| 2025 through September 30. | 00:11:05 | |
| 2026. | 00:11:07 | |
| For the replacement of cesspools along the. | 00:11:08 | |
| Aired Pinal Creek Waterway. Good Morning Jake. | 00:11:11 | |
| Well, good morning, Mr. Chairman, Supervisors. | 00:11:15 | |
| I'm happy to be here today. I'm. | 00:11:19 | |
| Honored and. | 00:11:21 | |
| And. | 00:11:22 | |
| Very grateful. | 00:11:24 | |
| This project. | 00:11:25 | |
| Even though it came up recently, it's been in the works a long time. | 00:11:28 | |
| And started. | 00:11:31 | |
| There's been many. | 00:11:33 | |
| Gila County departments involved in. | 00:11:35 | |
| Generating information. | 00:11:38 | |
| That would lead us. | 00:11:40 | |
| To this point. | 00:11:41 | |
| That would include the assessor's office and community development and. | 00:11:43 | |
| Health Department emergency services. | 00:11:47 | |
| And community services so. | 00:11:50 | |
| Been a lot of people involved, have been a lot of organizations. | 00:11:52 | |
| That we normally deal with. | 00:11:56 | |
| CAG is one of those primarily CAG environmental committee. | 00:11:58 | |
| Took up a project in. | 00:12:03 | |
| 2018. | 00:12:05 | |
| And I'll move back up and say we started our work here. | 00:12:07 | |
| Probably around. | 00:12:10 | |
| 2012. | 00:12:12 | |
| So we've been at this. | 00:12:13 | |
| 12/13/14 years now. | 00:12:15 | |
| Gathering information that would provide the background. | 00:12:17 | |
| For what we're about to. | 00:12:21 | |
| Embark upon. | 00:12:23 | |
| So. | 00:12:24 | |
| As I said, I'm really tickled to. | 00:12:26 | |
| Have lived long enough to see this. | 00:12:28 | |
| Say so I'd say that. I want to also mention that. | 00:12:30 | |
| On the way to this. | 00:12:37 | |
| Do this event. | 00:12:38 | |
| There were two people in the Christopher Creek area A. | 00:12:40 | |
| A person who did inspections for home transfers. | 00:12:43 | |
| As well as a realtor who took it upon themselves who decided. | 00:12:48 | |
| That they wanted to clean up. | 00:12:52 | |
| The waters of Christopher Creek based on a seminar. | 00:12:54 | |
| They had done through the University of Arizona called. | 00:12:57 | |
| Wastewater, Wastewater. | 00:13:00 | |
| Stewards, that's the watershed store. Excuse me. | 00:13:02 | |
| And so they. | 00:13:05 | |
| They over a few years. | 00:13:07 | |
| Through as they worked on people who. | 00:13:09 | |
| We're doing home transfers actually. | 00:13:12 | |
| Talked about replacing cesspools and old septic systems. | 00:13:15 | |
| And. | 00:13:20 | |
| Over time. | 00:13:22 | |
| That what happened was. | 00:13:24 | |
| Christopher Creek became delisted. | 00:13:27 | |
| For nitrogen pollution. | 00:13:30 | |
| Which was that's an amazing thing. | 00:13:33 | |
| So that kind of led us to then. | 00:13:36 | |
| A longer look at or more detailed look at. | 00:13:40 | |
| What was the situation of? | 00:13:44 | |
| On site systems. | 00:13:47 | |
| In Gila County. | 00:13:48 | |
| And we're a unique place that, you know, in that we don't have much public land. | 00:13:49 | |
| And we're also we have. | 00:13:54 | |
| An aged aged infrastructure both in wastewater as well as. | 00:13:57 | |
| In homes and so. | 00:14:02 | |
| We have a high concentration of. | 00:14:03 | |
| I'll say old things. | 00:14:07 | |
| An old septic system. | 00:14:08 | |
| And so we're a perfect place to study because we're not. | 00:14:10 | |
| Bothered by? | 00:14:14 | |
| To grow that, that covers up. | 00:14:15 | |
| What the old infrastructure looks like so. | 00:14:18 | |
| We're a perfect place to have done this and. | 00:14:21 | |
| So that study. | 00:14:23 | |
| You know keg picked up that ball. | 00:14:25 | |
| There was a punishing effort done earlier. | 00:14:27 | |
| Keg picked up the ball, helped us isolate and isolate but. | 00:14:30 | |
| Rather identify. | 00:14:34 | |
| All the homes in Gila County that we could. | 00:14:35 | |
| Raised on the age of the Septics and the age of. | 00:14:38 | |
| Building of the homes. | 00:14:41 | |
| So from that. | 00:14:43 | |
| The law came a lady by the name of. | 00:14:46 | |
| Manny took the job as the. | 00:14:50 | |
| Community liaison for the Apache, Navajo and Gila counties. | 00:14:53 | |
| And she came one day and asked what had gone on with respect to Gila County. | 00:14:58 | |
| And and septics and so. | 00:15:02 | |
| She got all of this information that had been gathered. | 00:15:05 | |
| And as Manny does, she ran with it. | 00:15:09 | |
| She took it to back to ADQ. | 00:15:13 | |
