:34:02 | |

| Petitioned. | 00:34:12 | |
| It's completely empty. | 00:34:14 | |
| Supervisor bubbles. | 00:34:16 | |
| Oh, if you go back to the page ahead of it, there were two different places that we could vote. | 00:34:18 | |
| Are they the same? A vote? | 00:34:25 | |
| I mean, is it the same thing? Yes. | 00:34:27 | |

| Committee recommendation to deny please vote yes. If you do not, please vote no. | 00:36:06 | |
| All having voted, it passes 26 to 0. | 00:36:13 | |
| At this time, I would turn it over to. | 00:36:17 | |
| To Administrator Clapper to just address a little about what will happen at our next. | 00:36:20 | |
| Board meeting. | 00:36:26 | |
| Start talking. OK, there goes. | 00:36:32 | |
| I can start talking loud, but I just want to so it in advance of that meeting first and foremost to note that staff will be | 00:36:34 | |
| distributing to all of you. | 00:36:39 | |
| A copy of a draft or. | 00:36:44 | |
| Final numbers for the Dodge County. | 00:36:47 | |
| Annual budget as proposed by the Administrator for 2026. The document itself is. | 00:36:49 | |
| Not a final version. You'll note there are parts. | 00:36:55 | |
| That are still. | 00:36:58 | |
| Laid out to be updated. That's because we want to do a final version once the final vote is taken at the end of the whole process. | 00:37:00 | |
| But I wanted to make sure I let you know that. | 00:37:08 | |
| I think I shared that an e-mail, but in case you missed it. | 00:37:10 | |
| With the hard copy I wanted to share that then. | 00:37:12 | |
| Our next meeting together will be on October 28th. That's a special county board meeting. | 00:37:15 | |
| It will start at 6:00 PM and that has been termed a budget workshop. | 00:37:21 | |
| I want to make sure people are aware that that will be a discussion, not only of. | 00:37:27 | |
| Items in the. | 00:37:30 | |
| Budget that where there are questions or concerns and discussion. | 00:37:32 | |
| But also we will be turning returning to the topic. | 00:37:36 | |
| Of the unfunded elements of the existing. | 00:37:39 | |
| And approved capital improvement plan for 2026 through. | 00:37:42 | |
| 20312030. | 00:37:46 | |
| And so we have a large list of items that were. | 00:37:48 | |
| Left unfunded. | 00:37:51 | |
| Of those, about 30 million, $31 million of projects, 10 million of those projects were Rd. | 00:37:53 | |
| Construction related. | 00:37:59 | |
| So we're going to talk a bit about. | 00:38:01 | |
| How we go about funding those? | 00:38:04 | |
| And some. | 00:38:07 | |
| There's at this point I believe four options. | 00:38:08 | |
| There's only one that really looks like it's relevant, but we'll talk about all of them. | 00:38:11 | |
| When we meet together. | 00:38:15 | |
| Again also. | 00:38:16 | |
| If you have questions about anything that you've read thus far in the budget. | 00:38:19 | |
| Document via the electronic or if you look at the hard copy. Have questions? | 00:38:24 | |
| We encourage you to reach out in advance with those questions. | 00:38:29 | |
| Because maybe we'll we'll would then be able to provide information. | 00:38:33 | |
| In advance, but also share at the next meeting will be better prepared to address whatever questions or concerns you might have. | 00:38:36 | |
| Obviously at the meeting. | 00:38:42 | |
| If you haven't come with or thought of questions to send in advance, of course that doesn't. | 00:38:44 | |
| Preclude you from. | 00:38:48 | |
| Being able to share. | 00:38:50 | |
| Or or ask questions at the meeting. We want to make sure we have some good discussion. | 00:38:51 | |
| And then let me make sure, Mr. Chair, I've. | 00:38:56 | |
| Included everything I wanted to mention. We will have as part of that meeting also elders and associates. | 00:38:59 | |
