Even though it came up recently, it's been in the works a long time. 00:11:28

There's been many. 00:11:33
Gila County departments involved in. 00:11:35
Generating information. 00:11:38
That would lead us. 00:11:40
To this point. 00:11:41
That would include the assessor's office and community development and. 00:11:43
Health Department emergency services. 00:11:47
And community services so. 00:11:50
Been a lot of people involved, have been a lot of organizations. 00:11:52
That we normally deal with. 00:11:56
CAG is one of those primarily CAG environmental committee. 00:11:58
Took up a project in. 00:12:03

And I'll move back up and say we started our work here. 00:12:07

So we've been at this. 00:12:13

A person who did inspections for home transfers. 00:12:43
As well as a realtor who took it upon themselves who decided. 00:12:48
That they wanted to clean up. 00:12:52
The waters of Christopher Creek based on a seminar. 00:12:54
They had done through the University of Arizona called. 00:12:57
Wastewater, Wastewater. 00:13:00
Stewards, that's the watershed store. Excuse me. 00:13:02
And so they. 00:13:05
They over a few years. 00:13:07
Through as they worked on people who. 00:13:09
We're doing home transfers actually. 00:13:12
Talked about replacing cesspools and old septic systems. 00:13:15
And. 00:13:20
Over time. 00:13:22
That what happened was. 00:13:24
Christopher Creek became delisted. 00:13:27
For nitrogen pollution. 00:13:30
Which was that's an amazing thing. 00:13:33
So that kind of led us to then. 00:13:36
A longer look at or more detailed look at. 00:13:40
What was the situation of? 00:13:44
On site systems. 00:13:47
In Gila County. 00:13:48
And we're a unique place that, you know, in that we don't have much public land. 00:13:49
And we're also we have. 00:13:54
An aged aged infrastructure both in wastewater as well as. 00:13:57
In homes and so. 00:14:02
We have a high concentration of. 00:14:03
I'll say old things. 00:14:07
An old septic system. 00:14:08
And so we're a perfect place to study because we're not. 00:14:10
Bothered by? 00:14:14
To grow that, that covers up. 00:14:15
What the old infrastructure looks like so. 00:14:18
We're a perfect place to have done this and. 00:14:21
So that study. 00:14:23
You know keg picked up that ball. 00:14:25
There was a punishing effort done earlier. 00:14:27
Keg picked up the ball, helped us isolate and isolate but. 00:14:30
Rather identify. 00:14:34
All the homes in Gila County that we could. 00:14:35
Raised on the age of the Septics and the age of. 00:14:38
Building of the homes. 00:14:41
So from that. 00:14:43
The law came a lady by the name of. 00:14:46
Manny took the job as the. 00:14:50
Community liaison for the Apache, Navajo and Gila counties. 00:14:53
And she came one day and asked what had gone on with respect to Gila County. 00:14:58
And and septics and so. 00:15:02
She got all of this information that had been gathered. 00:15:05
And as Manny does, she ran with it. 00:15:09
She took it to back to ADQ. 00:15:13
ADQ started poking into cesspools. They discovered that. 00:15:16
Gosh, there's lots of them around and in the documentation. 00:15:21
That came to you. They say there's between. 00:15:24
I've forgotten the number up to. 00:15:27
35 to 65,000. 00:15:28
I think there's more like 94,000. 00:15:32
In the stage. 00:15:34
In Gila County. 00:15:37
I think we have roughly and back in 2014 when I looked at it. 00:15:39
I think we have about had at that time about 5500 cesspools. 00:15:43
Outside of what's in? 00:15:48
In the Tri-City Sanitary District. 00:15:50
And if I looked at the pollution. 00:15:53