| ADQ started poking into cesspools. They discovered that. | 00:15:16 | |
| Gosh, there's lots of them around and in the documentation. | 00:15:21 | |
| That came to you. They say there's between. | 00:15:24 | |
| I've forgotten the number up to. | 00:15:27 | |
| 35 to 65,000. | 00:15:28 | |
| I think there's more like 94,000. | 00:15:32 | |
| In the stage. | 00:15:34 | |
| In Gila County. | 00:15:37 | |
| I think we have roughly and back in 2014 when I looked at it. | 00:15:39 | |
| I think we have about had at that time about 5500 cesspools. | 00:15:43 | |
| Outside of what's in? | 00:15:48 | |
| In the Tri-City Sanitary District. | 00:15:50 | |
| And if I looked at the pollution. | 00:15:53 | |
| That goes into the ground from those. | 00:15:56 | |
| Those systems, those cesspools. | 00:16:00 | |
| It is a little over 1,000,000. | 00:16:03 | |
| Pounds a year. | 00:16:07 | |
| Of biologic oxygen demand. | 00:16:08 | |
| Bad stuff. | 00:16:11 | |
| Poop in the ground. | 00:16:12 | |
| That has to be dealt with and that ends up someplace. | 00:16:13 | |
| It doesn't get digested in the ground, it doesn't get filtered out. | 00:16:16 | |
| It's end up someplace. | 00:16:19 | |
| And somebody's going to get to deal with it and. | 00:16:21 | |
| In our county, that's probably us. | 00:16:24 | |
| So. | 00:16:26 | |
| Or our citizens so. | 00:16:27 | |
| That's the magnitude of the. | 00:16:29 | |
| Problem that we're starting to deal with today. | 00:16:30 | |
| And then the old septic system we talked about, we've got another. | 00:16:33 | |
| Almost 1700 of those. | 00:16:36 | |
| And those add about 1/4 of £1,000,000. | 00:16:39 | |
| So it's improved a lot. | 00:16:42 | |
| By today if you looked at today's. | 00:16:44 | |
| Rules and us in the. | 00:16:47 | |
| Systems that comply with today's rules. | 00:16:49 | |
| The answer would be, in my opinion, 0. | 00:16:51 | |
| So we have a large. | 00:16:54 | |
| Issue that. | 00:16:57 | |
| We as a group, I would like to see I think we need to address our. | 00:16:59 | |
| On in behalf of our citizens. | 00:17:03 | |
| So all of this talk leads us to last September. | 00:17:05 | |
| When in Christopher Creek we had a. | 00:17:12 | |
| Meeting up. | 00:17:15 | |
| We were honored. | 00:17:17 | |
| By the EPA. | 00:17:18 | |
| Wehela County were honored by the EPA. | 00:17:19 | |
| And so was ADQ along with WIFA. | 00:17:22 | |
| And coming with or for coming up with a financing project? | 00:17:25 | |
| That would allow counties to replace. | 00:17:30 | |
| Cesspools and aging systems. | 00:17:33 | |
| And EPA. | 00:17:35 | |
| Actually, what Manny did through the APA got the EPA. | 00:17:37 | |
| Region United Administrator Martha Guzman. | 00:17:41 | |
| You actually come and give a. | 00:17:44 | |
| A nice present, nice talk to all of us in. | 00:17:46 | |
| Acknowledge exactly what we had done. | 00:17:49 | |
| And so. | 00:17:51 | |
| The purpose of that meeting was to thank all of the various parties that have been involved. | 00:17:56 | |
| And all the people that have been involved. And so that got done. | 00:18:00 | |
| Now. | 00:18:03 | |
| That brings us to today. | 00:18:05 | |
| So what happened after that meeting? | 00:18:07 | |
| Was. | 00:18:10 | |
| The attorney started to look at actually what could be happen. | 00:18:12 | |
| With the agreements that WIFA had come up with and. | 00:18:15 | |
| Could the county accept those agreements? | 00:18:18 | |
| And they went back and forth till the 1st of this year. | 00:18:21 | |
| And discovered that. | 00:18:24 | |
| Counties. Well, all but. | 00:18:26 | |
| Pima County. | 00:18:30 | |
| Cannot borrow with. | 00:18:31 | |
| For projects like this. | 00:18:33 | |
| And so. | 00:18:36 | |
| All of the things that we had. | 00:18:37 | |
| Talked about and brought forward. | 00:18:39 | |
| In Christopher Creek. | 00:18:41 | |
| Went down the tooth. | 00:18:43 | |
| Because there's no money. | 00:18:44 | |
| And somewhere along the first of the year. | 00:18:46 | |
| Of the Governor Hobbs. | 00:18:51 | |
| Came up with a little bit of money. | 00:18:54 | |
| Half, $1,000,000 or so. | 00:18:56 | |
| And gave that to. | 00:18:58 | |
| ADQ for. | 00:19:00 | |
| Remediation of waterways. | 00:19:02 | |
| In that to correct the public health associated with the waterways. | 00:19:05 | |
| And at this point in time, I'm going to let Manny talk for just a minute. | 00:19:10 | |
| Because Manny was instrumental in. | 00:19:15 | |
| Taking those funds that came to ADQ. | 00:19:18 | |
| Going to bat on our behalf, I'll say. | 00:19:22 | |
