All right, we will call this meeting. 00:00:05
Oh, I just. 00:00:09
This time. 00:00:14
Got to even join together as we are tonight. 00:00:45
God, we as well must pause and stop to remember. As Romans 12/15 says, we rejoice with those who rejoice. 00:00:47
We we put those that weep. 00:00:54
God while there's a community. 00:00:56
In Texas. Kerrville. 00:00:59
Little slightly over 20,024 thousand in their community. 00:01:01
Got it. To know that there's a hundred lives that have been lost already to this point. 00:01:05
We do pause. 00:01:09
We do pause. 00:01:12
Because we know Lord just even a week ago. 00:01:16
We thank you for the first responders. 00:01:19
God to protect us. 00:01:22
Tragedy could go a different way in just a little bit of time. 00:01:25
We thank you, Lord, and I pray for the first responders that are there on the ground right now. 00:01:29
I pray for their support as well because God, they're seeing things and experiencing things especially. 00:01:33
When we're approaching over 30 children. 00:01:38
That lost their lives. 00:01:40
That are now being found. 00:01:42
How could we not be touched? 00:01:45
God, we don't like it. 00:01:48
We don't question you. We realize the rain falls on the just and the unjust. 00:01:51
We got at the same time. We have no place else to turn but to you. 00:01:56
You understand? 00:02:00
Would you give us strength in the time that we need it? 00:02:02
So God, we do pause to stop and to remember them. 00:02:05
Sometimes that makes. 00:02:09
Decisions that we have to make so meaningless. 00:02:10
Things that we. 00:02:13
Thank you so much that we got to argue about. They seem so trivial. 00:02:14
In a moment like this. 00:02:18
But God, we start to fulfill our responsibilities. 00:02:20
I thank you for Chief. 00:02:24
Both of them. 00:02:25
Thank you for the wisdom that you've given them to. 00:02:26
To give us the protection that we need. 00:02:29
And I thank you God, for these Council members. 00:02:32
I thank you for Trish and the wisdom that she has and Troy the wisdom he has. 00:02:34
God, some of those decisions have to be made. 00:02:39
To protect us. 00:02:42
We thank you for our rich heritage, but God, we. 00:02:44
Are drawn forward to a great future. 00:02:46
The God we want to ensure, Lord, that it's safe for these people. 00:02:49
So God, I pray tonight that once again, even those listening online. 00:02:53
God that happened to call in God, I pray that you would give all of this counsel the wisdom that they need tonight. 00:02:57
Got to protect the future God that that we have entrusted them to make the decisions for. 00:03:03
Watch over us. 00:03:09
And continue to let Your Grace reign upon us. 00:03:10
And for these things we give you thanks in Jesus name. 00:03:13
Amen. 00:03:16
For roll call, it's my understanding that Brian Jones is absent tonight. 00:03:25
And. 00:03:29
We have Becky and Sean online. Is that correct? 00:03:30
Yes. 00:03:35
Mayor and council members report. 00:03:43
Well, we all had a great time at the. 00:04:21
4th of July. 00:04:24
Beautifully done by a town and my compliment. 00:04:25
Everybody. 00:04:27
Especially if you're getting. 00:04:28
My favorite vendors out there. 00:04:29
And supposed to be selling the chief. 00:04:32
Ed that beautiful fireworks. 00:04:36
They really were something spectacular and everybody I've. 00:04:38
Is from around town. 00:04:42
Very impressed. 00:04:44
Keep up the good work and. 00:04:48
I'm really looking forward. 00:04:49
Going to see our new Firehouse. 00:04:51
That thing is. 00:04:53
Drop dead gorge. 00:04:54
Council member Rovi. 00:05:00
Can council member clock? 00:05:05
Thank you. 00:05:11
Council Member Clark. 00:05:12
And then I just. 00:05:41
Well mentioned. I did attend a number of meetings, even though in the summer it's a little bit slower, which is which is nice. 00:05:42
There was a. 00:05:45
Maricopa. 00:05:49
Association of Governments. 00:05:52
Regional Council meeting and I attended that in Phoenix. 00:05:54
This time normally I do zoom, but it was. 00:05:58
Really nice to go down and meet in person with them and I plan to do that next month. 00:06:01
A mayor's only dinner was in Avondale. This time we had eight West Valley mayors. Who. 00:06:06
Got together and that's just a really special time to get to know each other and collaborate. 00:06:11
Yeah, Candy camp imagination performance. They had their second. 00:06:16
Performance of two the 2 two week. 00:06:22
Sessions that they have and. 00:06:26
I don't know how it just gets better and better, but it but it does and I congratulate all of the children who are involved in 00:06:28
that. 00:06:30
Want to thank the the volunteers, the Webb Center and all who were. 00:06:34
Who helped with with that? 00:06:38
I attended, of course, the. 00:06:42
4th of July event as well, and the comments from that were really. 00:06:44
So, town manager. 00:06:52
Smith is going to give us an update about the Monarch fire. 00:06:56
Thank you, Mayor. 00:07:01
The Monarch Fire began on the morning of July 1st between US60 and Highways. 00:07:02
Between US 60 and the Asiampa River. 00:07:07
About 5 miles southeast of Wickenburg. 00:07:10
It was fueled that morning by unusual swirling winds. 00:07:13
That were frequently changing. 00:07:17
In total, the fire burned more than 148 acres. 00:07:20
Our neighbors near Rio Vista Hills and Saguaro Blossom Lane were placed on set stat. 00:07:24
As for an extended period of time. 00:07:29
As fire crews. 00:07:32
I don't define. 00:07:33
Cause of the fire has been determined to be dragging chains, according to the Arizona Department of Fire and Forestry. 00:07:35
Management change used. 00:07:41
The connect trailers the vehicle are commonly caused roadside fires in areas. 00:07:44
Owner and they can easily spark and ignite dry vegetation. We'd like to just take a moment to remind drivers. 00:07:49
That are transporting trailers to ensure their chains are secured. 00:07:56
And will not. 00:08:00
Surface. 00:08:02
And then, Mayor, I believe you're going to recognize the. 00:08:04
Agencies who? 00:08:06
Responded. 00:08:08
Thank you. 00:08:10
While the fire was not within our corporate. 00:08:11
Boundaries for the town of Wickenburg. 00:08:14
The Council and I would like to. 00:08:16
Thank all of the responding agencies and the firefighters. 00:08:18
Who assisted in fighting this fire? 00:08:22
I had to contend with some very. 00:08:24
Hot weather. 00:08:26
There were many involved. I had no clue until they gave me this list. How many? 00:08:28
There were. 00:08:32
The Arizona Division of Forestry and Fire Management Task Force. 00:08:34
And that was multiple agencies I. 00:08:38
Ed was listening them. There's a bunch of them. 00:08:41
Arizona Fire Medical Department. 00:08:44
Arizona Department of Transportation. 00:08:46
Bureau of Land Management, Phoenix and Weaver. 00:08:49
Mountain District. 00:08:52
Buckeye Fire Department. 00:08:54
Circle City, Morristown. 00:08:56
Daisy Mountain fired. 00:08:59
Glendale Fire. 00:09:02
Or if our US. 00:09:03
Fire Department. 00:09:05
Of course, our own and Wickenburg. 00:09:07
Police, so many, many people came to. 00:09:09
Help protect and just want to say. 00:09:12
Publicly. 00:09:15
Very sincere thank you from all of us. 00:09:16
Thank you, Mayor. I'll start the town manager's report tonight. 00:09:24
Swearing in of a. 00:09:28
New police officer. 00:09:29
Thank you, Mr. Madam Mayor. Excuse me. 00:09:54
Madam Mayor and Council members, for the opportunity, this is a this is what I enjoy doing. 00:09:57
We get to have a new police officer sworn in and he gets to start his career in public safety. 00:10:01
You know I. 00:10:06
I live vicariously through these guys now after 33 years, I don't get to have the fun that these guys get. 00:10:07
About there. 00:10:12
But we're going to get him sworn in at. 00:10:13
All right, Andy, will you raise your hand? 00:10:48
Raise your right hand. 00:10:50
Only square. 00:10:56
Constitution, United States. 00:10:59
I will bear. 00:11:10
Please. 00:11:39
Thank you. 00:12:15
I don't know how he arranged the train horn, Officer Ruiz, I'm not going to be able to do. 00:12:27
Chief arranged to have the train horn for. 00:12:33
We're doing a five year recognition. 00:12:37
So at the same time. 00:12:40
And I apologize. 00:12:42
Five years of service is what we are here to recognize tonight. Officer Ruiz began his career with the town of Wickenburg on. 00:12:45
July 15th of 2020. 00:12:53
In the Public Works Department. 00:12:56
Or you work both the streets and sanitation divisions. 00:12:58
It was there he developed his strong ties to the community in a deep understanding of the. 00:13:02
Town and its residents. 00:13:07
Motivated to serve in a different capacity. 00:13:09
He transitioned into law enforcement, graduating from the Western Arizona Law enforcement. 00:13:12
In June of 2023. 00:13:18
And becoming a Wickenburg police officer. 00:13:20
In his first year. 00:13:23
This is odd. 00:13:24
I read this. I thought what an honor. 00:13:25
In his very first year as an officer, he was honored. 00:13:27
As Officer of the Year. 00:13:30
And has since completed his general instructor training school. 00:13:32
And is working on being a field train. 00:13:36
Fluent in both English and Spanish. 00:13:40
He often assists with translations to. 00:13:42
For effective community communication. 00:13:45
He's actively involved in programs like. 00:13:48
Cops who care? 00:13:50
The community Easter egg hunt. 00:13:51
And also volunteers as time coaching the high school. 00:13:53
Outside of work, Officer Ruiz enjoys baseball games, grilling and spending time with his wife and daughter. 00:13:58
We're here to. 00:14:05
Help him celebrate. 00:14:06
He's grateful for the last five years and looks forward to continuing his service with. 00:14:08
It is I who and and the Council and and. 00:14:13
Other your other fellow. 00:14:16
Grateful I decided to join. 00:14:19
Archery team and serve in. 00:14:21
Thank you for. 00:14:24
Here's a service and we. 00:14:25
Have your wife come up? Yeah. 00:14:59
Bing. 00:15:09
Add. 00:15:15
What can I say? I just want to say. 00:15:43
Thank you for the town for. 00:15:45
Even giving me a job to begin with, just with the streets sanitation department. 00:15:47
I worked very closely with Herschel for. 00:15:51
Let's say like 2 1/2, three years almost and then. 00:15:53
Transferring over under. 00:15:56
Chief Brown here and and Lieutenant Luckowitz. 00:15:57
Can't say anything better about. 00:16:01
Either of the three, they were all great and amazing. 00:16:03
Just want to continue to serve the town. 00:16:06
To the best of my capacity, I. 00:16:10
Continue to. 00:16:12
Just try and protect and serve the way that I can. 00:16:15
The way I know best, Uh. 00:16:17
And it's a lot easier having great support. 00:16:20
From uh. 00:16:23
Chief and Lieutenant. 00:16:23
