Different things that make up that number, but the only thing that we really have to be concerned with in the contract at 17506 00:03:20
and the previous five years when we had our contract with them, it was roughly twice as much. We we've narrowed obviously our 00:03:27
selection down and narrowed our our wells to the just the, the nitrate and troubled wells. But the actual contract we had with 00:03:34

Challenges in the Dodge County Veterans Services has been brought to my attention by several veterans in my district and actually 00:12:51
throughout the county. 00:12:55
And also I observed the feedback. 00:12:59
From veterans at a special event held earlier this year. To get feedback from veterans by our CVSO. 00:13:02
Caitlin in a specialist, Jessica. 00:13:07
Feedback from from those veterans. 00:13:10
And that event. 00:13:14
To a presentation that you saw on July 15th. 00:13:16
When Jessica came here and with Caitlin and they gave you all the metrics of what was happening in our. 00:13:19
In our veterans department, the things that were changing. 00:13:26
I want to just talk about four things. First of all, our strategic plan. 00:13:30
The number one. 00:13:33
Thing single mission of the Dodge County Board is to deliver excellence in service. 00:13:35
That is our top thing that we do here. 00:13:41
Much progress has been made in this, as Joe had had indicated. 00:13:44
But our current staff alone don't have the resources to provide excellent service to our veterans. 00:13:47
At issue as a service levels. 00:13:53
The volume of service is just increasing incredibly for many different reasons. 00:13:55
Operational improvements have been made. 00:13:59
And Cameron has many, many changes in the way it operates and and those have really helped them in good. 00:14:01
And as Joe indicated. 00:14:06
The staff there and also Health and Human Services have made a tremendous difference in the past 18 months. 00:14:07
But The thing is, is that the volume is increased. 00:14:14
Not not to anything due to the what the county's done, but by the expanded federal benefits, especially what's benefits called 00:14:17
like the federal PACT Act. 00:14:21
I even met with representative. 00:14:27
William Petterman, he is the chairman of the finance or the Veterans Committee in Madison about this. They didn't provide us any 00:14:30
other resources, but if you see the numbers in the in the report that you have. 00:14:35
They've gone crazy, the amount of requests, and there are several of our veterans, one I just talked to the other day. 00:14:40
Vietnam veteran who's several weeks out before he even has a chance to meet with our department. 00:14:46
The actual number for Dodge County came in last week. 00:14:52
The amount of. 00:14:55
Money spent by the veterans is of the federal dollars coming into Dodge County. 00:14:56
It is $62.8 million. 00:15:01

I would say our department's putting out, obviously they don't do them all, but they do a lot of it. 00:15:10

$982, the position we're talking about is a $76,000 year position. 00:15:22
Yes, I am conscientious of the money. 00:15:27
But the benefit is. 00:15:30
Adding the case, the speed of the cases and to help our veterans. 00:15:32
Why is this urgency issue? 00:15:36
Why don't we wait till the budget? 00:15:38
Until the first of the year, we certainly could have. 00:15:40
But this is been developing for a long time. 00:15:43
And the short answer is the caseload's not going to decrease and more, more of these veterans are just waiting. 00:15:45
And they're waiting too long. The average wait as of last Friday. 00:15:51
Was 7 to 8 weeks. 00:15:55
For a veteran to get an appointment in Dodge County. 00:15:56
Is that excellence? 00:15:59
No. 00:16:01
We can do better. 00:16:02
And we and we are doing many things to do better, not just adding one person. That's only one thing. We have many other things 00:16:03
that we are doing to make that make our make our county better. 00:16:07
Benefits versus cost, it's a matter of priorities. 00:16:12
The biggest cost is veterans not getting the help they need. 00:16:16
The biggest benefit? 00:16:19
Is is more benefits are are directly given. 00:16:20

In this case, adding just the one person will be at least 800. 00:16:25

But probably more like 2 million based on our track record. 00:16:30

wanted to get clarification. Last month when Kevin Marseric from UW Stevens Point came, he gave a presentation on the well and he 00:02:47