| To. | 00:19:25 | |
| Get to us where we are today. | 00:19:27 | |
| So with that Manny, Manny is now that. | 00:19:29 | |
| She's gone on, she's moved on. She's now the delegation coordinator for. | 00:19:32 | |
| ADQ response. | 00:19:36 | |
| Thank you, Jake. I'm Annie. Good morning. | 00:19:37 | |
| You all know me, I'm Annie Bowler. | 00:19:42 | |
| I'm with ADEFU on the delegation agreement liaison. | 00:19:44 | |
| Water took me in January and said you're no longer community liaison. We need you over in Groundwater helping. | 00:19:48 | |
| The septic issues. So here I am. | 00:19:54 | |
| I'm honored to be here today. | 00:19:56 | |
| It's been a privilege to work with. | 00:19:58 | |
| Healer County over the last four years to. | 00:20:00 | |
| Address. | 00:20:03 | |
| This topic and to build on the septic inventory that you all created, I believe there's no such thing as luck. | 00:20:04 | |
| I believe that. | 00:20:11 | |
| Galey County was prepared. | 00:20:12 | |
| When this opportunity of money presented itself and here we are today. | 00:20:14 | |
| And you, as you all know, big society issues. | 00:20:19 | |
| I like onions. | 00:20:23 | |
| Have many layers and so you're peeling back on and on. | 00:20:24 | |
| So we're just taking layer by layer and addressing the Saskpoo issue. | 00:20:27 | |
| ADQ has made onsite, which is another term for septics. | 00:20:32 | |
| Of priority. | 00:20:37 | |
| And over the next 5 or 6 years, there's going to be. | 00:20:39 | |
| Lots of things happening. | 00:20:41 | |
| And this is a pivotal moment in all of that. | 00:20:43 | |
| Behind the scenes AVQ is working on. | 00:20:47 | |
| Trying to create a methodology. | 00:20:51 | |
| Heal the County went ahead and. | 00:20:53 | |
| Had had helped with an inventory. | 00:20:55 | |
| Other counties still have records in the basement. | 00:20:58 | |
| They aren't organized. They don't have a digitized. | 00:21:00 | |
| So ad he's trying to figure out is there a way that we can create a methodology? | 00:21:03 | |
| So that other counties can do what Gila County did. | 00:21:07 | |
| So that we can create a statewide inventory. | 00:21:10 | |
| So that we have a way. | 00:21:13 | |
| To tell a better story. | 00:21:15 | |
| Right. What is? | 00:21:17 | |
| What is? | 00:21:18 | |
| The impact of septics and or cesspools. | 00:21:19 | |
| On our groundwater. | 00:21:22 | |
| And as people move farther and farther out from the metro areas that are moving into rural areas, they're putting in septic | 00:21:24 | |
| systems or they're buying old homes and improving the homes. | 00:21:29 | |
| The subjects. So we need to kind of have an awareness of what that inventory looks like. | 00:21:34 | |
| So that we can also tell the legislature. | 00:21:39 | |
| We need a program to potentially address these issues. | 00:21:42 | |
| Hence this little project. | 00:21:45 | |
| We're grateful that the governor gave us a half, $1,000,000. | 00:21:47 | |
| To pilot this. | 00:21:50 | |
| And because Healy County was prepared. | 00:21:53 | |
| We're here today. | 00:21:56 | |
| Had notes because I get nervous. | 00:22:02 | |
| This project will hopefully also demonstrate the needs as Jake mentioned is WIFA created this lovely fund. | 00:22:09 | |
| Nimble was very nimble in creating a. | 00:22:17 | |
| New funding product. | 00:22:20 | |
| That can help address emerging issues. | 00:22:22 | |
| And then we found out that. | 00:22:24 | |
| The funding wasn't available to counties. | 00:22:27 | |
| And so we're hoping that. | 00:22:31 | |
| By demonstrating the need. | 00:22:33 | |
| Through this project that. | 00:22:36 | |
| The Legislature will address that funding mechanism and make it. | 00:22:38 | |
| Available so that other counties can do this as well. | 00:22:42 | |
| And ADQ appreciates the strong working relationship that we have with Gila County. | 00:22:45 | |
| And we look forward to continuing that. | 00:22:50 | |
| With this project and others. | 00:22:52 | |
| As we protect waterways. | 00:22:54 | |
| And Gila County is. | 00:22:56 | |
| In all the watersheds. | 00:22:58 | |
| So waterways in Healing County are incredibly important. | 00:23:00 | |
| And so is the public health. | 00:23:03 | |
| Do you have anything else, Jake? | 00:23:06 | |
| Well, yes. | 00:23:07 | |
| Of course. | 00:23:10 | |
| Not off when I get to. | 00:23:11 | |
| So what I wanted to say is this the? | 00:23:12 | |
| We have a big job ahead of us and. | 00:23:15 | |
| One of the things that is crucial to this happening. | 00:23:19 | |