And all the other officers. 00:16:25
That we work with. 00:16:27
And I just want to thank the council members for honoring me here today. 00:16:28
We are very grateful for you. Thank you. 00:16:32
The fireworks display was mentioned already, but it was my first one here with my family. 00:16:49
Down there was terrific. 00:16:54
That I wanted to thank. 00:16:56
Council Member Nyberg and the mayor for. 00:16:57
Standing out in the heat and handing out flags. 00:17:00
Great to see you out there. 00:17:03
Really appreciated by the community. 00:17:05
My daughter liked her flag a lot. 00:17:08
Thank you for doing that. 00:17:10
I just wanted to thank all of our town staff who participated. 00:17:12
Pudding event. 00:17:17
Together, it was truly terrific. 00:17:18
It was a great family activity center that was. 00:17:21
Grateful for Omar. 00:17:26
Employees helped. 00:17:27
Put that event on and for the community coming out. 00:17:29
Celebrating the. 00:17:32
4th of July. 00:17:33
With us and. 00:17:34
I know the fire department. 00:17:36
Balancing. 00:17:37
Shooting that that display off safely and still met. 00:17:39
Being a cleanup on the fire scene. 00:17:42
I appreciate I know your resources for. 00:17:45
Spread a little thin all the help we got from other. 00:17:47
Making it so we could have the. 00:17:51
The zoning update. 00:17:56
That I have for you. Is that the. 00:17:59
The town has received a full draft of the update back from the consultant and. 00:18:01
Our final review process. 00:18:07
The town will begin. 00:18:09
Public input and reviews. Our next step? 00:18:11
I know I've had a request from council members to have that sent out and just as soon as. 00:18:14
A staff has done with their review will. 00:18:19
We'll get you a draft. 00:18:22
So you can start your review. 00:18:23
I will not be giving a loo. I'm happy to report I will not be giving. 00:18:26
There's more details coming later in the. 00:18:33
Agenda item. 00:18:36
Fire Station 751, we, we anticipate having the crews fully settled in there by about the middle of July. 00:18:38
Part of their move was disrupted last week a little. 00:18:45
Working on getting over there and. 00:18:49
Once they're in place and have an opportunity to be operational in the facility. 00:18:51
For a short period of time they they do plan to do a community. 00:18:56
Open House. 00:18:59
And we'll announce those details later once. 00:19:01
Once we're ready. 00:19:04
Next on the list is the Tegner St. Repaving Project and. 00:19:06
You might have noticed. 00:19:10
That there is some construction activity happening. 00:19:13
On Tegner St. 00:19:16
The project is. 00:19:17
Is expected to be completed by August 6 and we remind. 00:19:18
Community members and visitors to. 00:19:22
Shop local. Dine local. 00:19:25
We have been receiving feedback on the town's project website Which? 00:19:28
Wickenburg Easy. 00:19:33
Gov back slash Tegner. 00:19:34
Great resource. 00:19:36
That Tim and his folks help us. 00:19:38
Set up on the Internet. 00:19:40
And as a result of some of that feedback, some positive, some criticism. 00:19:42
It's been very good to get the feedback. 00:19:47
Asked Herschel to. 00:19:50
Show you a few photographs and explain some things surround. 00:19:52
Instruction project. 00:19:56
Mayor, members of the council, as you know, last week the project got started. 00:19:58
In earnest we did. 00:20:03
The milling out there, we actually tore up some 88 ramps. 00:20:04
And those were slated to be poured last week. 00:20:09
However. 00:20:12
Because of the rain. 00:20:13
Late Wednesday early Thursday in the forecasted rain on. 00:20:15
Thursday decided not to come. 00:20:18
Eat and hold off on that. 00:20:20
So then they did come in. 00:20:22
And over the weekend, they opened up the ADA ramps by putting in some. 00:20:24
Temporary plywood and. 00:20:28
Folks to get around. 00:20:31
However, there was one situation that. 00:20:32
That was questioned. 00:20:34
Show you that. 00:20:36
So this is in in front of Ben Sadlery. 00:20:37
We had said during the project that. 00:20:41
That sidewalks would be closed temporarily. 00:20:43
Some of the locations where we have some panels to do and I'll show you in the next. 00:20:46
Picture that. 00:20:51
There's that panel. 00:20:52
In front of that sidewalk that we're replacing, that should be. 00:20:54
However, if you see the barricades along. 00:20:59
The side of the parking lot there. 00:21:01
Those were there with the intent to keeping cars that came into the parking lot. 00:21:03
From the alleyway. 00:21:08
From driving out on Detagner. 00:21:10
So those were to remain there for the the portion of the project, so the contractor just. 00:21:11
Close that section of the the sidewalk between those two. 00:21:17
Barricades. They sidewalk close. 00:21:23
But as you can see. 00:21:24
There's still plenty of room for people to walk around and and access. 00:21:26
Under businesses. 00:21:30
On that portion of the sidewalk, so it shouldn't be really an issue. 00:21:31
And as a matter of fact, I was out there at 10:00 this. 00:21:35
A whole group of. 00:21:38
Just wanted to give you that update that sidewalk work should be completed this week. They should. 00:21:42
They planned on getting some. 00:21:47
Grading done this week and we're looking at starting paving next week on the. 00:21:49
If there were any questions for Herschel? 00:22:01
OK. Thank you. 00:22:06
Coppinger Park. 00:22:11
I'm pleased to share that improvements are currently underway there. 00:22:12
Our continued commitment to. 00:22:17
Creating accessibility and family friendly public spaces. 00:22:19
We recently replaced the picnic tables with brand new. 00:22:23
Tables on concrete slabs. 00:22:28
And a new BBQ grill has been installed for public use. 00:22:30
The sign the entry sign to the park has been spruced up. 00:22:35
Add a welcoming touch as you arrive. 00:22:39
And these are just the updates. 00:22:42
That are just beginning, more enhancements are planned. 00:22:44
So, and we encourage everyone to. 00:22:48
Continue to use the park and stop by and see the progress. 00:22:50
We continue to make up. 00:22:54
Grades Improvements. 00:22:56
It are you bringing up the citizen communication? 00:23:03
So I'm very excited to report that we have a new button. 00:23:11
And this button. 00:23:17
That's right there, says. 00:23:19
Share a compliment or concern? 00:23:20
Is right on the front of our web page. 00:23:23
And it will allow. 00:23:26
Residents. Council members. 00:23:27
Anyone who wants to share? 00:23:30
An interaction they had with a staff member or. 00:23:32
If they find. 00:23:35
Broken sprinkler heads or restrooms that are locked. 00:23:37
If those things are reported here on our website, they will immediately be sent. 00:23:41
To the department that's responsible for him. So it's a very quick way to get communication, particularly during business hours. 00:23:46
If you send it on the weekend, it won't come through until. 00:23:50
Until the following business day, but. 00:23:55
It's a way for us to track and have. 00:23:58
Districts about. 00:24:01
How many of these kinds of reports are we getting? 00:24:02
And how many reports are we fulfilling? 00:24:05
And so I really encourage. 00:24:08
Residents. 00:24:10
Council members. 00:24:11
All those community members that see things out in the community. 00:24:13
We we can't be everywhere. We don't see everything. Please. 00:24:17
Click this link on our web page. You can access it from your cell phone. 00:24:21
And send us a note and it will. 00:24:26
Be transmitted to the correct department where we can begin following up on the situation. 00:24:28
A reminder that is not to be used for reporting emergencies if something is. 00:24:35
Emergent, please call. 00:24:40
The 911. 00:24:42
Covered 4th of July. The Facade grant is. 00:24:50
Been opened. It's open July 1st through the 31st. 00:24:53
Program supports exterior improvements to commercial buildings. 00:24:57
Don't miss this opportunity to enhance your property and continue. 00:25:02
Contribute. 00:25:05
To the beautification of our. 00:25:07
Down the Bed tax grant also is open. 00:25:10
It's open again July 1 through the 31st. 00:25:14
This grant helps support marketing efforts that promote tourism events and overnight stays in Wickenburg. 00:25:17
Both of these grant programs are located in the back of the room. There's literature there. 00:25:24
And we will be holding a meeting to. 00:25:30
Answer questions related to both programs on July 8th. 00:25:33
5:00 PM here at. 00:25:37
Finally, the recreation brochure for all fun and exciting activities. 00:25:40
Copies of those are in the back of the room. 00:25:45
Also can. 00:25:47
Found feature. 00:25:48
That concludes my. 00:25:51
Town manager report. 00:25:52
Any questions for joy? 00:25:57
Council Member Roe V. 00:26:02
Measure Clark. 00:26:09

If you're a town of Wickham. 00:26:52
My name is Rich Hostetter. I am a town resident. 00:27:02

Going to be real practical. 00:27:08
I wouldn't know who to turn in it. 00:27:10
Sprinkler head. 00:27:12
Eventually give up on reporting. 00:27:13
Real good deal. 00:27:16
The other thing I just wanted to say I was glad to see and hear. 00:27:18
There's some on with the garbage. 00:27:22
That's been sliding down the hill for a while and who knows what to do. 00:27:26
Other cities don't know what. 00:27:29
States to doing something. 00:27:31
Thank you. 00:27:37
Maria. 00:27:40
You you know I don't need this thing, right? 00:27:56
OK, I just here to. 00:27:59
Talk a little bit about. 00:28:02
The pass. 00:28:05
Because from the past, we can learn how to go. 00:28:07
To the future. 00:28:10
OK, so on that note. 00:28:12
I'm going veteran the two wars. 00:28:16
Never in all my life was I able not to pick up a weapon. 00:28:18
From. 00:28:21
And Air Force Base. An Army base. 00:28:23
A marine base. 00:28:25
Eddie Base. 00:28:27
But I was denied the right to. 00:28:29
Purchase Arms. 00:28:31
I think it was around. 00:28:34
December. 00:28:36
I was made note of this. 00:28:37
The only person ever made a threat to me about. 00:28:40
Putting me on the FBI. Want watch this. 00:28:43
He's not here no more. 00:28:47
Yeah. 00:28:49
He's not here. 00:28:50
We got a problem though. 00:28:51
Somebody won't get me off, just watch this. 00:28:53
It came from this town. 00:28:56
It came from that individual. 00:28:58
And I ain't happy about it. 00:29:02
Let me just say that to you guys. 00:29:05
I've been putting this away for a while now. 00:29:07
To let our Newtown manager get nice and used to the beautiful town that he is managing. 00:29:10
Now that he's managing this beautiful little town, I will say this to you guys. 00:29:15
11 years I've been around here. 00:29:20
It's the most we've got done. 00:29:21
In 11 years time. 00:29:23
Thank you, Mr. Town Manager. 00:29:25
On that note. 00:29:27