| Joining us on the 28th. | 00:39:04 | |
| Following that meeting. | 00:39:07 | |
| Or I guess I should say in in anticipation of that meeting. | 00:39:09 | |
| Staff will also be providing some supplemental. | 00:39:12 | |
| Information as it becomes available between now and next Tuesday, that's meant to be helpful. | 00:39:15 | |
| It's not changes to the budget, it's additional information as as we. | 00:39:21 | |
| Have it available. | 00:39:25 | |
| We will be sure to send that. | 00:39:26 | |
| Following the October 28th meeting, the next meeting will be the public hearing and that is set for October 30th, so two days | 00:39:27 | |
| later. | 00:39:31 | |
| Following the public hearing portion of the meeting. | 00:39:35 | |
| There will also be some time for question and answer if there's a desire on the part of anybody to get further clarification or | 00:39:38 | |
| have further discussion then. | 00:39:43 | |
| We definitely want to do that. | 00:39:47 | |
| And then on November 12th. | 00:39:49 | |
| Which is a Wednesday. That will be the final budget meeting. That's of course the 9:00 AM meeting. | 00:39:51 | |
| We will also anticipate that at that meeting. | 00:39:56 | |
| We would have. | 00:39:59 | |
| Some final action on what we're going to do to fund some or all of the unfunded projects as part of that. | 00:40:00 | |
| Dur. | 00:40:06 | |
| Can you please speak? Could you please tell me the hour? | 00:40:09 | |
| Time of the October 30th Thursday meeting. | 00:40:13 | |
| Thank you. I believe that that is also 6:00 PM. | 00:40:16 | |
| The 9:00 AM. Yep, November 12th is at 9:00 AM. | 00:40:25 | |
| Yeah. And that is what I wanted to share. Thank you, Mr. Chair. | 00:40:28 | |
| OK. Thank you. | 00:40:31 | |
| With that. | 00:40:35 | |
| Supervisor Johnson. | 00:40:36 | |
| Be Adjourned Make a motion to adjourn to the next meeting on Tuesday, October 28th, 2025 at 6:00 PM. | 00:40:39 | |
| Have a second by supervisor Beal. | 00:40:46 | |
| All in favor signify by aye. | 00:40:49 | |
| Opposed. That is carried. Thank you everyone. | 00:40:52 | |
| A hard copy of the budget book is available if you want to come up. We have them in the backroom here. We'll hand it to you as | 00:40:59 | |
| you. | 00:41:03 |

| Seven members of the land. | 00:02:07 | |
| Of the Conservation Education Committee. | 00:02:09 | |

| Thank you. Let's just go over to the mic over there. | 00:06:24 | |
| Get me here all right? | 00:06:30 | |
| So this is. | 00:06:32 | |
| This is the optimization. | 00:06:34 | |
| Of the findings of. | 00:06:36 | |
| The report that was provided to us. | 00:06:38 | |
| There were recommendations to. | 00:06:41 | |
| Change transmitters. | 00:06:45 | |
| To. | 00:06:48 | |
| To essentially update some equipment. | 00:06:49 | |
| And this is really the bridge. | 00:06:52 | |
| From a three to five year perspective of. | 00:06:55 | |
| A giant improvement on our radio communication system. | 00:07:00 | |
| As was recommended. | 00:07:05 | |
| Based on the four. | 00:07:06 | |
| Options that was given to us by the consultant. | 00:07:09 | |
| And how long does this take? | 00:07:13 | |

| Supervisor Johnson. | 00:12:44 | |
| Yes, I'm speaking in support of adding Deputy. | 00:12:46 | |
| Veterans Service Officer. | 00:12:49 | |
| Challenges in the Dodge County Veterans Services has been brought to my attention by several veterans in my district and actually | 00:12:51 | |
| throughout the county. | 00:12:55 | |
| And also I observed the feedback. | 00:12:59 | |
| From veterans at a special event held earlier this year. To get feedback from veterans by our CVSO. | 00:13:02 | |
| Caitlin in a specialist, Jessica. | 00:13:07 | |
| Feedback from from those veterans. | 00:13:10 | |
| And that event. | 00:13:14 | |