| To us dealing with the problem that we have. | 00:23:23 | |
| Is for the law to change. | 00:23:26 | |
| And I'm hoping. | 00:23:29 | |
| That the counties. All of us counties. | 00:23:31 | |
| Get together, Pima, by the way, said. | 00:23:34 | |
| They're they're going to take some of this. | 00:23:37 | |
| The money that WIFA has. | 00:23:39 | |
| And they they couldn't understand why the rest of us couldn't have. | 00:23:41 | |
| And it's because of laws that were put in place. | 00:23:45 | |
| Many, many years ago that. | 00:23:48 | |
| Any count is below a certain population or above a certain. | 00:23:51 | |
| Population couldn't borrow money from with us. | 00:23:54 | |
| That simple. | 00:23:57 | |
| And those laws need to change, and I'm hoping that. | 00:23:58 | |
| The counties all together can come together and. | 00:24:01 | |
| And find a way to actually get that laws changed. | 00:24:04 | |
| In the next session. | 00:24:08 | |
| So that we can then. | 00:24:09 | |
| We and all the other counties can step into line and start. | 00:24:11 | |
| Cleaning up the cesspools and old systems. | 00:24:15 | |
| Throughout state of Arizona so. | 00:24:17 | |
| And I'd appreciate your help in. | 00:24:21 | |
| In working on that from from my. | 00:24:23 | |
| My plea to you would be. | 00:24:26 | |
| Please step in and help us out here. | 00:24:28 | |
| And I want to also say this that I want to remind again. | 00:24:31 | |
| That these funds that are coming. | 00:24:36 | |
| Because therefore a. | 00:24:39 | |
| The clean up aid. | 00:24:42 | |
| Public water. | 00:24:44 | |
| Waterway of the United States. | 00:24:46 | |
| To clean that up from human. | 00:24:47 | |
| Pollution, uh. | 00:24:49 | |
| That the funds that those projects that are selected. | 00:24:50 | |
| The monies will go to them tax free. | 00:24:54 | |
| There will be no tax implications. | 00:24:58 | |
| To this SO. | 00:25:00 | |
| It's a It's a good. This is. | 00:25:02 | |
| Really gracious. | 00:25:06 | |
| That is being brought forward for us to consider to predict in the future. | 00:25:09 | |
| So with that, I'll take any questions if you have any. | 00:25:13 | |
| Thank you, Jake. | 00:25:16 | |
| Supervisor Humphrey. | 00:25:17 | |
| Well, I've got questions and comments. Umm. | 00:25:20 | |
| Anyway, you've said multiple times. | 00:25:23 | |
| Borrow money from WIFA. | 00:25:26 | |
| Yes. So this is a loan. | 00:25:27 | |
| Yes, it is to be paid back. | 00:25:30 | |
| How Here's. | 00:25:32 | |
| Well, let me just share. | 00:25:35 | |
| So the original loan when EPA came down was going to be 100% forgivable loan program because we can't do that. | 00:25:37 | |
| Many and 80 who are working with I believe it's. | 00:25:45 | |
| ARPA funding that's expiring, so this one is not alone. | 00:25:48 | |
| This is literally just 500,000. There's many honest wastewater systems as we can fit. | 00:25:51 | |
| And then there were there's no repayments or anything on. | 00:25:56 | |
| The funny is just a way to improve that water. | 00:25:59 | |
| OK. Yeah, good. Thank you. Yeah, because you mentioned it a couple times. So I just, I just wanted to clear that up. | 00:26:02 | |
| I think in the future that it is. | 00:26:08 | |
| And and also. | 00:26:11 | |
| For the people that are out there the the Pinal Creek Waterway is a wheat fields area. | 00:26:14 | |
| Correct, this is not. | 00:26:18 | |
| A county wide deal. This is a particular watershed that's pretty much in the wheat fields area. | 00:26:20 | |
| So if you live other than that. | 00:26:26 | |
| Right now. | 00:26:29 | |
| We can't help you. | 00:26:30 | |
| It's it's for the wheat fields area selected this waterway. Yes. And it wasn't us that that did it. It was a DEQ that selected the | 00:26:32 | |
| waterway. | 00:26:36 | |
| For this funding to be spent. | 00:26:42 | |
| And part of the reason for that is the intention is, is hopefully we can show that by doing a project like this, we're going to | 00:26:44 | |
| see some improvement in that waterway. | 00:26:48 | |
| That would help a future problem. | 00:26:52 | |
| Oh yeah, no, we want to make sure we're specifically targeting a small area. | 00:26:54 | |
| Right. And and so, yeah, so anyway, I I also wanted to get that out there, so. | 00:26:57 | |
| I don't we don't get a lot of calls and say. | 00:27:02 | |
| Hey, you know before that. | 00:27:04 | |
| 500,000 runs out, you know. Will you take care of mine? | 00:27:06 | |
| But because that that's only a particular area in a watershed. | 00:27:10 | |
| At this point in time, but. | 00:27:13 | |