The other day I was sitting in the parking lot. 00:29:29
Mrs. Ravioli. 00:29:33
A Superintendent. 00:29:35
For the Doe. 00:29:36
Turn around and. 00:29:39
Gave me a very upset look. 00:29:41
While I was sitting in the parking lot waiting for the gym to open. 00:29:42
Two police officers were finishing their training at Hacieampa Elementary. 00:29:46
Jump the fence. Don't know why he jumped the fence, but did you jump the fence? 00:29:50
Next I know. 00:29:53
Mr. Ravioli went over the two officers. 00:29:55
Vehicle in the parking lot. 00:29:59
For a while. 00:30:00
The two officers looked directly at me. I turned to my son. I said son. 00:30:03
You're going to get a sample of what that's been going through for the last four years. 00:30:07
Sure enough. 00:30:12
The officers would don't talk either through him with. 00:30:13
Talking. 00:30:16
He pulled up behind my truck. 00:30:17
I have it on the camera. 00:30:19
And they took my license plates down. 00:30:20
While I was in the parking lot. 00:30:23
This needs to stop. 00:30:25
It needs to stop. 00:30:27
You guys know my history. 00:30:35
Even when I got whacked in the courtroom over here by a police officer. 00:30:38
Nothing was done. 00:30:42
Mahalo. 00:30:44
And Allah. 00:30:46
Michael Curtis. 00:30:50
Not a mayor, members of the council. My name is Michael Curtis. I used to be before I was a lawyer. 00:31:15
Even before I was a liar or a lawyer. 00:31:20
I was just a cowboy on the Santa Maria River. 00:31:22
Halfway to Wickiup. 00:31:26
Now I am. 00:31:28
Representing the town of. 00:31:30
Wickenburg. 00:31:32
On their electrical energy supplies. 00:31:33
And I'm here tonight to. 00:31:36
Advise you of some wonderful news. 00:31:39
Do you remember members of A? 00:31:41
American Public Power Association, which is a 2000 members. 00:31:44
Across the United States. 00:31:48
Of municipally owned electric. 00:31:50
Systems. 00:31:52
Your non nonprofit. 00:31:53
Which means that you have positive margins. 00:31:56
To use your town. 00:31:59
You don't make profits. 00:32:01
You're nonprofit, but you use the difference. 00:32:02
And what we do is try and find you. 00:32:06
Electrical sources of power supply. 00:32:09
That will. 00:32:11
Give you positive margins to operate. Keep your rates stable and reasonable. 00:32:13
Help you on the. 00:32:18
Grid so you don't have wild. 00:32:19
Catastrophes like Texas and California. 00:32:22
And I'm here tonight to tell you that you. 00:32:25
Have recently been announced in the. 00:32:28
National Publication. 00:32:30
As being part of the 23 member Southwest Public Power Agency. 00:32:32
Which is. 00:32:38
Been formed here in Arizona. It's a municipal nonprofit. 00:32:39
And you've purchased a. 00:32:43
A portion of a 300 MW solar. 00:32:45
Plant which will help. 00:32:49
Bring renewable energy, but it's backed up by batteries. 00:32:51
And you're also connected by contract? 00:32:56
With the Arizona Electric Power Cooperative, which is. 00:32:59
A group of 10 or 12. 00:33:02
Rural electric cooperatives. 00:33:04
And you are also. 00:33:06
Contractually working. 00:33:08
With a small electrical utility. 00:33:10
It provides you grid stability. 00:33:13
Called assault. 00:33:15
River Project. 00:33:17
And again, our goal and objective is to have. 00:33:19
24/7. 00:33:25
Every day. 00:33:27
We have an entity that we are a part of called Aces. 00:33:28
That manages. 00:33:33
The opportunities to buy, sell, trade. 00:33:35
Electricity to keep our rates. 00:33:38
As stable and as low as. 00:33:41
I said well. 00:33:43
Wanted to tell you that. 00:33:45
The SPA group. 00:33:47
Is the newest. 00:33:49
Electric Utility. 00:33:50
To be formed in Arizona. 00:33:52
And it has grown. 00:33:54
Now from originally 10 or 12 to 23 entities. 00:33:57
And it is also. 00:34:01
Purchaser of fuel and power. 00:34:04
From the Mesquite power plant. 00:34:07
Which means that you have a. 00:34:10
Piece of a gas fired. 00:34:12
Power plant to go along with your. 00:34:15
Electrical Energy. 00:34:18
Your electrical energy from. 00:34:22
Parker Davis, which is. 00:34:24
Hydroelectricity. 00:34:26
And he goes along with your. 00:34:27
Scan with your solar. 00:34:30
You're about to receive. We understand in the. 00:34:32
Four or three weeks. 00:34:35
Additional two or three megawatts. 00:34:38
Sure, you're on your calendar tonight. 00:34:40
Annually these. 00:34:44
SPA requires that all of its members. 00:34:46
Designate and re designate. 00:34:51
Their director and the alternate director. 00:34:54
Last four years I've been an alternate director. 00:34:58
Assisting the Chief Financial officer. 00:35:02
And do you have that on you? 00:35:05
Congratulate you. 00:35:08
That we're doing the best we can. 00:35:10
Stabilize your. 00:35:13
You don't have any Cortana? 00:35:17
Thank you very much. 00:35:24
Thank you very much. 00:35:25
Set an agenda. All items listed in the. 00:35:32
An agenda considered. 00:35:34
13. 00:35:35
Acted by 1 motion. 00:35:37
Town Council. 00:35:38
There will be no separate discussion on these items. 00:35:39
Council member request. 00:35:42
Event the item will be. 00:35:44

When are you pulling? 00:36:12
E. 00:36:17

Vote please. 00:36:20
Council Member Clark. 00:36:27
Did you hear him? 00:36:32
OK. And then Trish, will you address item D4? 00:36:38
Yes, mayor and council. 00:36:42
You've just heard from Michael Curtis, your attorney for Electricity, about a lot of the good news and rate stabilizations and. 00:36:44
And on the. 00:36:51
SPA or SPPA? 00:36:52
You have in front of you a resolution, as he was explaining to re designate. 00:36:54
Officers, we did need to modify it to have a second alternate. So Mr. Curtis. 00:36:58
Attends the SPP A meetings on behalf of the town. 00:37:04
And we want to continue that practice. 00:37:08
So we're going to make a small revision to the resolution. 00:37:10
To add him as a second alternate. 00:37:14
So if mayor and council agree, I'm going to read in a proposed motion and if you agree, you can just. 00:37:16
Move as presented by the Town Attorney. 00:37:22
The res. 00:37:25
The the revised motion would be. 00:37:26

To the position of director. 00:37:33
And Robert L Martinez, the second finance director, as an alternate director. 00:37:35

Robert Martine. 00:38:14
Madam Mayor and Council. 00:38:23
Before us tonight we have the. 00:38:27
Final budget. 00:38:30
Public hearing. 00:38:31
The presentation that you'll receive later is is. 00:38:33
In the special meeting, but we can go through. 00:38:37
The attachments from. 00:38:40
The item number 2. 00:38:42
Public hearing on the proposed final budget. 00:38:44
The the presentation I think is informative, which will actually come. 00:38:58
You can go through it. 00:39:02
Meeting. 00:39:03
You pull that up for. 00:39:06
So we have the FY20 6 final budget adoption. 00:39:13
So the purpose on the next slide. 00:39:17
Is to. 00:39:20
Consider. 00:39:22
Resolution 2379. 00:39:24
Adopting the estimates of revenue and. 00:39:26
Down to Wickenburg. 00:39:29
Y26 final budget. 00:39:30
So background of the budget process, the development of. 00:39:34
The budget has been a several month process of meetings work. 00:39:37
And actions. 00:39:41
That during our budget process. 00:39:42
Council you all reviewed and directed staff regarding. 00:39:45
Capital improvement projects, which includes A5 year CIP. 00:39:48
Also, there were some salary adjustments to include some compression issues and. 00:39:53
Operational. 00:39:57
The proposed expenditures. 00:39:59
In the tentative budget were 87.9 million which? 00:40:01
Adopted on May Nin. 00:40:05
In the tentative budget, it sets the town's FY20 6 expenditure limitation at 63.4 million. 00:40:06
The FY20 6 tentative budget. 00:40:14
Was also published in the Wickenburg Sun on May 28th and June. 00:40:17
Worth along with. 00:40:20
The date for adopting the final budget. 00:40:21
Continuing with our background, the final budget before you tonight. 00:40:25
It is unchanged from the tentative budget, Which? 00:40:28
Approved on May 9th. 00:40:30
However, the projected revenue has increased minimally minimally. 00:40:32
In the amount of 4700. 00:40:37
Dollars due to final state shared revenue projections. 00:40:39
The increases were for the vehicle license tax. 00:40:43
Which increased from 400 and 39618 to 44469. 00:40:46
An increase of $851. 00:40:51
The Herve the Highway User revenue increased from 65441TO651363 and. 00:40:54
722 dollars. 00:41:00
PPT sales tax increased. 00:41:02
1246 dollars. 00:41:05
In the URS income tax increase in the. 00:41:08
1683. 00:41:11
So you will see those in the budget schedules, but other than that every. 00:41:13
We also have our official budget schedules. 00:41:19
Breakdown The FY20 6 final budget. 00:41:23
Horses. 00:41:25
Just an overview of these budget schedules and then we'll go ahead and pull them up. Schedule A, we're going to work our way 00:41:27
backwards and forwards if you're. 00:41:31
Or from tentative budget? 00:41:34
But Schedule A is a summary schedule of our estimated revenues and expenditures. 00:41:35
Breakdown the whole. 00:41:40
Thing Schedule B is our tax levy and our tax rate. 00:41:42
Schedule C is revenue by fund group. 00:41:45
Schedule D Interf. 00:41:48
Transfers. 00:41:49
E Expenditures by fund. F Expenditures by department. 00:41:50
Ng is our employee and personnel cost by. 00:41:54
Please pull those schedules up. 00:41:59
Them up here. 00:42:04
So when you feel, just scroll all the way down. 00:42:10
That will start at the very bottom. 00:42:12
So as mentioned, this is just. 00:42:22
This. 00:42:24
Down just well, that's that's our FTE here. 00:42:38
The full time FTE you'll see some of the resources for employee salaries, hourly costs. 00:42:44
To include retirement, healthcare and other benefits. 00:42:50
For total compensation. 00:42:53
And then if you could scroll up. 00:42:56
OK. And then the next schedule will be? 00:43:09
Our expenditures by. 00:43:13
Fund. Fund. 00:43:14
Scroll up mat. 00:43:18
That's the breakdown of all of our expenditures. 00:43:21
It includes FY25 adopted budget and our expenditures. 00:43:25
With actual expenditures at the time that the budget was created. 00:43:29
And what we? 00:43:33
Projected to spend. 00:43:34
And then our budgeted expenditures for FY. 00:43:35
So in the general fund, you'll see that broken up. 00:43:39
You can scroll up just a bit, Matt. 00:43:42
By Finance. 00:43:43
Services Manager. Clerk. 00:43:44
Lease Fire. 00:43:47
Those types of. 00:43:50
Funds department total of 15.7 million. 00:43:52
Then going down. 00:43:56
Will include. 00:43:57
Parks Rec. 00:44:00
Cemetery adopt A tree. 00:44:01
And on the very bottom. 00:44:03
You have some of your special funds, your enterprise funds. That's where you'll see water, wastewater. 00:44:05
Streets. 00:44:11
Airport fuel facility. 00:44:12
And also debt service for a total of. 00:44:15