In the Rep, like with the resolution we have today, he gave three options, scenario, AB and C. 00:02:58

So there were some questions as to what was included in that. The bottom line is, is that the total cost will be 17,506. 00:03:06

Different things that make up that number, but the only thing that we really have to be concerned with in the contract at 17506 00:03:20
and the previous five years when we had our contract with them, it was roughly twice as much. We we've narrowed obviously our 00:03:27
selection down and narrowed our our wells to the just the, the nitrate and troubled wells. But the actual contract we had with 00:03:34

Challenges in the Dodge County Veterans Services has been brought to my attention by several veterans in my district and actually 00:12:51
throughout the county. 00:12:55
And also I observed the feedback. 00:12:59
From veterans at a special event held earlier this year. To get feedback from veterans by our CVSO. 00:13:02
Caitlin in a specialist, Jessica. 00:13:07
Feedback from from those veterans. 00:13:10
And that event. 00:13:14
To a presentation that you saw on July 15th. 00:13:16
When Jessica came here and with Caitlin and they gave you all the metrics of what was happening in our. 00:13:19
In our veterans department, the things that were changing. 00:13:26
I want to just talk about four things. First of all, our strategic plan. 00:13:30
The number one. 00:13:33
Thing single mission of the Dodge County Board is to deliver excellence in service. 00:13:35
That is our top thing that we do here. 00:13:41
Much progress has been made in this, as Joe had had indicated. 00:13:44
But our current staff alone don't have the resources to provide excellent service to our veterans. 00:13:47
At issue as a service levels. 00:13:53
The volume of service is just increasing incredibly for many different reasons. 00:13:55
Operational improvements have been made. 00:13:59
And Cameron has many, many changes in the way it operates and and those have really helped them in good. 00:14:01
And as Joe indicated. 00:14:06
The staff there and also Health and Human Services have made a tremendous difference in the past 18 months. 00:14:07
But The thing is, is that the volume is increased. 00:14:14
Not not to anything due to the what the county's done, but by the expanded federal benefits, especially what's benefits called 00:14:17
like the federal PACT Act. 00:14:21
I even met with representative. 00:14:27
William Petterman, he is the chairman of the finance or the Veterans Committee in Madison about this. They didn't provide us any 00:14:30
other resources, but if you see the numbers in the in the report that you have. 00:14:35
They've gone crazy, the amount of requests, and there are several of our veterans, one I just talked to the other day. 00:14:40
Vietnam veteran who's several weeks out before he even has a chance to meet with our department. 00:14:46
The actual number for Dodge County came in last week. 00:14:52
The amount of. 00:14:55
Money spent by the veterans is of the federal dollars coming into Dodge County. 00:14:56
It is $62.8 million. 00:15:01

I would say our department's putting out, obviously they don't do them all, but they do a lot of it. 00:15:10

$982, the position we're talking about is a $76,000 year position. 00:15:22

But the benefit is. 00:15:30
Adding the case, the speed of the cases and to help our veterans. 00:15:32
Why is this urgency issue? 00:15:36
Why don't we wait till the budget? 00:15:38
Until the first of the year, we certainly could have. 00:15:40
But this is been developing for a long time. 00:15:43
And the short answer is the caseload's not going to decrease and more, more of these veterans are just waiting. 00:15:45
And they're waiting too long. The average wait as of last Friday. 00:15:51
Was 7 to 8 weeks. 00:15:55
For a veteran to get an appointment in Dodge County. 00:15:56
Is that excellence? 00:15:59
No. 00:16:01
We can do better. 00:16:02
And we and we are doing many things to do better, not just adding one person. That's only one thing. We have many other things 00:16:03
that we are doing to make that make our make our county better. 00:16:07
Benefits versus cost, it's a matter of priorities. 00:16:12
The biggest cost is veterans not getting the help they need. 00:16:16
The biggest benefit? 00:16:19
Is is more benefits are are directly given. 00:16:20
The veterans. 00:16:24
In this case, adding just the one person will be at least 800. 00:16:25

But probably more like 2 million based on our track record. 00:16:30