| But we're hoping for progress. | 00:27:15 | |
| Yes, and and so anyway. | 00:27:17 | |
| You know, I want to thank everybody for all their interest in Hila County and. | 00:27:19 | |
| Helping us with our wastewater. | 00:27:23 | |
| Situations and I think the reason. | 00:27:26 | |
| A lot of Hulu County was prepared for some of this information needed. | 00:27:28 | |
| It's because of all the work with with Tri-City Sanitation project. | 00:27:33 | |
| Who has done an awful lot of work and spent a lot of money? | 00:27:37 | |
| In collecting that information. | 00:27:40 | |
| So that we could be more ready. | 00:27:43 | |
| To go forward and not. | 00:27:46 | |
| Continue to pollute our water sources. | 00:27:49 | |
| And and to help. | 00:27:52 | |
| With our infrastructure. | 00:27:53 | |
| And so I thank you all for helping. | 00:27:55 | |
| That project as well as this project, because they're all kind of lumped into one so. | 00:27:57 | |
| I I just, I can't say enough about. | 00:28:04 | |
| How much I appreciate all the work that's being done. | 00:28:07 | |
| For cleaning up the cesspools and for helping. | 00:28:10 | |
| Tri-City, go forward. | 00:28:14 | |
| With their project for. | 00:28:15 | |
| For infrastructure and and to also help. | 00:28:17 | |
| This waterway so. | 00:28:20 | |
| Thank you very much. Thank you. | 00:28:22 | |
| Thank you, Professor Klein. | 00:28:23 | |
| Thank you, Mr. Chair. | 00:28:27 | |
| Jake, you guys, thank you, Manny. | 00:28:28 | |
| Thank you, really appreciate it. | 00:28:30 | |
| Yeah, Jake, I would have one. | 00:28:31 | |
| Question. | 00:28:33 | |
| You know when we're talking about these waterways like. | 00:28:35 | |
| Now Creek and right there and wheat fields area. | 00:28:38 | |
| So much of that area is in floodplain. | 00:28:41 | |
| So when we. | 00:28:44 | |
| Tie in there to to fix some of these cesspools and things like that. | 00:28:44 | |
| Are they going to have to be the more advanced systems like your aerobic systems instead of your? | 00:28:49 | |
| Conventional systems. | 00:28:54 | |
| The answer is yes. | 00:28:56 | |
| Yeah, and. | 00:29:00 | |
| When you say they the. | 00:29:01 | |
| The uh. | 00:29:03 | |
| Funds will have to. | 00:29:04 | |
| In order to utilize the funds on those properties. | 00:29:06 | |
| You'll have to have a. | 00:29:09 | |
| System that meets the criteria. | 00:29:10 | |
| That look. | 00:29:13 | |
| Floodplain ordinance of Gila County. | 00:29:14 | |
| Spells out. | 00:29:16 | |
| 4 Septic systems in the floodway. | 00:29:18 | |
| Yeah, OK. | 00:29:20 | |
| So that is floodway. | 00:29:22 | |
| So yes, it's. | 00:29:23 | |
| That it's a double whammy in there. | 00:29:25 | |
| Right. | 00:29:28 | |
| But still we should get. | 00:29:29 | |
| Quite a few of them done so. | 00:29:31 | |
| We're going to get quite a few of them done, would get. | 00:29:32 | |
| Quite a few more if it wasn't a floodway. | 00:29:35 | |
| Yeah, right. | 00:29:38 | |
| That's that's the way life goes, you know. | 00:29:39 | |
| Thank you, Jake. | 00:29:42 | |
| Thanks for all your work. | 00:29:43 | |
| Thank you again man. | 00:29:44 | |
| You bet. | 00:29:46 | |
| Yeah. Thank you. | 00:29:47 | |
| Jake and Manny. | 00:29:49 | |
| For taking such a deep dive into this. | 00:29:50 | |
| It takes a lot of courage to dive in deep on this one. | 00:29:53 | |
| We'll look at it this way. | 00:29:59 | |
| There's Yeah, Dive in Deep is exactly right. | 00:30:00 | |
| Takes a lot of courage and not many people even think about. | 00:30:03 | |
| Yeah. | 00:30:06 | |
| Well, what's funny is they've been outlawed for so long, yet we're still dealing with them. So only since 1976. | 00:30:08 | |
| Yeah, yeah. | 00:30:14 | |
| It's not that long, right? | 00:30:15 | |
| Anyway, thank you. Thank you for all of that. Let me say one other thing. | 00:30:18 | |
| Sure. | 00:30:22 | |
| And you? | 00:30:24 | |
| So here's the deal when I was a kid. | 00:30:26 | |
| I have kind of put in perspective. | 00:30:29 | |
| What this means? | 00:30:31 | |
| So I grew up in Wheatland, WY. | 00:30:33 | |
| And it was a, well, it's a little town. It was 300 people. | 00:30:35 | |
| Time. | 00:30:40 | |
| And if you want to use the telephone, you pick it up and. | 00:30:41 | |
| And the operator would say number please. | 00:30:45 | |
| And so you'd say your number and my home number was 587. | 00:30:49 | |
| My dad had a grocery store and it was 7. | 00:30:53 | |
| 7070. | 00:30:55 | |
| And the lumber number was lumber #9. | 00:30:57 | |