66.4. 00:44:18
In the very top. 00:44:21
Schedule D. 00:44:24
Schedule D These are your transfers in and out. 00:44:28
Go ahead and keep going up, Matt. 00:44:31
Transfers in and out. So we have total transfers of 2.498 million. 00:44:35
Of General Services. 00:44:40
1.7 million into streets. 00:44:42
498. 00:44:44
1902 ended at service. 00:44:46
Are improvements of. 00:44:48
300,000. 00:44:51
And if you can, scroll up Matt to Schedule C. 00:44:59
See this is our prop. 00:45:07
Or, uh. 00:45:09
Another breakdown of our. 00:45:15
The source scroll all the way up. 00:45:18
This is nearly what you saw. 00:45:27
Taught before it by fund. 00:45:29
This is the revenue by fund group. 00:45:36
Control it but. 00:45:45
Revenue by fund group, so you have your. 00:45:46
Sales tax. 00:45:49
Then you have your licenses and permits. It's broken up by group. 00:45:50
Intergovernmental charges for services. 00:45:54
Or in there, so you'll have your estimated revenues, what our actual revenues those are. 00:45:57
Projected revenues till the end of the fiscal year. 00:46:02
And then your estimated revenues for 2026, you'll see. 00:46:05
As we mentioned in the tentative budget. 00:46:08
That sales tax we did drop. 00:46:11
About 500,000 just because you know. 00:46:14
Rejected revenue we wanted to. 00:46:17
Sure that we were in alignment to. 00:46:18
See what we were projecting? 00:46:19
We didn't want to have a shortfall in Anneal. 00:46:21
Are actual revenues for FY Twenty-six? 00:46:22
And then going up to schedule B. 00:46:28
He is going to. 00:46:31
Property taxes. 00:46:32
And we decided to in the tentative budget. 00:46:33
To increase. 00:46:37
The levy and decrease. 00:46:41
So the the levy will go to 615,000. 00:46:44
And the. 00:46:48
Rate goes to .399. 00:46:51
Schedules and then the. 00:46:57
Last schedule Schedule A. 00:46:59
It's just a compilation of everything that. 00:47:00
That's how we get to the. 00:47:03
$87.9 million budget that we have. 00:47:05
6 In there, about 52.8 million is subject to the expenditure. 00:47:10
Your limitation. 00:47:15
And the expenditure? 00:47:16
Limitations. 00:47:17
4 million. So we are in alignment. 00:47:19
And if you can, go ahead and go back to the PowerPoint. 00:47:27
The estimated general fund revenues I. 00:47:35
Slide for you on. 00:47:37
A lot of our major funds. 00:47:40
So general fund revenue, we have local taxes charges. 00:47:41
Services. 00:47:46
We have our property taxes, licenses. 00:47:47
Permits, fines and forfeits miscellaneous, intergovernmental, and. 00:47:49
Investments for a total of 18.2 million. 00:47:53
And then we have our estimated general fund expenditures. 00:47:58
I'm going to go through all the departments but I broke it up. 00:48:01
So you could see. 00:48:03
How much of the pie? 00:48:06
You know, every department really pulls from. 00:48:07
And so we have a total expenditures of 24.2 million. 00:48:10
That includes. 00:48:14
Any CIP that we budgeted at a general. 00:48:15
Estimated special revenue funds, same thing. 00:48:21
Here, these are all your special funds. 00:48:24
And the total is 8.2 million. 00:48:26
And then we have our estimated special revenue expenditures 8.4 million. 00:48:32
Estimated Enterprise Fund revenues. This includes your water, water 2, electric, sanitation, wastewater one and two, and airport. 00:48:42
For a total revenue of 20.3 million. 00:48:50
And estimated expenditures. 00:48:54
22.3 million. 00:48:55
See when there's just a few funds and. 00:49:03
Departments and then our capital improvement program. 00:49:05
This includes. 00:49:08
Everything that. 00:49:09
Council had approved at the tentative budget for the CIP. 00:49:11
Go through it. 00:49:16
Line by line if you. 00:49:17
Like me too, we can. 00:49:18
Back to something but. 00:49:20
These are all. 00:49:21
The CIP and that five year CIP that will be. 00:49:22
In effect, and. 00:49:26
By 26 for a total of. 00:49:27
Just a little. 00:49:29
Overnight. 00:49:30
Is there any joy in there that you would like to point out separately? 00:49:34
OK, OK. And then also we have Exhibit B as part of the resolution. 00:49:40
He Who's That purchase is greater than $50,000 that were approved in the annual budget. 00:49:45
Specifically identified in Exhibit B are approved pursuant to Town Code and require no further approval by. 00:49:50
And there is a list of Exhibit B here for you. 00:49:57
And these are. 00:50:01
A lot, not all, of the CIP. 00:50:03
Projects that. 00:50:06
Will be an activity for FY20 6. 00:50:07
I did not total them up. 00:50:10
They are in your. 00:50:13
Troy speak after the adoption of the resolution. These are just. 00:50:21
Steps and then approving the primary. 00:50:24
Thank you, Mayor. 00:50:33
Just as a reminder, voting on that happens in the special meeting after this meeting. 00:50:35
Public hearing. 00:50:40
That we need to hold. 00:50:42
I just wanted to make a couple of comments. You all started working on this budget as a new council. 00:50:44
In January in earnest. 00:50:49
L the number of work sessions. 00:50:52
To try to align. 00:50:54
Our financial resources with your priorities. 00:50:56
Council and. 00:50:59
As you can tell by the size of my file folder, it's good we're coming to an end because I'm out of room. 00:51:02
With the paper that we've created through this process. 00:51:07
But it it is rewarding to see the work that you've done to this point come out in this final budget. 00:51:11
And my goal, as I recently told the mayor, was that you were bored tonight. You've heard this so many times. 00:51:17
For me that you're asking me to just be quiet. You're ready to. 00:51:23
Prove it. And that's that really is our goal is to ensure that you understand the policy decisions that you're making. 00:51:26
Meaning that you're comfortable. 00:51:33
That our financial resources are in alignment. 00:51:35
Our work plan is in alignment with this Council's priorities. 00:51:38
I would say this budget is reflective of your decision to invest. 00:51:44
In the community. 00:51:47
You have taken financial resources that have been saved over a period of time and dedicated them. 00:51:49
To a number of key projects. 00:51:55
Within this budget. 00:51:57
You have new fire trucks. 00:51:59
I mean, you have a sewer plant. 00:52:01
Expansion funded. 00:52:03
You have. 00:52:06
Parks being designed, a Community Center being rebuilt. 00:52:06
There is a lot of activity in this budget. 00:52:10
These expenditures align. 00:52:14
I suggest with the things that you gave us a staff as your priority and I would say. 00:52:17
You have made. 00:52:22
Quite an investment in the community. 00:52:23
Of your general fund expenses of about $24 million, about 40. 00:52:26
8% of that. 00:52:32
Is dedicated. 00:52:34
To providing public safety services. 00:52:35
And so. 00:52:39
Well, it's a real testament when you look at how a general fund is spent that. 00:52:40
The Council's priorities are giving back to the community through these projects and providing very good public safety. 00:52:45
To the community. 00:52:53
And with that, I would open Robert and I up to any questions you might have or Mayor, if you'd like to start the public hearing 00:52:54
however you'd like to. 00:52:58
Let's ask our town council if they have questions first. Are there any questions for Troy or Robert? 00:53:03
Hearing none. 00:53:16
I'll open the public hearing. 00:53:17
Also Miss Mayor. 00:53:29
Are you guys? 00:53:31
I've seen all the other stuff. 00:53:33
Sitting over there. 00:53:35
In the budget. 00:53:36
Maybe my markers? 00:53:38
Was wrong. 00:53:40
Was kind of blurry. 00:53:41
Maybe I didn't get the maca PP out of my eyeball yet. 00:53:42
I didn't. I don't know. 00:53:45
Well, I didn't see much. 00:53:47
Unless I stand correctly, Trey. 00:53:49
The. 00:53:50
The parks. 00:53:52
And I'm not talking about the trail rides. 00:53:54
And I'm talking about the Ferris wheel. I'm not talking about all that stuff. 00:53:57
Are talking about. 00:54:00
A football field. 00:54:02
A basketball, Whatever. 00:54:04
Baseball fields. 00:54:06
Whatever, right? 00:54:08
OK. 00:54:09
So far. 00:54:11
From what I'm gathering. 00:54:12
It's it's moving. 00:54:14
You know it's moving, right? 00:54:16
But you just spoke to me two years ago through, Yeah. 00:54:18
From the other mirror, the guy with the without the hair. 00:54:21
OK, I I listened to the guy. 00:54:24
Right. 00:54:26
Nothing. 00:54:28
Not a bloody thing. 00:54:29
So here we go again. OK, so this budget's been settled. Do we know how much? 00:54:33
Money has been allocated. 00:54:37
To across the highway. 00:54:39
I'm not talking about Wikipedia high school. 00:54:42
Talking about cross the highway. 00:54:44
Across from the sunset part. 00:54:46
Does anybody know? 00:54:48
The actual 0 money that is. 00:54:49
Is going to be allocated to that. 00:54:51
Project. 00:54:53
The design. 00:54:57
The the design I I spoke with the manager earlier, he said the design is not totally. 00:54:58
How you say? 00:55:04
In Bible, uh uh. 00:55:05
No offense, but. 00:55:07
You know, umm. 00:55:09
Meaning that we can change the words in the Bible right little bit. 00:55:10
OK, so. 00:55:13
So when is all that going to start? 00:55:15
When, when, when is when are we gonna gather up all the, all the people, right? You know, the people who know show over here. 00:55:17
But the people who are crying about the community football field. 00:55:24
The people that crying about the baseball field. 00:55:28
The people that's crying about getting hit by foul balls. 00:55:31
The people are crying about. Everybody think they used to cry about. 00:55:34
But I don't see him here. 00:55:39
I don't see, I don't see these guys. I don't see them. 00:55:41
Maybe they make. 00:55:44
******* it wireless to you guys? I don't know. 00:55:45
You know I'm saying. 00:55:47
What but when we when we get this this so-called community together? 00:55:48
To figure out. 00:55:53
How much money was spent on the consulting fees? 00:55:54
Where it took me and three other people with a tape measure. 00:55:58
To go out there and go measure the so-called spots. 00:56:01
That they claim we were going to be able to put all this in. 00:56:04
It doesn't fit. 00:56:08
30 seconds more. 00:56:11
Please. 00:56:13
It doesn't fit. 00:56:15
And then the problem with. 00:56:17
The Superintendent. 00:56:19
And her no, no, no. 00:56:21
No, no, no. 00:56:23
No, no, no. 00:56:24
There's called in the governmental agreement. 00:56:26
We still need to get clear with her. 00:56:29
OK, no. 00:56:31
No, just, you know, please, please, everybody see if we're gonna start working on this, right? 00:56:33
OK. 00:56:38
Molly, Molly Nua. 00:56:40
Enough is enough. 00:56:42
Let's move forward. 00:56:46
OK. Hey, Imua. 00:56:48
A coup in God we trust, right? 00:56:51
Thank you. 00:56:57
Or would you like to comment? 00:57:02
On on anything you've had some. 00:57:05