| To a presentation that you saw on July 15th. | 00:13:16 | |
| When Jessica came here and with Caitlin and they gave you all the metrics of what was happening in our. | 00:13:19 | |
| In our veterans department, the things that were changing. | 00:13:26 | |
| I want to just talk about four things. First of all, our strategic plan. | 00:13:30 | |
| The number one. | 00:13:33 | |
| Thing single mission of the Dodge County Board is to deliver excellence in service. | 00:13:35 | |
| That is our top thing that we do here. | 00:13:41 | |
| Much progress has been made in this, as Joe had had indicated. | 00:13:44 | |
| But our current staff alone don't have the resources to provide excellent service to our veterans. | 00:13:47 | |
| At issue as a service levels. | 00:13:53 | |
| The volume of service is just increasing incredibly for many different reasons. | 00:13:55 | |
| Operational improvements have been made. | 00:13:59 | |
| And Cameron has many, many changes in the way it operates and and those have really helped them in good. | 00:14:01 | |
| And as Joe indicated. | 00:14:06 | |
| The staff there and also Health and Human Services have made a tremendous difference in the past 18 months. | 00:14:07 | |
| But The thing is, is that the volume is increased. | 00:14:14 | |
| Not not to anything due to the what the county's done, but by the expanded federal benefits, especially what's benefits called | 00:14:17 | |
| like the federal PACT Act. | 00:14:21 | |
| I even met with representative. | 00:14:27 | |
| William Petterman, he is the chairman of the finance or the Veterans Committee in Madison about this. They didn't provide us any | 00:14:30 | |
| other resources, but if you see the numbers in the in the report that you have. | 00:14:35 | |
| They've gone crazy, the amount of requests, and there are several of our veterans, one I just talked to the other day. | 00:14:40 | |
| Vietnam veteran who's several weeks out before he even has a chance to meet with our department. | 00:14:46 | |
| The actual number for Dodge County came in last week. | 00:14:52 | |
| The amount of. | 00:14:55 | |
| Money spent by the veterans is of the federal dollars coming into Dodge County. | 00:14:56 | |
| It is $62.8 million. | 00:15:01 | |
| 62. | 00:15:04 | |
| .8. | 00:15:05 | |
| Million. | 00:15:06 | |
| Is the number for 2024. | 00:15:07 | |
| I would say our department's putting out, obviously they don't do them all, but they do a lot of it. | 00:15:10 | |
| The increase in a lot of it. | 00:15:14 | |
| The total proposed budget. | 00:15:15 | |
| For the Dodge County Veterans Services, this is for 26. | 00:15:17 | |
| Is 291,000. | 00:15:20 | |
| $982, the position we're talking about is a $76,000 year position. | 00:15:22 | |
| Yes, I am conscientious of the money. | 00:15:27 | |
| But the benefit is. | 00:15:30 | |
| Adding the case, the speed of the cases and to help our veterans. | 00:15:32 | |
| Why is this urgency issue? | 00:15:36 | |
| Why don't we wait till the budget? | 00:15:38 | |
| Until the first of the year, we certainly could have. | 00:15:40 | |
| But this is been developing for a long time. | 00:15:43 | |
| And the short answer is the caseload's not going to decrease and more, more of these veterans are just waiting. | 00:15:45 | |
| And they're waiting too long. The average wait as of last Friday. | 00:15:51 | |
| Was 7 to 8 weeks. | 00:15:55 | |
| For a veteran to get an appointment in Dodge County. | 00:15:56 | |
| Is that excellence? | 00:15:59 | |
| No. | 00:16:01 | |
| We can do better. | 00:16:02 | |
| And we and we are doing many things to do better, not just adding one person. That's only one thing. We have many other things | 00:16:03 | |
| that we are doing to make that make our make our county better. | 00:16:07 | |