| So you just say those things and there were party lines and it was all kinds of fun. | 00:31:01 | |
| So along came technology and. | 00:31:06 | |
| You know, you get dial phones pretty soon and then. | 00:31:09 | |
| You started to get touch tone phones, but our town. | 00:31:12 | |
| Went straight from. | 00:31:15 | |
| Number please. | 00:31:18 | |
| To touch tone. | 00:31:19 | |
| Now, the significance of what we're doing today. | 00:31:22 | |
| Is exactly that. | 00:31:25 | |
| We're going from cesspools. | 00:31:27 | |
| Who create huge, huge amounts of. | 00:31:30 | |
| Of pollution. | 00:31:33 | |
| And old septics that do the same. | 00:31:34 | |
| Two, no pollution. | 00:31:37 | |
| From way from the beginning. | 00:31:41 | |
| To no pollution. | 00:31:44 | |
| And so. | 00:31:46 | |
| I you know that that struck me as a. | 00:31:47 | |
| A change that maybe you all. | 00:31:51 | |
| Could relate to. | 00:31:53 | |
| Because I can tell you that when. | 00:31:54 | |
| The guys I went to college who went to Cleveland. | 00:31:56 | |
| You know, they just got a big kick out of picking up the phone and. | 00:31:59 | |
| And hearing number please. | 00:32:02 | |
| So I want you to remember, as we think about cesspools, that. | 00:32:04 | |
| Will no longer have to have the operator ask the school we want to call. | 00:32:09 | |
| And then have the opportunity. Well, they're not. | 00:32:12 | |
| You could call such and such because they're over there. | 00:32:15 | |
| All right. | 00:32:18 | |
| Thank you for everything. | 00:32:20 | |
| OK, thank you for that. And so with that I'll. | 00:32:21 | |
| Yes, yes, Sir. | 00:32:24 | |
| I just want to say hats off to the team, hats off to Joe Algo. With this being a pilot program for the state of Arizona, it did | 00:32:25 | |
| take a lot of work. | 00:32:29 | |
| On behalf of. | 00:32:34 | |
| Hula County. | 00:32:35 | |
| Joe Abel did want to hit a point home. | 00:32:36 | |
| Jake did mention the fact that this is non taxable to the property owners. | 00:32:39 | |
| But I did want to go ahead and read a recital out of. | 00:32:44 | |
| The resolution. | 00:32:48 | |
| To further the Board's public purpose, it is the intent of this resolution that participating private property owners. | 00:32:50 | |
| Shall not be subject to the negative federal income tax consequences because of their participation. | 00:32:56 | |
| In this cost sharing program established solely for. | 00:33:02 | |
| Conserving soil and water resources or protecting and restoring the environment. | 00:33:05 | |
| That basically means that. | 00:33:11 | |
| You know, because they're hooking up to the system, their property value will increase. | 00:33:13 | |
| They are not going to be subject to a tax increase. | 00:33:17 | |
| Thank you. | 00:33:21 | |
| OK. Thank you. | 00:33:22 | |
| So if there's nothing else, I'll call for a motion. | 00:33:23 | |
| Mr. Chair, I'll make the motion to adopt resolution #25 dash. | 00:33:26 | |
| 07-01. | 00:33:31 | |
| Mr. Chair, I will. | 00:33:34 | |
| OK, motion and a second to approve. Those in favor say aye aye. | 00:33:35 | |
| I thank you guys. | 00:33:39 | |
| You got it. | 00:33:41 | |
| All right, item 4B is my item. It's information discussion action. | 00:33:42 | |
| The proven economic development agreement. | 00:33:46 | |
| And that's the number 2026. | 00:33:49 | |
| 0000004. | 00:33:51 | |
| OK between Hewitt County and the Payson Book Festival and the amount of $1000 to support the 10th annual. | 00:33:57 | |
| Hasten Book Festival, which the Board is determined to be for the benefit of the public. | 00:34:02 | |
| With us today, we have Connie Cockrell. She's part of that organization. The book festival is something I have supported through | 00:34:06 | |
| my constituent funds. | 00:34:10 | |
| For the last few years. And so this is what that is. | 00:34:14 | |
| Honey, can you tell us briefly? | 00:34:18 | |
| What? What the book fair? | 00:34:21 | |
| The book festival is. | 00:34:24 | |
| And how it impacts? | 00:34:26 | |
| In a positive way. | 00:34:28 | |
| Certainly. Thank you. | 00:34:31 | |
| What happened to today? | 00:34:32 | |
| The flexible. | 00:34:34 | |
| We started playing the book festival in 2014. | 00:34:37 | |
| And supervisor Tom Martin. | 00:34:41 | |
| Back in the day, of course. | 00:34:44 | |
| Joining us in helping us. | 00:34:47 | |
| In depth that people planned and off the ground with. | 00:34:48 | |
| This baby grant. | 00:34:52 | |
| So you had to skip the year, of course for COVID, but. | 00:34:53 | |
| Then we pick it right back up in 2021, so. | 00:34:58 | |