Communication with him I know. Is it better to do that at another time? 00:57:08
I'm happy to answer some of those questions if you. 00:57:13
Like me too please. 00:57:15
There isn't any funding in this. 00:57:17
Budget that you. 00:57:20
Are planning to adopt tonight. 00:57:21
A football field in particular. 00:57:23
You have set aside $650,000 for. 00:57:27
Design. 00:57:31
On sunset. 00:57:33
And the idea? 00:57:35
Sorry son. 00:57:36
Sunrise. 00:57:37
Both the the idea is that we would take that park to 60% design. 00:57:39
Which is balancing. 00:57:45
Not spending money that you might not. 00:57:47
You know have. 00:57:49
If you aren't going to build the. 00:57:50
Park, but it also is getting the design to a place. 00:57:52
Where we could start construction. 00:57:55
Very rapidly. 00:57:57
If we were to receive funding. 00:57:58
Either from the town or some other revenue source that. 00:58:00
Still working. 00:58:04
I think that. 00:58:10
Questions that I wrote down. 00:58:11
Thank you. 00:58:13
I just want to compliment the town manager and staff. 00:58:20
For this comp. 00:58:24
Budget. 00:58:25
You've taken it to bare bones and then build back up on it and have listened to us. 00:58:26
And that has not always happened. 00:58:31
Before. 00:58:33
And so I just want to say thank you to all the staff and workers and everything. 00:58:34
I think you've done an excellent job on this. 00:58:37
Any other questions or comments? 00:59:22
Council Member. 00:59:35
Members Clark and Roe V. Any questions or comments? 00:59:37
Thank you. OK. 01:00:10
Thank you. 01:00:25
We'll close the public hearing. 01:00:27
Fund Item 3 Consider. 01:00:35
Patient action authorizing the town manager to. 01:00:37
Weight maintenance easements. 01:00:40
Within the proximity of the. 01:00:42
Yeah, Steve is here online Mayor and Will. 01:00:49
Present uh. 01:00:52
If we have any technical difficulties, we have. 01:00:53
Mr. Workman on standby. 01:00:56
Yeah. 01:02:48
Dil. 01:03:22
Next slide. 01:04:56
One among the northern. 01:05:07
No problem. 01:07:12
Is. 01:07:51
Skip that. 01:09:08
Manager. 01:09:16
Excuse me? 01:09:17
Actually, I don't really have much to add. 01:09:46
Beyond what Steve already said, although if approved tonight. 01:09:49
We will probably not be out there tomorrow morning doing work. 01:09:53
We won't get to schedule over the next several weeks, but in some of the initial stuff we're doing. 01:09:56
Will be pothole. 01:10:00
Potholing and. 01:10:02
Possibly some. 01:10:04
Cutting brush away from the edges of the road, but. 01:10:05
A lot of this stuff we we do have it on the budget for this year and so we'll be getting a lot of this work done. 01:10:07
Mayor, I would ask the council related to the second. 01:10:18
To last bullet to give staff six months. 01:10:22
To finalize the paperwork on the remaining. 01:10:26
Parcels, I believe in that six month. 01:10:29
Period of time will. 01:10:31
Be able to. 01:10:32
Shore this up. 01:10:33
And it will not stop. 01:10:35
What Herschel just described, we'll get started on that. 01:10:37
As is but. 01:10:40
I would just ask that you give us six months. 01:10:42
That's the date certain I'm. 01:10:44
Seeking and if. 01:10:46
At that time we have. 01:10:47
Some that are still outstanding will bring the item. 01:10:49
Troy, if I understand right, just to make. 01:11:00
Perfectly clear. 01:11:03
But we will start on it. So these people will be getting. 01:11:04
Finally. 01:11:07
Work done. 01:11:10
Yes, it. 01:11:11
If you authorize. 01:11:13
Me to begin. 01:11:14
The approval maintenance operations, then we will start. 01:11:15
The maintenance as described by Herschel and what you see on this slide. 01:11:19
Immediately. 01:11:24
Immediately is a good word. 01:11:27
Yeah. 01:11:28
Bob Bandera. 01:11:44
Well, 98%. 01:11:55
Said done. 01:11:57
Miss Mayor and Town Council. 01:12:00
I'd like to thank you for. 01:12:02
Having the courage 2 years ago. 01:12:05
To decide to finally. 01:12:08
Resolve this issue. 01:12:09
I appreciate it and I know neighbors do. 01:12:11
The town manager, Smith. 01:12:15
And Steve Boyle and the rest of the staff. 01:12:17
I'd like to thank them for driving this last bit of it. 01:12:20
Trying to get it done as quickly as possible. 01:12:23
From my experience over the last few years, it's like herding cats. 01:12:26
Getting easements? 01:12:31
And so. 01:12:35
I just like this. 01:12:36
Ask you to please vote to authorize going ahead. 01:12:37
As it sounds very positive you're going to. 01:12:41
And I look forward to seeing repairs as soon as. 01:12:44
Reasonable. 01:12:49
Thank you. 01:12:50
No. 01:12:54
Thank you. 01:13:06
I'm a resident. 01:13:07
Of Lewis edition. 01:13:08
And I just want to thank you and hope you will consider. 01:13:10
Improving the. 01:13:15
Oh, primitive roads. 01:13:16
Is an excellent definition for what we're driving on. 01:13:20
And I think some of them are not safe and not. 01:13:23
And probably. 01:13:26
Dangerous in certain aspects. 01:13:27
Please consider us. 01:13:30
And we look forward to. 01:13:32
Finding out. 01:13:35
Good upcome of this. Thank you. 01:13:35
I'm happy to make this motion. 01:13:46
I've been following this. 01:13:48
For 21 years. 01:13:49
I was in at the original meeting when the. 01:13:51
Promises were made in. 01:13:54
But a shame. 01:13:56
I moved to authorize the Town Manager to execute the roadway maintenance easements within the proximity of the Lewis Edition 01:13:57
subdivision. 01:14:01
Just a minute before we vote, please do we need to add. 01:14:14
Add to this motion as it relates to finalizing within six months. 01:14:17
And how would that be? 01:14:22
Can we amend the motion? 01:14:23
I think that. 01:14:29
In Troy, unless you disagree, I don't know that you need to amend the motion. It's it's authorizing the manager to execute within 01:14:30
the Lewis Edition subdivision. So that would include. 01:14:34
All of those and I think are we got direction that. 01:14:39
Well, he can immediately sign all of them that are ready today and in the next 6 months if others come in, he'll get them signed. 01:14:42
Otherwise we'll come back. 01:14:46
So legally, I think the motion is fine unless there's anything Troy that you think you need clear direction on. 01:14:50
I think your motion works. Thanks. Thanks for clarifying. OK, we have a motion and we got a second and a second. 01:14:56
Let's vote, please. 01:15:01
Did you hear both those? 01:15:10
Council member Rovi. 01:15:17
How do you vote please? 01:15:19
Thank you. 01:15:22
Passes 60. 01:15:23
Item 4. Consideration and action to approve resolution. 01:15:25
5 for the establishment. 01:15:29
Roadways. 01:15:31
Subdivision. 01:15:33
The Boyle will address this item 2. 01:15:38
Which slide would you like, Steve? 01:16:00
OK, Herschel is saying no on further input. Are there questions? 01:19:32
OK. 01:19:43
Mayor and council, I can chime in on that. 01:19:57
A mayor and council. 01:20:00
So. 01:20:02
You're designating primitive roads that are constructed before. 01:20:03
Night this a certain date in 1990 if they weren't. 01:20:07
Constructed in accordance with county standards. 01:20:10
You can basically. 01:20:13
Declare them as primitive. 01:20:14
And the signs will say it's primitive. 01:20:16
It's not regularly maintained. That doesn't mean the town's not going to do any maintenance. 01:20:18
So what you've heard is? 01:20:22
There's going to be some chip sealing, reworking on the edge. Herschel's going to have a plan to make sure we can. 01:20:24
Keep these roads working. 01:20:29
But. 01:20:32
At this point without. 01:20:32
Significant. 01:20:34
Changes, you know, funding. 01:20:35
The town cannot maintain them. 01:20:38
In a way that would for example, be meeting our. 01:20:41
Maricopa Association of Government Standards today. 01:20:44
So you designate them as primitive because that helps you from a liability standpoint because you're putting the public on notice. 01:20:47
These are primitive roads. It doesn't mean they're not going to get better. It doesn't mean you're not going to have chip sealing 01:20:51
and work on the edging and. 01:20:56
Public Works is going to have to work on a long term maintenance plan so that we can keep. 01:21:00
Vehicles going through. 01:21:05
Police cars fire. 01:21:06
So. 01:21:08
I want to be clear, you're saying they're primitive. They're not going to be at this point risen to a standard of say, your 01:21:08
regular roads. If we were going to build a new road in town today, we don't have the funding or the ability. 01:21:13
But. 01:21:18
You it will. I think the goal you've heard from staff is. 01:21:19
That there will be some. 01:21:22
Basic maintenance to help these stay open and running. Do you have anything to add Herschel? 01:21:23
Yeah, I guess what I would add is. 01:21:28
The primary reason that we want to designated as. 01:21:30
Primitive. 01:21:33
Really doesn't have anything to do with the maintenance of the road itself, but it has to do with the way it's constructed. 01:21:34
You don't have. 01:21:39
Proper sight lines there. The width of the road isn't isn't wide enough. Normally your Rd. would be. 01:21:40
25 I think we'd have a right away. 01:21:44
Right. Because of that, you could potentially have an accident on that roadway. 01:21:47
Oh, this just helps eliminate some. 01:21:52
Due to that. 01:21:55
Yeah. And so and what I will just put into the record too is to be clear what the statute provides is if you designate this as 01:22:01
primitive. 01:22:04
The town isn't liable for damages on the road. 01:22:08
Except intentional injuries. Gross negligence, right the. 01:22:11
The town is certainly still going to work. 01:22:15
To make sure that. 01:22:18
Some of this potholing and certain work happens, but it does protect you against liability. So like you said, if the road is too 01:22:19
narrow, there's not good sight line that in and of itself. 01:22:23
Is not going to be negligence on the part of the town. 01:22:28
Troy, do you have a comment? 01:22:35
A lot of very good information you all just received. 01:22:38
The only thing I would add. 01:22:41
Is that? 01:22:43
Improvements. 01:22:44
To this roadway. 01:22:46
And the standards you heard about. 01:22:47
Were not articulated. 01:22:49
In the pre annexation. 01:22:52
This property, in other words, they were not desired. 01:22:53
By the homeowners. That wasn't what was requested. 01:22:56
What was requested was the maintain. 01:23:00
The existing condition of the roadway. 01:23:03
And that is? 01:23:06
Maintenance work. 01:23:07
That is what you approved in your last motion. 01:23:09
Thank you. Yeah. 01:23:12
I needed to have a new request to speak. 01:23:15
On this item. 01:23:18
OK. Thank you. 01:23:19
Any comment, more comments or questions from our Town council? 01:23:21
Do you have a motion? 01:23:28