| Benefits versus cost, it's a matter of priorities. | 00:16:12 | |
| The biggest cost is veterans not getting the help they need. | 00:16:16 | |
| The biggest benefit? | 00:16:19 | |
| Is is more benefits are are directly given. | 00:16:20 | |
| The veterans. | 00:16:24 | |
| In this case, adding just the one person will be at least 800. | 00:16:25 | |
| 800,000 a year. | 00:16:28 | |
| But probably more like 2 million based on our track record. | 00:16:30 | |
| I acknowledge that this is is is something that's sensitive to me. | 00:16:33 | |
| And I hope that you would. | 00:16:37 | |
| Support. | 00:16:39 | |
| This uh. | 00:16:40 | |
| This move to add a person. | 00:16:41 | |
| And I appreciate your support. Thank you. | 00:16:43 | |
| Supervisor Van Desant. | 00:16:47 | |
| Thank you, Mr. Chairman. | 00:16:50 | |
| I know there is a backlog in that and. | 00:16:53 | |
| I'm all for. | 00:16:56 | |
| Taking care of our veterans. | 00:16:59 | |
| The only question I have is. | 00:17:01 | |
| Why we would be hiring another or position a new position at? | 00:17:04 | |
| A Salary J. | 00:17:11 | |
| Instead of hiring. | 00:17:12 | |
| Another person at age. | 00:17:14 | |
| I am supervisor Molly. | 00:17:23 | |
| Is not here and she. | 00:17:25 | |
| Is very supportive of this resolution and. | 00:17:28 | |
| She expected that question and she asked me to answer it for her. | 00:17:31 | |
| So so. | 00:17:35 | |
| The short answer from her is that. | 00:17:37 | |
| We need another person that has the certifications. | 00:17:40 | |
| To do all of the different. | 00:17:44 | |
| Programs. | 00:17:46 | |
| And that. | 00:17:47 | |
| Is the. | 00:17:48 | |
| Qualification that we. | 00:17:49 | |
| Sorely need to. | 00:17:51 | |
| Expand the office so. | 00:17:54 | |
| That was her answer. | 00:17:56 | |
| Alright, thank you. | 00:17:58 | |
| Supervisor Guckenberger. | 00:18:00 | |
| Thank you, Mr. Chairman. My question was very similar to. | 00:18:03 | |
| Supervisor Vandy. | 00:18:07 | |
| Questioning the need to. | 00:18:09 | |
| Develop and create deputy VSO as opposed to just using. | 00:18:11 | |
| A veterans service specialist. | 00:18:16 | |
| The packet did not include, I would say a job description detail of of. | 00:18:20 | |
| That the the veteran service specialist so that one could compare. | 00:18:25 | |
| The job descriptions between the two, but H2J is not that big of a jump. | 00:18:30 | |
| Certainly adding. | 00:18:36 | |
| Another person at the. | 00:18:37 | |
| Veterans service specialists would accomplish everything that. | 00:18:40 | |
| Supervisor Johnson. | 00:18:43 | |
| Mentioned uh. | 00:18:44 | |
| Because it's sometimes having a person there. | 00:18:46 | |
| I guess I would take. | 00:18:50 | |
| Supervisor Molly's. | 00:18:54 | |
| Description that it's necessary to have. | 00:18:56 | |
| Additional qualifications. | 00:18:59 | |
| For this J thing, I assume then that person has to have a. | 00:19:02 | |
| BS degree in social services or something? | 00:19:06 | |
| I don't know what the certifications are. | 00:19:10 | |
| That's what I read I think in the job description so. | 00:19:15 | |
| All right. | 00:19:19 | |
| I appreciate the answer. | 00:19:21 | |
| So you you done or Caitlin? | 00:19:24 | |
| I was just going to recommend our veteran services. | 00:19:33 | |
| OK. | 00:19:35 | |
| So for different qualifications, this job position is required to be a veteran. | 00:19:39 | |
| The benefit specialist. | 00:19:45 | |
| Does not have to be a veteran by state statute, but the deputy will and they will also have. | 00:19:46 | |
| Different. | 00:19:53 | |
| Different. | 00:19:54 | |
| Job duties of going to meetings and doing things after hours that are just not in the benefits. | 00:19:55 | |