That goes into the ground from those. 00:15:56
Those systems, those cesspools. 00:16:00
It is a little over 1,000,000. 00:16:03
Pounds a year. 00:16:07
Of biologic oxygen demand. 00:16:08
Bad stuff. 00:16:11
Poop in the ground. 00:16:12
That has to be dealt with and that ends up someplace. 00:16:13
It doesn't get digested in the ground, it doesn't get filtered out. 00:16:16
It's end up someplace. 00:16:19
And somebody's going to get to deal with it and. 00:16:21
In our county, that's probably us. 00:16:24
So. 00:16:26
Or our citizens so. 00:16:27
That's the magnitude of the. 00:16:29
Problem that we're starting to deal with today. 00:16:30
And then the old septic system we talked about, we've got another. 00:16:33
Almost 1700 of those. 00:16:36
And those add about 1/4 of £1,000,000. 00:16:39
So it's improved a lot. 00:16:42
By today if you looked at today's. 00:16:44
Rules and us in the. 00:16:47
Systems that comply with today's rules. 00:16:49
The answer would be, in my opinion, 0. 00:16:51
So we have a large. 00:16:54
Issue that. 00:16:57
We as a group, I would like to see I think we need to address our. 00:16:59
On in behalf of our citizens. 00:17:03
So all of this talk leads us to last September. 00:17:05
When in Christopher Creek we had a. 00:17:12
Meeting up. 00:17:15
We were honored. 00:17:17
By the EPA. 00:17:18
Wehela County were honored by the EPA. 00:17:19
And so was ADQ along with WIFA. 00:17:22
And coming with or for coming up with a financing project? 00:17:25
That would allow counties to replace. 00:17:30
Cesspools and aging systems. 00:17:33
And EPA. 00:17:35
Actually, what Manny did through the APA got the EPA. 00:17:37
Region United Administrator Martha Guzman. 00:17:41
You actually come and give a. 00:17:44
A nice present, nice talk to all of us in. 00:17:46
Acknowledge exactly what we had done. 00:17:49
And so. 00:17:51
The purpose of that meeting was to thank all of the various parties that have been involved. 00:17:56
And all the people that have been involved. And so that got done. 00:18:00
Now. 00:18:03
That brings us to today. 00:18:05
So what happened after that meeting? 00:18:07
Was. 00:18:10
The attorney started to look at actually what could be happen. 00:18:12
With the agreements that WIFA had come up with and. 00:18:15
Could the county accept those agreements? 00:18:18
And they went back and forth till the 1st of this year. 00:18:21
And discovered that. 00:18:24
Counties. Well, all but. 00:18:26
Pima County. 00:18:30
Cannot borrow with. 00:18:31
For projects like this. 00:18:33
And so. 00:18:36
All of the things that we had. 00:18:37
Talked about and brought forward. 00:18:39
In Christopher Creek. 00:18:41
Went down the tooth. 00:18:43
Because there's no money. 00:18:44
And somewhere along the first of the year. 00:18:46
Of the Governor Hobbs. 00:18:51
Came up with a little bit of money. 00:18:54
Half, $1,000,000 or so. 00:18:56
And gave that to. 00:18:58
ADQ for. 00:19:00
Remediation of waterways. 00:19:02
In that to correct the public health associated with the waterways. 00:19:05
And at this point in time, I'm going to let Manny talk for just a minute. 00:19:10
Because Manny was instrumental in. 00:19:15
Taking those funds that came to ADQ. 00:19:18
Going to bat on our behalf, I'll say. 00:19:22
To. 00:19:25
Get to us where we are today. 00:19:27
So with that Manny, Manny is now that. 00:19:29
She's gone on, she's moved on. She's now the delegation coordinator for. 00:19:32

This topic and to build on the septic inventory that you all created, I believe there's no such thing as luck. 00:20:04