I moved to approve Resolution 2365 establishing primitive roads within the Lewis Edition subdivision. 01:23:34
Second by Margaret Nyberg. The vote, please. 01:23:44
Assistance. 01:23:53
Next item on the agenda is executive session which I. 01:24:02
I'm happy to. 01:24:07
Are not moving into an executive session and then future. 01:24:08
Council agenda items. 01:24:12
Hearing, hearing none. Do I have a motion to adjourn? 01:24:18
Vote. Vote please. 01:24:24
Thank you very much. 01:24:30
Do you have another meeting after this? 01:24:33
Yes, don't go anywhere. 01:24:34
Do we need a rest of? 01:24:41
Call a meeting to order please. 01:25:44
Roll call same we have council member. 01:25:48
Clark and Roe V. 01:25:51

The pass. 00:28:05
Because from the past, we can learn how to go. 00:28:07
To the future. 00:28:10
OK, so on that note. 00:28:12
I'm going veteran the two wars. 00:28:16
Never in all my life was I able not to pick up a weapon. 00:28:18
From. 00:28:21
And Air Force Base. An Army base. 00:28:23
A marine base. 00:28:25
Eddie Base. 00:28:27
But I was denied the right to. 00:28:29
Purchase Arms. 00:28:31
I think it was around. 00:28:34
December. 00:28:36
I was made note of this. 00:28:37
The only person ever made a threat to me about. 00:28:40
Putting me on the FBI. Want watch this. 00:28:43
He's not here no more. 00:28:47
Yeah. 00:28:49
He's not here. 00:28:50
We got a problem though. 00:28:51
Somebody won't get me off, just watch this. 00:28:53
It came from this town. 00:28:56
It came from that individual. 00:28:58
And I ain't happy about it. 00:29:02
Let me just say that to you guys. 00:29:05
I've been putting this away for a while now. 00:29:07
To let our Newtown manager get nice and used to the beautiful town that he is managing. 00:29:10
Now that he's managing this beautiful little town, I will say this to you guys. 00:29:15
11 years I've been around here. 00:29:20
It's the most we've got done. 00:29:21
In 11 years time. 00:29:23
Thank you, Mr. Town Manager. 00:29:25
On that note. 00:29:27
The other day I was sitting in the parking lot. 00:29:29
Mrs. Ravioli. 00:29:33
A Superintendent. 00:29:35
For the Doe. 00:29:36
Turn around and. 00:29:39
Gave me a very upset look. 00:29:41
While I was sitting in the parking lot waiting for the gym to open. 00:29:42
Two police officers were finishing their training at Hacieampa Elementary. 00:29:46
Jump the fence. Don't know why he jumped the fence, but did you jump the fence? 00:29:50
Next I know. 00:29:53
Mr. Ravioli went over the two officers. 00:29:55
Vehicle in the parking lot. 00:29:59
For a while. 00:30:00
The two officers looked directly at me. I turned to my son. I said son. 00:30:03
You're going to get a sample of what that's been going through for the last four years. 00:30:07
Sure enough. 00:30:12
The officers would don't talk either through him with. 00:30:13
Talking. 00:30:16
He pulled up behind my truck. 00:30:17
I have it on the camera. 00:30:19
And they took my license plates down. 00:30:20
While I was in the parking lot. 00:30:23
This needs to stop. 00:30:25
It needs to stop. 00:30:27
You guys know my history. 00:30:35
Even when I got whacked in the courtroom over here by a police officer. 00:30:38
Nothing was done. 00:30:42
Mahalo. 00:30:44
And Allah. 00:30:46
Michael Curtis. 00:30:50
Not a mayor, members of the council. My name is Michael Curtis. I used to be before I was a lawyer. 00:31:15
Even before I was a liar or a lawyer. 00:31:20
I was just a cowboy on the Santa Maria River. 00:31:22
Halfway to Wickiup. 00:31:26
Now I am. 00:31:28
Representing the town of. 00:31:30
Wickenburg. 00:31:32
On their electrical energy supplies. 00:31:33
And I'm here tonight to. 00:31:36
Advise you of some wonderful news. 00:31:39
Do you remember members of A? 00:31:41
American Public Power Association, which is a 2000 members. 00:31:44
Across the United States. 00:31:48
Of municipally owned electric. 00:31:50
Systems. 00:31:52
Your non nonprofit. 00:31:53
Which means that you have positive margins. 00:31:56
To use your town. 00:31:59
You don't make profits. 00:32:01
You're nonprofit, but you use the difference. 00:32:02
And what we do is try and find you. 00:32:06
Electrical sources of power supply. 00:32:09
That will. 00:32:11
Give you positive margins to operate. Keep your rates stable and reasonable. 00:32:13
Help you on the. 00:32:18
Grid so you don't have wild. 00:32:19
Catastrophes like Texas and California. 00:32:22
And I'm here tonight to tell you that you. 00:32:25
Have recently been announced in the. 00:32:28
National Publication. 00:32:30
As being part of the 23 member Southwest Public Power Agency. 00:32:32
Which is. 00:32:38
Been formed here in Arizona. It's a municipal nonprofit. 00:32:39
And you've purchased a. 00:32:43
A portion of a 300 MW solar. 00:32:45
Plant which will help. 00:32:49
Bring renewable energy, but it's backed up by batteries. 00:32:51
And you're also connected by contract? 00:32:56
With the Arizona Electric Power Cooperative, which is. 00:32:59
A group of 10 or 12. 00:33:02
Rural electric cooperatives. 00:33:04
And you are also. 00:33:06
Contractually working. 00:33:08
With a small electrical utility. 00:33:10
It provides you grid stability. 00:33:13
Called assault. 00:33:15
River Project. 00:33:17
And again, our goal and objective is to have. 00:33:19
24/7. 00:33:25
Every day. 00:33:27
We have an entity that we are a part of called Aces. 00:33:28
That manages. 00:33:33
The opportunities to buy, sell, trade. 00:33:35
Electricity to keep our rates. 00:33:38
As stable and as low as. 00:33:41
I said well. 00:33:43
Wanted to tell you that. 00:33:45
The SPA group. 00:33:47
Is the newest. 00:33:49
Electric Utility. 00:33:50
To be formed in Arizona. 00:33:52
And it has grown. 00:33:54
Now from originally 10 or 12 to 23 entities. 00:33:57
And it is also. 00:34:01
Purchaser of fuel and power. 00:34:04
From the Mesquite power plant. 00:34:07
Which means that you have a. 00:34:10
Piece of a gas fired. 00:34:12
Power plant to go along with your. 00:34:15
Electrical Energy. 00:34:18
Your electrical energy from. 00:34:22
Parker Davis, which is. 00:34:24
Hydroelectricity. 00:34:26
And he goes along with your. 00:34:27
Scan with your solar. 00:34:30
You're about to receive. We understand in the. 00:34:32
Four or three weeks. 00:34:35
Additional two or three megawatts. 00:34:38
Sure, you're on your calendar tonight. 00:34:40
Annually these. 00:34:44
SPA requires that all of its members. 00:34:46
Designate and re designate. 00:34:51
Their director and the alternate director. 00:34:54
Last four years I've been an alternate director. 00:34:58
Assisting the Chief Financial officer. 00:35:02
And do you have that on you? 00:35:05
Congratulate you. 00:35:08
That we're doing the best we can. 00:35:10
Stabilize your. 00:35:13
You don't have any Cortana? 00:35:17
Thank you very much. 00:35:24
Thank you very much. 00:35:25
Set an agenda. All items listed in the. 00:35:32
An agenda considered. 00:35:34

Acted by 1 motion. 00:35:37

There will be no separate discussion on these items. 00:35:39
Council member request. 00:35:42

Before us tonight we have the. 00:38:27
Final budget. 00:38:30
Public hearing. 00:38:31
The presentation that you'll receive later is is. 00:38:33
In the special meeting, but we can go through. 00:38:37
The attachments from. 00:38:40
The item number 2. 00:38:42
Public hearing on the proposed final budget. 00:38:44
The the presentation I think is informative, which will actually come. 00:38:58
You can go through it. 00:39:02
Meeting. 00:39:03
You pull that up for. 00:39:06
So we have the FY20 6 final budget adoption. 00:39:13
So the purpose on the next slide. 00:39:17
Is to. 00:39:20
Consider. 00:39:22
Resolution 2379. 00:39:24
Adopting the estimates of revenue and. 00:39:26
Down to Wickenburg. 00:39:29
Y26 final budget. 00:39:30
So background of the budget process, the development of. 00:39:34
The budget has been a several month process of meetings work. 00:39:37
And actions. 00:39:41
That during our budget process. 00:39:42
Council you all reviewed and directed staff regarding. 00:39:45
Capital improvement projects, which includes A5 year CIP. 00:39:48
Also, there were some salary adjustments to include some compression issues and. 00:39:53
Operational. 00:39:57
The proposed expenditures. 00:39:59
In the tentative budget were 87.9 million which? 00:40:01
Adopted on May Nin. 00:40:05
In the tentative budget, it sets the town's FY20 6 expenditure limitation at 63.4 million. 00:40:06
The FY20 6 tentative budget. 00:40:14
Was also published in the Wickenburg Sun on May 28th and June. 00:40:17
Worth along with. 00:40:20
The date for adopting the final budget. 00:40:21
Continuing with our background, the final budget before you tonight. 00:40:25
It is unchanged from the tentative budget, Which? 00:40:28
Approved on May 9th. 00:40:30
However, the projected revenue has increased minimally minimally. 00:40:32
In the amount of 4700. 00:40:37
Dollars due to final state shared revenue projections. 00:40:39
The increases were for the vehicle license tax. 00:40:43
Which increased from 400 and 39618 to 44469. 00:40:46
An increase of $851. 00:40:51
The Herve the Highway User revenue increased from 65441TO651363 and. 00:40:54
722 dollars. 00:41:00
PPT sales tax increased. 00:41:02
1246 dollars. 00:41:05
In the URS income tax increase in the. 00:41:08
1683. 00:41:11
So you will see those in the budget schedules, but other than that every. 00:41:13
We also have our official budget schedules. 00:41:19
Breakdown The FY20 6 final budget. 00:41:23
Horses. 00:41:25
Just an overview of these budget schedules and then we'll go ahead and pull them up. Schedule A, we're going to work our way 00:41:27
backwards and forwards if you're. 00:41:31
Or from tentative budget? 00:41:34
But Schedule A is a summary schedule of our estimated revenues and expenditures. 00:41:35
Breakdown the whole. 00:41:40
Thing Schedule B is our tax levy and our tax rate. 00:41:42
Schedule C is revenue by fund group. 00:41:45
Schedule D Interf. 00:41:48
Transfers. 00:41:49
E Expenditures by fund. F Expenditures by department. 00:41:50
Ng is our employee and personnel cost by. 00:41:54
Please pull those schedules up. 00:41:59
Them up here. 00:42:04
So when you feel, just scroll all the way down. 00:42:10
That will start at the very bottom. 00:42:12
So as mentioned, this is just. 00:42:22
This. 00:42:24
Down just well, that's that's our FTE here. 00:42:38
The full time FTE you'll see some of the resources for employee salaries, hourly costs. 00:42:44
To include retirement, healthcare and other benefits. 00:42:50
For total compensation. 00:42:53
And then if you could scroll up. 00:42:56
OK. And then the next schedule will be? 00:43:09
Our expenditures by. 00:43:13
Fund. Fund. 00:43:14
Scroll up mat. 00:43:18
That's the breakdown of all of our expenditures. 00:43:21
It includes FY25 adopted budget and our expenditures. 00:43:25