| Specialist job description that I need more assistance with. | 00:20:01 | |
| Any other questions? | 00:20:12 | |
| Any other questions? | 00:20:15 | |
| Supervisor Breslow. | 00:20:17 | |
| Thank you, Mr. Chairman, today hear that right, that the position. | 00:20:18 | |
| Would require the person. | 00:20:22 | |
| To be a veteran. | 00:20:24 | |
| Yes, OK. | 00:20:27 | |
| I just would like. | 00:20:29 | |
| I'd like to support this also. I mean I think. | 00:20:30 | |
| With our current staff. | 00:20:33 | |
| Veterans Administration were. | 00:20:35 | |
| I think doing far better. | 00:20:37 | |
| Than we had in recent times. | 00:20:38 | |
| And. | 00:20:40 | |
| I think if they need more staff. | 00:20:41 | |
| They're obviously drawing money in. | 00:20:43 | |
| For our veterans. | 00:20:46 | |
| So I'd be definitely in favor of this. | 00:20:47 | |
| Thank you. | 00:20:51 | |
| Anyone else? | 00:20:53 | |
| OK, if you agree with the. | 00:20:56 | |
| Adding the position. Please vote yes if you do not. | 00:21:00 | |
| Vote no. | 00:21:03 | |
| All having voted, it passes 26 to 0. | 00:21:07 | |

| Supervisor band is in. | 00:22:03 | |
| Thank you, Mr. Chairman. | 00:22:05 | |
| I'm not. | 00:22:07 | |
| Sure if it was this one or the other one, but I remember seeing something when I was looking this over. | 00:22:08 | |
| That said, that there was something to do with. | 00:22:15 | |
| They needed to. | 00:22:17 | |
| Get recertified for farmland preservation. | 00:22:18 | |
| Do does anybody know? | 00:22:22 | |
| Exactly what that? | 00:22:25 | |
| Topic is all about. | 00:22:26 | |
| The chair of the committee is not here. Terry, do you have? | 00:22:29 | |
| 3 zones. | 00:22:36 | |
| A town rezone. | 00:22:38 | |
| The farmland preservation that's all handled through the Township. So if they're. | 00:22:40 | |
| If they're going through. | 00:22:44 | |
| The the rezone at the town level, the town eventually it's it's up to them to make sure that their program is. | 00:22:47 | |
| Remain certified. | 00:22:54 | |
| So they can. | 00:22:55 | |
| Recertify that when they're. | 00:22:57 | |
| At their own pace, so to speak. | 00:23:00 | |
| Air of them. So that'll be that'll be handled at the town level, not the county level. | 00:23:08 | |
| So they'll recertify their plan. | 00:23:13 | |
| It will come through then through. | 00:23:16 | |
| The counties. | 00:23:19 | |
| Future land use map and farmland preservation program. | 00:23:21 | |
| It's up to them to make sure that they. | 00:23:24 | |
| They keep their system up to date. | 00:23:26 | |
| So they'll have to. If they need to change it, they'll come back and change it on their end. | 00:23:30 | |
| And that will. | 00:23:35 | |
| Then put them in back in compliance. | 00:23:36 | |
| OK, one other question too. I I saw. | 00:23:41 | |
| On the last. | 00:23:44 | |
| Meeting agenda that there was something with the. | 00:23:47 | |
| Administrator that was going to go over something with with zoning stuff and when I was trying to. | 00:23:51 | |
| Look back at the tape. | 00:23:56 | |
| I didn't see anything. | 00:23:58 | |
| Honor that he was in. | 00:23:59 | |
| In that meeting is. | 00:24:01 | |
| Is there anything going on with that? | 00:24:03 | |
| Anyone from the committee? | 00:24:11 | |
| Next meeting. | 00:24:13 | |
| She said it's next meeting. | 00:24:15 | |
| Supervisor Kevin's engine. Well, I have a question and I come back and forth when I look at the map for this. | 00:24:18 | |
| And the petition said that they want to rezone 10 1/2 acres. | 00:24:26 | |
| In order to get the existing farm structures off of the bigger parcel to sell. | 00:24:30 | |
| But when you look at the map. | 00:24:36 | |
| There's still unless a map is wrong. | 00:24:38 | |