Galey County was prepared. 00:20:12
When this opportunity of money presented itself and here we are today. 00:20:14
And you, as you all know, big society issues. 00:20:19
I like onions. 00:20:23
Have many layers and so you're peeling back on and on. 00:20:24
So we're just taking layer by layer and addressing the Saskpoo issue. 00:20:27
ADQ has made onsite, which is another term for septics. 00:20:32
Of priority. 00:20:37
And over the next 5 or 6 years, there's going to be. 00:20:39
Lots of things happening. 00:20:41
And this is a pivotal moment in all of that. 00:20:43
Behind the scenes AVQ is working on. 00:20:47
Trying to create a methodology. 00:20:51
Heal the County went ahead and. 00:20:53
Had had helped with an inventory. 00:20:55
Other counties still have records in the basement. 00:20:58
They aren't organized. They don't have a digitized. 00:21:00
So ad he's trying to figure out is there a way that we can create a methodology? 00:21:03
So that other counties can do what Gila County did. 00:21:07
So that we can create a statewide inventory. 00:21:10
So that we have a way. 00:21:13
To tell a better story. 00:21:15

What is? 00:21:18
The impact of septics and or cesspools. 00:21:19
On our groundwater. 00:21:22
And as people move farther and farther out from the metro areas that are moving into rural areas, they're putting in septic 00:21:24
systems or they're buying old homes and improving the homes. 00:21:29
The subjects. So we need to kind of have an awareness of what that inventory looks like. 00:21:34
So that we can also tell the legislature. 00:21:39
We need a program to potentially address these issues. 00:21:42
Hence this little project. 00:21:45
We're grateful that the governor gave us a half, $1,000,000. 00:21:47
To pilot this. 00:21:50
And because Healy County was prepared. 00:21:53
We're here today. 00:21:56
Had notes because I get nervous. 00:22:02
This project will hopefully also demonstrate the needs as Jake mentioned is WIFA created this lovely fund. 00:22:09
Nimble was very nimble in creating a. 00:22:17
New funding product. 00:22:20
That can help address emerging issues. 00:22:22
And then we found out that. 00:22:24
The funding wasn't available to counties. 00:22:27
And so we're hoping that. 00:22:31
By demonstrating the need. 00:22:33
Through this project that. 00:22:36
The Legislature will address that funding mechanism and make it. 00:22:38
Available so that other counties can do this as well. 00:22:42
And ADQ appreciates the strong working relationship that we have with Gila County. 00:22:45
And we look forward to continuing that. 00:22:50
With this project and others. 00:22:52
As we protect waterways. 00:22:54
And Gila County is. 00:22:56
In all the watersheds. 00:22:58
So waterways in Healing County are incredibly important. 00:23:00
And so is the public health. 00:23:03

That the counties. All of us counties. 00:23:31
Get together, Pima, by the way, said. 00:23:34
They're they're going to take some of this. 00:23:37
The money that WIFA has. 00:23:39
And they they couldn't understand why the rest of us couldn't have. 00:23:41
And it's because of laws that were put in place. 00:23:45
Many, many years ago that. 00:23:48
Any count is below a certain population or above a certain. 00:23:51
Population couldn't borrow money from with us. 00:23:54
That simple. 00:23:57
And those laws need to change, and I'm hoping that. 00:23:58
The counties all together can come together and. 00:24:01
And find a way to actually get that laws changed. 00:24:04

So that we can then. 00:24:09
We and all the other counties can step into line and start. 00:24:11
Cleaning up the cesspools and old systems. 00:24:15
Throughout state of Arizona so. 00:24:17

They had done through the University of Arizona called. 00:12:57
Wastewater, Wastewater. 00:13:00
Stewards, that's the watershed store. Excuse me. 00:13:02
And so they. 00:13:05
They over a few years. 00:13:07
Through as they worked on people who. 00:13:09
We're doing home transfers actually. 00:13:12
Talked about replacing cesspools and old septic systems. 00:13:15