With actual expenditures at the time that the budget was created. 00:43:29
And what we? 00:43:33
Projected to spend. 00:43:34
And then our budgeted expenditures for FY. 00:43:35
So in the general fund, you'll see that broken up. 00:43:39
You can scroll up just a bit, Matt. 00:43:42
By Finance. 00:43:43
Services Manager. Clerk. 00:43:44
Lease Fire. 00:43:47
Those types of. 00:43:50
Funds department total of 15.7 million. 00:43:52
Then going down. 00:43:56
Will include. 00:43:57
Parks Rec. 00:44:00
Cemetery adopt A tree. 00:44:01
And on the very bottom. 00:44:03
You have some of your special funds, your enterprise funds. That's where you'll see water, wastewater. 00:44:05
Streets. 00:44:11
Airport fuel facility. 00:44:12
And also debt service for a total of. 00:44:15
66.4. 00:44:18
In the very top. 00:44:21
Schedule D. 00:44:24
Schedule D These are your transfers in and out. 00:44:28
Go ahead and keep going up, Matt. 00:44:31
Transfers in and out. So we have total transfers of 2.498 million. 00:44:35
Of General Services. 00:44:40
1.7 million into streets. 00:44:42
498. 00:44:44
1902 ended at service. 00:44:46
Are improvements of. 00:44:48
300,000. 00:44:51
And if you can, scroll up Matt to Schedule C. 00:44:59
See this is our prop. 00:45:07
Or, uh. 00:45:09
Another breakdown of our. 00:45:15
The source scroll all the way up. 00:45:18
This is nearly what you saw. 00:45:27
Taught before it by fund. 00:45:29
This is the revenue by fund group. 00:45:36
Control it but. 00:45:45
Revenue by fund group, so you have your. 00:45:46
Sales tax. 00:45:49
Then you have your licenses and permits. It's broken up by group. 00:45:50
Intergovernmental charges for services. 00:45:54
Or in there, so you'll have your estimated revenues, what our actual revenues those are. 00:45:57
Projected revenues till the end of the fiscal year. 00:46:02
And then your estimated revenues for 2026, you'll see. 00:46:05
As we mentioned in the tentative budget. 00:46:08
That sales tax we did drop. 00:46:11
About 500,000 just because you know. 00:46:14
Rejected revenue we wanted to. 00:46:17
Sure that we were in alignment to. 00:46:18
See what we were projecting? 00:46:19
We didn't want to have a shortfall in Anneal. 00:46:21
Are actual revenues for FY Twenty-six? 00:46:22
And then going up to schedule B. 00:46:28
He is going to. 00:46:31
Property taxes. 00:46:32
And we decided to in the tentative budget. 00:46:33
To increase. 00:46:37
The levy and decrease. 00:46:41
So the the levy will go to 615,000. 00:46:44
And the. 00:46:48
Rate goes to .399. 00:46:51
Schedules and then the. 00:46:57
Last schedule Schedule A. 00:46:59
It's just a compilation of everything that. 00:47:00
That's how we get to the. 00:47:03
$87.9 million budget that we have. 00:47:05
6 In there, about 52.8 million is subject to the expenditure. 00:47:10
Your limitation. 00:47:15
And the expenditure? 00:47:16
Limitations. 00:47:17
4 million. So we are in alignment. 00:47:19
And if you can, go ahead and go back to the PowerPoint. 00:47:27
The estimated general fund revenues I. 00:47:35
Slide for you on. 00:47:37
A lot of our major funds. 00:47:40
So general fund revenue, we have local taxes charges. 00:47:41
Services. 00:47:46
We have our property taxes, licenses. 00:47:47
Permits, fines and forfeits miscellaneous, intergovernmental, and. 00:47:49
Investments for a total of 18.2 million. 00:47:53
And then we have our estimated general fund expenditures. 00:47:58
I'm going to go through all the departments but I broke it up. 00:48:01
So you could see. 00:48:03
How much of the pie? 00:48:06
You know, every department really pulls from. 00:48:07
And so we have a total expenditures of 24.2 million. 00:48:10
That includes. 00:48:14
Any CIP that we budgeted at a general. 00:48:15
Estimated special revenue funds, same thing. 00:48:21
Here, these are all your special funds. 00:48:24
And the total is 8.2 million. 00:48:26
And then we have our estimated special revenue expenditures 8.4 million. 00:48:32
Estimated Enterprise Fund revenues. This includes your water, water 2, electric, sanitation, wastewater one and two, and airport. 00:48:42
For a total revenue of 20.3 million. 00:48:50
And estimated expenditures. 00:48:54
22.3 million. 00:48:55
See when there's just a few funds and. 00:49:03
Departments and then our capital improvement program. 00:49:05
This includes. 00:49:08
Everything that. 00:49:09
Council had approved at the tentative budget for the CIP. 00:49:11
Go through it. 00:49:16
Line by line if you. 00:49:17
Like me too, we can. 00:49:18
Back to something but. 00:49:20
These are all. 00:49:21
The CIP and that five year CIP that will be. 00:49:22
In effect, and. 00:49:26
By 26 for a total of. 00:49:27
Just a little. 00:49:29
Overnight. 00:49:30
Is there any joy in there that you would like to point out separately? 00:49:34
OK, OK. And then also we have Exhibit B as part of the resolution. 00:49:40
He Who's That purchase is greater than $50,000 that were approved in the annual budget. 00:49:45
Specifically identified in Exhibit B are approved pursuant to Town Code and require no further approval by. 00:49:50
And there is a list of Exhibit B here for you. 00:49:57
And these are. 00:50:01
A lot, not all, of the CIP. 00:50:03
Projects that. 00:50:06
Will be an activity for FY20 6. 00:50:07
I did not total them up. 00:50:10
They are in your. 00:50:13
Troy speak after the adoption of the resolution. These are just. 00:50:21
Steps and then approving the primary. 00:50:24
Thank you, Mayor. 00:50:33
Just as a reminder, voting on that happens in the special meeting after this meeting. 00:50:35
Public hearing. 00:50:40
That we need to hold. 00:50:42
I just wanted to make a couple of comments. You all started working on this budget as a new council. 00:50:44
In January in earnest. 00:50:49
L the number of work sessions. 00:50:52
To try to align. 00:50:54
Our financial resources with your priorities. 00:50:56
Council and. 00:50:59
As you can tell by the size of my file folder, it's good we're coming to an end because I'm out of room. 00:51:02
With the paper that we've created through this process. 00:51:07
But it it is rewarding to see the work that you've done to this point come out in this final budget. 00:51:11
And my goal, as I recently told the mayor, was that you were bored tonight. You've heard this so many times. 00:51:17
For me that you're asking me to just be quiet. You're ready to. 00:51:23
Prove it. And that's that really is our goal is to ensure that you understand the policy decisions that you're making. 00:51:26
Meaning that you're comfortable. 00:51:33
That our financial resources are in alignment. 00:51:35
Our work plan is in alignment with this Council's priorities. 00:51:38
I would say this budget is reflective of your decision to invest. 00:51:44
In the community. 00:51:47
You have taken financial resources that have been saved over a period of time and dedicated them. 00:51:49
To a number of key projects. 00:51:55
Within this budget. 00:51:57
You have new fire trucks. 00:51:59
I mean, you have a sewer plant. 00:52:01
Expansion funded. 00:52:03
You have. 00:52:06
Parks being designed, a Community Center being rebuilt. 00:52:06
There is a lot of activity in this budget. 00:52:10
These expenditures align. 00:52:14
I suggest with the things that you gave us a staff as your priority and I would say. 00:52:17
You have made. 00:52:22
Quite an investment in the community. 00:52:23
Of your general fund expenses of about $24 million, about 40. 00:52:26
8% of that. 00:52:32
Is dedicated. 00:52:34
To providing public safety services. 00:52:35
And so. 00:52:39
Well, it's a real testament when you look at how a general fund is spent that. 00:52:40
The Council's priorities are giving back to the community through these projects and providing very good public safety. 00:52:45
To the community. 00:52:53
And with that, I would open Robert and I up to any questions you might have or Mayor, if you'd like to start the public hearing 00:52:54
however you'd like to. 00:52:58
Let's ask our town council if they have questions first. Are there any questions for Troy or Robert? 00:53:03
Hearing none. 00:53:16
I'll open the public hearing. 00:53:17
Also Miss Mayor. 00:53:29
Are you guys? 00:53:31
I've seen all the other stuff. 00:53:33
Sitting over there. 00:53:35
In the budget. 00:53:36
Maybe my markers? 00:53:38
Was wrong. 00:53:40
Was kind of blurry. 00:53:41
Maybe I didn't get the maca PP out of my eyeball yet. 00:53:42
I didn't. I don't know. 00:53:45
Well, I didn't see much. 00:53:47
Unless I stand correctly, Trey. 00:53:49
The. 00:53:50
The parks. 00:53:52
And I'm not talking about the trail rides. 00:53:54
And I'm talking about the Ferris wheel. I'm not talking about all that stuff. 00:53:57
Are talking about. 00:54:00
A football field. 00:54:02
A basketball, Whatever. 00:54:04
Baseball fields. 00:54:06
Whatever, right? 00:54:08
OK. 00:54:09
So far. 00:54:11
From what I'm gathering. 00:54:12
It's it's moving. 00:54:14
You know it's moving, right? 00:54:16
But you just spoke to me two years ago through, Yeah. 00:54:18
From the other mirror, the guy with the without the hair. 00:54:21
OK, I I listened to the guy. 00:54:24
Right. 00:54:26
Nothing. 00:54:28
Not a bloody thing. 00:54:29
So here we go again. OK, so this budget's been settled. Do we know how much? 00:54:33
Money has been allocated. 00:54:37
To across the highway. 00:54:39
I'm not talking about Wikipedia high school. 00:54:42
Talking about cross the highway. 00:54:44
Across from the sunset part. 00:54:46
Does anybody know? 00:54:48
The actual 0 money that is. 00:54:49
Is going to be allocated to that. 00:54:51
Project. 00:54:53
The design. 00:54:57
The the design I I spoke with the manager earlier, he said the design is not totally. 00:54:58
How you say? 00:55:04
In Bible, uh uh. 00:55:05
No offense, but. 00:55:07
You know, umm. 00:55:09
Meaning that we can change the words in the Bible right little bit. 00:55:10
OK, so. 00:55:13
So when is all that going to start? 00:55:15
When, when, when is when are we gonna gather up all the, all the people, right? You know, the people who know show over here. 00:55:17
But the people who are crying about the community football field. 00:55:24
The people that crying about the baseball field. 00:55:28
The people that's crying about getting hit by foul balls. 00:55:31
The people are crying about. Everybody think they used to cry about. 00:55:34
But I don't see him here. 00:55:39
I don't see, I don't see these guys. I don't see them. 00:55:41
Maybe they make. 00:55:44
******* it wireless to you guys? I don't know. 00:55:45
You know I'm saying. 00:55:47
What but when we when we get this this so-called community together? 00:55:48
To figure out. 00:55:53
How much money was spent on the consulting fees? 00:55:54
Where it took me and three other people with a tape measure. 00:55:58
To go out there and go measure the so-called spots. 00:56:01