| Basically what we're trying to do is. | 00:35:02 | |
| The support authors. | 00:35:06 | |
| Local authors. | 00:35:09 | |
| Arizona Office. | 00:35:10 | |
| And to support our. | 00:35:11 | |
| Education. | 00:35:14 | |
| In the area through. | 00:35:16 | |
| On reading for kids. | 00:35:18 | |
| The literacy rate in. | 00:35:21 | |
| And literature comprehension rate in New York County is pretty well. | 00:35:23 | |
| And actually pretty low all the costs in the phone myself. | 00:35:28 | |
| These kind of work platform. | 00:35:32 | |
| Where we have the authors actually in the rooms on their books. | 00:35:33 | |
| Talking to people who bring their children in or adults who. | 00:35:37 | |
| Really had a particular kind of book that actually read. | 00:35:42 | |
| That interaction with the author? Really. | 00:35:47 | |
| Gets people excited about. | 00:35:50 | |
| Region and of course. | 00:35:52 | |
| A. | 00:35:55 | |
| Food Electric. | 00:35:57 | |
| It was illiterate and understands what's happening in meetings like this. | 00:35:59 | |
| We need to encourage the. | 00:36:03 | |
| So that's what we're doing. | 00:36:07 | |
| OK. Thank you. SO. | 00:36:09 | |
| Let's see, Supervisor Humphrey, you have any? I have no question. | 00:36:11 | |
| Supervisor Klein. | 00:36:14 | |
| No, thank you. | 00:36:15 | |
| Well, good. All right. Thank you for coming, Connie. I appreciate it. With that, I'll call for motion. Mr. Chair, I move to | 00:36:16 | |
| approve economic development. | 00:36:20 | |
| Agreement number 202-6000. | 00:36:24 | |
| 00004. | 00:36:27 | |
| Between Hila County and Payson Book Festival as presented. | 00:36:30 | |
| And and which the board has. | 00:36:35 | |
| Determined to be for the benefit of the public. | 00:36:38 | |
| And I'll second that Mr. Chair will show you the second to approve. Those in favor say aye aye. | 00:36:41 | |
| Aye, thank you and. | 00:36:46 | |
| All right, let's move on. | 00:36:49 | |
| Foresee information, discussion action. | 00:36:50 | |
| To authorize the Treasurer's office to abate the taxes, interest and fees. | 00:36:53 | |
| On 118 properties and authorized the Chairman signature on each of the related certificates of clearance. | 00:36:57 | |
| For removal of uncollected personal. | 00:37:04 | |
| Property. Good morning, Monica. Good morning, Mr. Chair, board members. | 00:37:07 | |
| So I'm here this morning to request. | 00:37:13 | |
| And abate 180. | 00:37:16 | |
| Certificates of Clearance for removal and uncollected personal property. | 00:37:19 | |
| So the background is the Hill County treasure. | 00:37:24 | |
| Has 118 certificate of clearance for uncollectible taxes, which are mobile homes. | 00:37:27 | |
| And these are no longer. | 00:37:34 | |
| In the Gila County area. | 00:37:36 | |
| They have been certified by the Gila County Assessors Office. | 00:37:37 | |
| And they are no longer on the tax row at such they need to be abated. | 00:37:41 | |
| The evaluation are based on the Arizona Revised Statute 42-1. | 00:37:46 | |
| 9157 Collection. | 00:37:52 | |
| Of delinquent Texas. | 00:37:55 | |
| Arizona Revised Statute 42-18351 Circumstances of abating. | 00:37:57 | |
| Tax and removal of tax lien. | 00:38:03 | |
| Each of these 118 properties. | 00:38:06 | |
| Has a detailed history and documentation. | 00:38:09 | |
| As to the reasons for the abatement, which is also attached to the agenda items. | 00:38:12 | |
| The conclusion? | 00:38:18 | |
| It is in the best interest of Gila County to abate these taxes and have them removed from the tax rolls. | 00:38:20 | |
| The recommendation? | 00:38:27 | |
| Is for the Hill County Treasurer Recommends the Board of Supervisors to approve. | 00:38:30 | |
| The 118 certificates of clearance in accordance to the Arizona Revised Stack. | 00:38:35 | |
| Thank you, Monica. Supervisor Humphrey. | 00:38:43 | |
| Yeah, so. | 00:38:45 | |
| In the state of Arizona like. | 00:38:48 | |
| If you own a piece property, you're paying taxes on that property. | 00:38:49 | |
| And have you buy a? | 00:38:53 | |
| A mobile home and put it on that property, then you're paying taxes on the mobile home. | 00:38:54 | |
| And the property, but they're separate. | 00:38:58 | |
| That correct? | 00:39:00 | |
| Yes. | 00:39:02 | |
| What would it take that if you're putting a mobile home on a property to somehow be able to combine? | 00:39:03 | |
| That is that a. | 00:39:09 | |
| US Would that be a state law that needs to be passed? | 00:39:11 | |