Over time. 00:13:22
That what happened was. 00:13:24
Christopher Creek became delisted. 00:13:27
For nitrogen pollution. 00:13:30
Which was that's an amazing thing. 00:13:33
So that kind of led us to then. 00:13:36
A longer look at or more detailed look at. 00:13:40
What was the situation of? 00:13:44
On site systems. 00:13:47
In Gila County. 00:13:48
And we're a unique place that, you know, in that we don't have much public land. 00:13:49
And we're also we have. 00:13:54
An aged aged infrastructure both in wastewater as well as. 00:13:57
In homes and so. 00:14:02
We have a high concentration of. 00:14:03
I'll say old things. 00:14:07
An old septic system. 00:14:08
And so we're a perfect place to study because we're not. 00:14:10
Bothered by? 00:14:14
To grow that, that covers up. 00:14:15
What the old infrastructure looks like so. 00:14:18
We're a perfect place to have done this and. 00:14:21
So that study. 00:14:23
You know keg picked up that ball. 00:14:25
There was a punishing effort done earlier. 00:14:27
Keg picked up the ball, helped us isolate and isolate but. 00:14:30
Rather identify. 00:14:34
All the homes in Gila County that we could. 00:14:35
Raised on the age of the Septics and the age of. 00:14:38
Building of the homes. 00:14:41
So from that. 00:14:43
The law came a lady by the name of. 00:14:46
Manny took the job as the. 00:14:50
Community liaison for the Apache, Navajo and Gila counties. 00:14:53
And she came one day and asked what had gone on with respect to Gila County. 00:14:58
And and septics and so. 00:15:02
She got all of this information that had been gathered. 00:15:05
And as Manny does, she ran with it. 00:15:09
She took it to back to ADQ. 00:15:13
ADQ started poking into cesspools. They discovered that. 00:15:16
Gosh, there's lots of them around and in the documentation. 00:15:21
That came to you. They say there's between. 00:15:24
I've forgotten the number up to. 00:15:27
35 to 65,000. 00:15:28
I think there's more like 94,000. 00:15:32
In the stage. 00:15:34
In Gila County. 00:15:37
I think we have roughly and back in 2014 when I looked at it. 00:15:39
I think we have about had at that time about 5500 cesspools. 00:15:43
Outside of what's in? 00:15:48
In the Tri-City Sanitary District. 00:15:50
And if I looked at the pollution. 00:15:53
That goes into the ground from those. 00:15:56
Those systems, those cesspools. 00:16:00
It is a little over 1,000,000. 00:16:03
Pounds a year. 00:16:07
Of biologic oxygen demand. 00:16:08
Bad stuff. 00:16:11
Poop in the ground. 00:16:12
That has to be dealt with and that ends up someplace. 00:16:13
It doesn't get digested in the ground, it doesn't get filtered out. 00:16:16
It's end up someplace. 00:16:19
And somebody's going to get to deal with it and. 00:16:21
In our county, that's probably us. 00:16:24
So. 00:16:26
Or our citizens so. 00:16:27
That's the magnitude of the. 00:16:29
Problem that we're starting to deal with today. 00:16:30
And then the old septic system we talked about, we've got another. 00:16:33
Almost 1700 of those. 00:16:36
And those add about 1/4 of £1,000,000. 00:16:39
So it's improved a lot. 00:16:42
By today if you looked at today's. 00:16:44
Rules and us in the. 00:16:47
Systems that comply with today's rules. 00:16:49
The answer would be, in my opinion, 0. 00:16:51
So we have a large. 00:16:54
Issue that. 00:16:57
We as a group, I would like to see I think we need to address our. 00:16:59
On in behalf of our citizens. 00:17:03
So all of this talk leads us to last September. 00:17:05
When in Christopher Creek we had a. 00:17:12
Meeting up. 00:17:15
We were honored. 00:17:17
By the EPA. 00:17:18
Wehela County were honored by the EPA. 00:17:19
And so was ADQ along with WIFA. 00:17:22
And coming with or for coming up with a financing project? 00:17:25
That would allow counties to replace. 00:17:30
Cesspools and aging systems. 00:17:33
And EPA. 00:17:35
Actually, what Manny did through the APA got the EPA. 00:17:37
Region United Administrator Martha Guzman. 00:17:41
You actually come and give a. 00:17:44
A nice present, nice talk to all of us in. 00:17:46
Acknowledge exactly what we had done. 00:17:49
And so. 00:17:51
The purpose of that meeting was to thank all of the various parties that have been involved. 00:17:56
And all the people that have been involved. And so that got done. 00:18:00
Now. 00:18:03
That brings us to today. 00:18:05
So what happened after that meeting? 00:18:07
Was. 00:18:10
The attorney started to look at actually what could be happen. 00:18:12
With the agreements that WIFA had come up with and. 00:18:15
Could the county accept those agreements? 00:18:18
And they went back and forth till the 1st of this year. 00:18:21
And discovered that. 00:18:24
Counties. Well, all but. 00:18:26
Pima County. 00:18:30
Cannot borrow with. 00:18:31
For projects like this. 00:18:33
And so. 00:18:36
All of the things that we had. 00:18:37
Talked about and brought forward. 00:18:39
In Christopher Creek. 00:18:41
Went down the tooth. 00:18:43
Because there's no money. 00:18:44
And somewhere along the first of the year. 00:18:46
Of the Governor Hobbs. 00:18:51
Came up with a little bit of money. 00:18:54
Half, $1,000,000 or so. 00:18:56
And gave that to. 00:18:58
ADQ for. 00:19:00
Remediation of waterways. 00:19:02
In that to correct the public health associated with the waterways. 00:19:05
And at this point in time, I'm going to let Manny talk for just a minute. 00:19:10
Because Manny was instrumental in. 00:19:15
Taking those funds that came to ADQ. 00:19:18
Going to bat on our behalf, I'll say. 00:19:22