That they claim we were going to be able to put all this in. 00:56:04
It doesn't fit. 00:56:08
30 seconds more. 00:56:11
Please. 00:56:13
It doesn't fit. 00:56:15
And then the problem with. 00:56:17
The Superintendent. 00:56:19
And her no, no, no. 00:56:21
No, no, no. 00:56:23
No, no, no. 00:56:24
There's called in the governmental agreement. 00:56:26
We still need to get clear with her. 00:56:29
OK, no. 00:56:31
No, just, you know, please, please, everybody see if we're gonna start working on this, right? 00:56:33
OK. 00:56:38
Molly, Molly Nua. 00:56:40
Enough is enough. 00:56:42
Let's move forward. 00:56:46
OK. Hey, Imua. 00:56:48
A coup in God we trust, right? 00:56:51
Thank you. 00:56:57
Or would you like to comment? 00:57:02
On on anything you've had some. 00:57:05
Communication with him I know. Is it better to do that at another time? 00:57:08
I'm happy to answer some of those questions if you. 00:57:13
Like me too please. 00:57:15
There isn't any funding in this. 00:57:17
Budget that you. 00:57:20
Are planning to adopt tonight. 00:57:21
A football field in particular. 00:57:23
You have set aside $650,000 for. 00:57:27
Design. 00:57:31
On sunset. 00:57:33
And the idea? 00:57:35
Sorry son. 00:57:36
Sunrise. 00:57:37
Both the the idea is that we would take that park to 60% design. 00:57:39
Which is balancing. 00:57:45
Not spending money that you might not. 00:57:47
You know have. 00:57:49
If you aren't going to build the. 00:57:50
Park, but it also is getting the design to a place. 00:57:52
Where we could start construction. 00:57:55
Very rapidly. 00:57:57
If we were to receive funding. 00:57:58
Either from the town or some other revenue source that. 00:58:00
Still working. 00:58:04
I think that. 00:58:10
Questions that I wrote down. 00:58:11
Thank you. 00:58:13
I just want to compliment the town manager and staff. 00:58:20
For this comp. 00:58:24
Budget. 00:58:25
You've taken it to bare bones and then build back up on it and have listened to us. 00:58:26
And that has not always happened. 00:58:31
Before. 00:58:33
And so I just want to say thank you to all the staff and workers and everything. 00:58:34
I think you've done an excellent job on this. 00:58:37
Any other questions or comments? 00:59:22
Council Member. 00:59:35
Members Clark and Roe V. Any questions or comments? 00:59:37
Thank you. OK. 01:00:10
Thank you. 01:00:25
We'll close the public hearing. 01:00:27
Fund Item 3 Consider. 01:00:35
Patient action authorizing the town manager to. 01:00:37
Weight maintenance easements. 01:00:40
Within the proximity of the. 01:00:42
Yeah, Steve is here online Mayor and Will. 01:00:49
Present uh. 01:00:52
If we have any technical difficulties, we have. 01:00:53
Mr. Workman on standby. 01:00:56
Yeah. 01:02:48
Dil. 01:03:22
Next slide. 01:04:56
One among the northern. 01:05:07
No problem. 01:07:12
Is. 01:07:51
Skip that. 01:09:08
Manager. 01:09:16
Excuse me? 01:09:17
Actually, I don't really have much to add. 01:09:46
Beyond what Steve already said, although if approved tonight. 01:09:49
We will probably not be out there tomorrow morning doing work. 01:09:53
We won't get to schedule over the next several weeks, but in some of the initial stuff we're doing. 01:09:56
Will be pothole. 01:10:00
Potholing and. 01:10:02
Possibly some. 01:10:04
Cutting brush away from the edges of the road, but. 01:10:05
A lot of this stuff we we do have it on the budget for this year and so we'll be getting a lot of this work done. 01:10:07
Mayor, I would ask the council related to the second. 01:10:18
To last bullet to give staff six months. 01:10:22
To finalize the paperwork on the remaining. 01:10:26
Parcels, I believe in that six month. 01:10:29
Period of time will. 01:10:31
Be able to. 01:10:32
Shore this up. 01:10:33
And it will not stop. 01:10:35
What Herschel just described, we'll get started on that. 01:10:37
As is but. 01:10:40
I would just ask that you give us six months. 01:10:42
That's the date certain I'm. 01:10:44
Seeking and if. 01:10:46
At that time we have. 01:10:47
Some that are still outstanding will bring the item. 01:10:49
Troy, if I understand right, just to make. 01:11:00
Perfectly clear. 01:11:03
But we will start on it. So these people will be getting. 01:11:04
Finally. 01:11:07
Work done. 01:11:10
Yes, it. 01:11:11
If you authorize. 01:11:13
Me to begin. 01:11:14
The approval maintenance operations, then we will start. 01:11:15
The maintenance as described by Herschel and what you see on this slide. 01:11:19
Immediately. 01:11:24
Immediately is a good word. 01:11:27
Yeah. 01:11:28
Bob Bandera. 01:11:44
Well, 98%. 01:11:55
Said done. 01:11:57
Miss Mayor and Town Council. 01:12:00
I'd like to thank you for. 01:12:02
Having the courage 2 years ago. 01:12:05
To decide to finally. 01:12:08
Resolve this issue. 01:12:09
I appreciate it and I know neighbors do. 01:12:11
The town manager, Smith. 01:12:15
And Steve Boyle and the rest of the staff. 01:12:17
I'd like to thank them for driving this last bit of it. 01:12:20
Trying to get it done as quickly as possible. 01:12:23
From my experience over the last few years, it's like herding cats. 01:12:26
Getting easements? 01:12:31
And so. 01:12:35
I just like this. 01:12:36
Ask you to please vote to authorize going ahead. 01:12:37
As it sounds very positive you're going to. 01:12:41
And I look forward to seeing repairs as soon as. 01:12:44
Reasonable. 01:12:49
Thank you. 01:12:50
No. 01:12:54
Thank you. 01:13:06
I'm a resident. 01:13:07
Of Lewis edition. 01:13:08
And I just want to thank you and hope you will consider. 01:13:10
Improving the. 01:13:15
Oh, primitive roads. 01:13:16
Is an excellent definition for what we're driving on. 01:13:20
And I think some of them are not safe and not. 01:13:23
And probably. 01:13:26
Dangerous in certain aspects. 01:13:27
Please consider us. 01:13:30
And we look forward to. 01:13:32
Finding out. 01:13:35
Good upcome of this. Thank you. 01:13:35
I'm happy to make this motion. 01:13:46
I've been following this. 01:13:48
For 21 years. 01:13:49
I was in at the original meeting when the. 01:13:51
Promises were made in. 01:13:54
But a shame. 01:13:56
I moved to authorize the Town Manager to execute the roadway maintenance easements within the proximity of the Lewis Edition 01:13:57
subdivision. 01:14:01
Just a minute before we vote, please do we need to add. 01:14:14
Add to this motion as it relates to finalizing within six months. 01:14:17
And how would that be? 01:14:22
Can we amend the motion? 01:14:23
I think that. 01:14:29
In Troy, unless you disagree, I don't know that you need to amend the motion. It's it's authorizing the manager to execute within 01:14:30
the Lewis Edition subdivision. So that would include. 01:14:34
All of those and I think are we got direction that. 01:14:39
Well, he can immediately sign all of them that are ready today and in the next 6 months if others come in, he'll get them signed. 01:14:42
Otherwise we'll come back. 01:14:46
So legally, I think the motion is fine unless there's anything Troy that you think you need clear direction on. 01:14:50
I think your motion works. Thanks. Thanks for clarifying. OK, we have a motion and we got a second and a second. 01:14:56
Let's vote, please. 01:15:01
Did you hear both those? 01:15:10
Council member Rovi. 01:15:17
How do you vote please? 01:15:19
Thank you. 01:15:22
Passes 60. 01:15:23
Item 4. Consideration and action to approve resolution. 01:15:25
5 for the establishment. 01:15:29
Roadways. 01:15:31
Subdivision. 01:15:33
The Boyle will address this item 2. 01:15:38
Which slide would you like, Steve? 01:16:00
OK, Herschel is saying no on further input. Are there questions? 01:19:32
OK. 01:19:43
Mayor and council, I can chime in on that. 01:19:57
A mayor and council. 01:20:00
So. 01:20:02
You're designating primitive roads that are constructed before. 01:20:03
Night this a certain date in 1990 if they weren't. 01:20:07
Constructed in accordance with county standards. 01:20:10
You can basically. 01:20:13
Declare them as primitive. 01:20:14
And the signs will say it's primitive. 01:20:16
It's not regularly maintained. That doesn't mean the town's not going to do any maintenance. 01:20:18
So what you've heard is? 01:20:22
There's going to be some chip sealing, reworking on the edge. Herschel's going to have a plan to make sure we can. 01:20:24
Keep these roads working. 01:20:29
But. 01:20:32
At this point without. 01:20:32
Significant. 01:20:34
Changes, you know, funding. 01:20:35
The town cannot maintain them. 01:20:38
In a way that would for example, be meeting our. 01:20:41
Maricopa Association of Government Standards today. 01:20:44
So you designate them as primitive because that helps you from a liability standpoint because you're putting the public on notice. 01:20:47
These are primitive roads. It doesn't mean they're not going to get better. It doesn't mean you're not going to have chip sealing 01:20:51
and work on the edging and. 01:20:56
Public Works is going to have to work on a long term maintenance plan so that we can keep. 01:21:00
Vehicles going through. 01:21:05
Police cars fire. 01:21:06
So. 01:21:08
I want to be clear, you're saying they're primitive. They're not going to be at this point risen to a standard of say, your 01:21:08
regular roads. If we were going to build a new road in town today, we don't have the funding or the ability. 01:21:13
But. 01:21:18
You it will. I think the goal you've heard from staff is. 01:21:19
That there will be some. 01:21:22
Basic maintenance to help these stay open and running. Do you have anything to add Herschel? 01:21:23
Yeah, I guess what I would add is. 01:21:28
The primary reason that we want to designated as. 01:21:30
Primitive. 01:21:33
Really doesn't have anything to do with the maintenance of the road itself, but it has to do with the way it's constructed. 01:21:34
You don't have. 01:21:39
Proper sight lines there. The width of the road isn't isn't wide enough. Normally your Rd. would be. 01:21:40
25 I think we'd have a right away. 01:21:44
Right. Because of that, you could potentially have an accident on that roadway. 01:21:47
Oh, this just helps eliminate some. 01:21:52
Due to that. 01:21:55
Yeah. And so and what I will just put into the record too is to be clear what the statute provides is if you designate this as 01:22:01
primitive. 01:22:04
The town isn't liable for damages on the road. 01:22:08
Except intentional injuries. Gross negligence, right the. 01:22:11
The town is certainly still going to work. 01:22:15
To make sure that. 01:22:18
Some of this potholing and certain work happens, but it does protect you against liability. So like you said, if the road is too 01:22:19
narrow, there's not good sight line that in and of itself. 01:22:23
Is not going to be negligence on the part of the town. 01:22:28
Troy, do you have a comment? 01:22:35
A lot of very good information you all just received. 01:22:38
The only thing I would add. 01:22:41
Is that? 01:22:43