| There's where they're rezoning. | 00:24:41 | |
| There's not a farm structure, and the farm structure seems to be on the. | 00:24:44 | |
| Larger parcel. | 00:24:48 | |
| Do you notice that? | 00:24:50 | |
| And I know I asked the committee, but. | 00:24:52 | |
| I've kind of gone back and forth. I can't figure that one out. | 00:24:55 | |
| I wonder if the map was wrong. | 00:25:05 | |
| Supervisor Mihail. | 00:25:07 | |
| Thank you, Mr. Chairman. | 00:25:09 | |
| This is a town rezone so our job was basically just to see if they followed proper procedure. | 00:25:11 | |
| Which we believe they did. | 00:25:17 | |
| Now if the map is wrong. | 00:25:19 | |
| I'll have to refer to Terry to see if the map is wrong. | 00:25:20 | |
| So I believe the map is correct. | 00:25:34 | |
| It's so with the. | 00:25:36 | |
| The zoning part? | 00:25:39 | |
| It's the the area in blue. | 00:25:43 | |
| But there. | 00:25:46 | |
| We have black and white. | 00:25:50 | |
| So it's it's handled at the town level. | 00:26:00 | |
| When it comes to us. | 00:26:02 | |
| When it comes to our committee. | 00:26:04 | |
| All they're really verifying is that the proper procedures were followed. | 00:26:06 | |
| So that area. | 00:26:10 | |
| They wanted rezoned. That was their petition. | 00:26:12 | |
| They followed the proper procedure. | 00:26:16 | |
| Sorry, our our job is really to say whether or not they followed the proper procedure now. | 00:26:27 | |
| If the map is wrong. | 00:26:33 | |
| Did they follow the proper procedure? | 00:26:35 | |
| It's like, that's the question, Terry. | 00:26:37 | |
| They follow the proper procedure. | 00:26:40 | |
| OK. All right. | 00:26:43 | |
| Randy, did you want to speak again or? | 00:26:51 | |
| I just. | 00:26:58 | |
| There was part of that that they were talking about. I think there's like 2 separate things that they're doing with that. There's | 00:26:58 | |
| one for the buildings and. | 00:27:02 | |
| Then there is another. | 00:27:05 | |
| One that was separate from that. | 00:27:07 | |
| They're turning it into like an l-shaped. | 00:27:09 | |
| Thing, but there's like 2 separate things that they're doing with that to do that with the buildings. | 00:27:12 | |
| But I was. | 00:27:17 | |
| Getting back to that other thing, there was something, there was a revision on the agenda for land resources and parks that had | 00:27:19 | |
| something to do with that. | 00:27:23 | |
| Discussing zoning changes, but. | 00:27:27 | |
| I'll just talk to Cameron later, thanks. | 00:27:30 | |
| Thank you. | 00:27:33 | |
| All right, if. | 00:27:37 | |
| If you agree with the. | 00:27:38 | |
| Recommendation of the committee that the town did everything correctly, Please vote yes. If you do not, please vote no. | 00:27:41 | |
| Supervisor. | 00:28:02 | |
| All having voted, it passes. | 00:28:06 | |
| 23 to 2. | 00:28:09 | |
| You. | 00:28:15 | |
| Years did not go Roger. | 00:28:15 | |
| It says that it. | 00:28:24 | |
| Pardon. | 00:28:27 | |
| Absent for some reason now. | 00:28:30 | |
| At Cabin Burger. | 00:28:36 | |
| One second. | 00:28:40 | |
| OK. | 00:28:49 | |
| And Supervisor Burnett wants to vote yes, correct? | 00:28:52 | |
| We're going to. | 00:29:04 | |
| Revote. Yep. | 00:29:09 | |
| OK. So everyone is in there, not industry? | 00:29:11 | |
| Or discuss. | 00:29:16 | |
| OK, now enter your votes, please. OK, we'll revote. So if you agree, please vote yes. If you do not, vote no. | 00:29:18 | |
| Yes. | 00:29:29 | |

| It doesn't show how the committee voted. | 00:33:58 | |
| There's a place where vote and it's yes, no, or if staying not present, but nothing's filled in on this. | 00:34:02 | |
| It's right above order determination rezoning. | 00:34:09 | |

We'll hand it to you as | 00:40:59 | |
| you. | 00:41:03 |