ADQ has made onsite, which is another term for septics. 00:20:32

And over the next 5 or 6 years, there's going to be. 00:20:39
Lots of things happening. 00:20:41
And this is a pivotal moment in all of that. 00:20:43
Behind the scenes AVQ is working on. 00:20:47
Trying to create a methodology. 00:20:51
Heal the County went ahead and. 00:20:53
Had had helped with an inventory. 00:20:55
Other counties still have records in the basement. 00:20:58
They aren't organized. They don't have a digitized. 00:21:00
So ad he's trying to figure out is there a way that we can create a methodology? 00:21:03
So that other counties can do what Gila County did. 00:21:07
So that we can create a statewide inventory. 00:21:10
So that we have a way. 00:21:13
To tell a better story. 00:21:15

The impact of septics and or cesspools. 00:21:19
On our groundwater. 00:21:22
And as people move farther and farther out from the metro areas that are moving into rural areas, they're putting in septic 00:21:24
systems or they're buying old homes and improving the homes. 00:21:29
The subjects. So we need to kind of have an awareness of what that inventory looks like. 00:21:34
So that we can also tell the legislature. 00:21:39
We need a program to potentially address these issues. 00:21:42
Hence this little project. 00:21:45
We're grateful that the governor gave us a half, $1,000,000. 00:21:47
To pilot this. 00:21:50
And because Healy County was prepared. 00:21:53

This project will hopefully also demonstrate the needs as Jake mentioned is WIFA created this lovely fund. 00:22:09

The funding wasn't available to counties. 00:22:27
And so we're hoping that. 00:22:31
By demonstrating the need. 00:22:33
Through this project that. 00:22:36
The Legislature will address that funding mechanism and make it. 00:22:38
Available so that other counties can do this as well. 00:22:42
And ADQ appreciates the strong working relationship that we have with Gila County. 00:22:45

As we protect waterways. 00:22:54
And Gila County is. 00:22:56
In all the watersheds. 00:22:58
So waterways in Healing County are incredibly important. 00:23:00

And it's because of laws that were put in place. 00:23:45

Population couldn't borrow money from with us. 00:23:54

And those laws need to change, and I'm hoping that. 00:23:58
The counties all together can come together and. 00:24:01
And find a way to actually get that laws changed. 00:24:04

It's it's for the wheat fields area selected this waterway. Yes. And it wasn't us that that did it. It was a DEQ that selected the 00:26:32

And part of the reason for that is the intention is, is hopefully we can show that by doing a project like this, we're going to 00:26:44
see some improvement in that waterway. 00:26:48