| To combine it, that is done by the assessor's office and you can do most of these mobile homes are in a park. | 00:39:15 | |
| Oh, OK. | 00:39:22 | |
| OK, so they were paying taxes but not on private property? | 00:39:24 | |
| We're in a park. | 00:39:28 | |
| Correct on the RV park. | 00:39:29 | |
| Or like Santiago or a mobile Home Park. | 00:39:31 | |
| OK, so to God. | 00:39:34 | |
| Combined them, that would have to be an owners choice. | 00:39:35 | |
| Correct. | 00:39:39 | |
| OK, because also too there's been. | 00:39:39 | |
| Taxes that were owed on a. | 00:39:42 | |
| Mobile phone. | 00:39:44 | |
| But they couldn't. | 00:39:46 | |
| Go collect the mobile home because it was on private property. | 00:39:47 | |
| And you can't go on private property these are either, you know, they put them on a hitch and they're. | 00:39:51 | |
| Out of the state or they've been demolished. Yeah, that's what you said. Those. | 00:39:57 | |
| You know those you have record up. | 00:40:01 | |
| But there's some that's not. | 00:40:03 | |
| Being paid taxes on. | 00:40:04 | |
| Probably not on this list. | 00:40:06 | |
| But there's you can't. | 00:40:08 | |
| You can't go get it or anything because it is on private property to which they are. | 00:40:09 | |
| Paying taxes on. | 00:40:13 | |
| So that creates a problem as well and I was just wondering. | 00:40:15 | |
| There wouldn't be a way in the future. | 00:40:19 | |
| Try to help. | 00:40:21 | |
| This problem that you. | 00:40:22 | |
| What you're dealing with today? | 00:40:24 | |
| No further questions. Thank you, Supervisor Klein. | 00:40:26 | |
| Monica, thanks for cleaning it up. | 00:40:29 | |
| It's good to get those off the rolls and not deal with them. | 00:40:31 | |
| And that's to help with the with the assessors office. | 00:40:35 | |
| Yeah. Thank you both. | 00:40:38 | |
| OK. Thank you, Monica. We're going to vote to abate all 118 properties in one motion. | 00:40:40 | |
| And I get to sign 118 paper. | 00:40:47 | |
| That's right. | 00:40:51 | |
| OK, so with that I will call for a motion. | 00:40:53 | |
| Mr. Chair, I'll make the motion to authorize the Treasurer's office to abate the taxes. | 00:40:56 | |
| Interest and fees on 118 properties and authorized the Chairman's signature. | 00:41:01 | |
| On each of the related certificates of clearance for removal of uncle. | 00:41:07 | |
| Both personal property. | 00:41:12 | |
| Mr. Chair, I'll second that. | 00:41:14 | |
| OK, we have a motion and a second to approve. Those in favor say aye aye. | 00:41:16 | |
| Thank you, Monica. We've got another one for you for the information, discussion, action. | 00:41:21 | |
| Authorized the Treasurer's office to abate. | 00:41:25 | |
| The taxes, interest and fees on. | 00:41:27 | |
| This one parcel account number. | 00:41:29 | |
| R037663. | 00:41:31 | |
| And authorize the chairman signature on the certificate. | 00:41:34 | |
| A certificate of clearance for removal of uncollected. | 00:41:37 | |
| Real property. | 00:41:41 | |
| Yes, this is an easy one. | 00:41:42 | |
| So this one is to abate one certificate of clearance of removal for an. | 00:41:43 | |
| Uncollectible real property. | 00:41:48 | |
| The background This certificate The Hill County Treasurer has one certificate of clearance for uncollectible taxes for a Rd. | 00:41:50 | |
| Far so, that was privately owned. | 00:41:58 | |
| When the tax liability occurred. | 00:42:00 | |
| And the tax liability occurred before Heal County owned the. | 00:42:03 | |
| The parcel. | 00:42:07 | |
| The evaluation this should be sufficient, sufficient evidence. | 00:42:09 | |
| From the treasurer's office. | 00:42:15 | |
| For the Board of Supervisors inspection and in accordance with the ARS 42-18. | 00:42:16 | |
| 3. | 00:42:24 | |
| 51 and ARS 42 dash. | 00:42:25 | |
| 18352. | 00:42:28 | |
| Declaring the real property now this is real property, not mobile home. | 00:42:30 | |
| Listed here in uncollectible. | 00:42:34 | |
| Conclusion. It is in the best interest. | 00:42:37 | |
| Of healing county to abate these taxes and remove. | 00:42:40 | |
| Them from the. | 00:42:44 | |
| Recommendation The Hill County Treasurer recommends a Board of Supervisors to approve this one. | 00:42:46 | |
| Certificate of clearance in the quarter in accordance with the Arizona Revised Statutes. | 00:42:52 | |
| So this was a road owned by. | 00:42:57 | |
| Private umm. | 00:43:00 | |
| At one time and then now the Hill County owns it by. | 00:43:01 | |
| A quick claim, Dean. | 00:43:05 | |
| And respect taxes. | 00:43:06 | |
| OK. Thank you, super. | 00:43:08 | |
| No questions. | 00:43:11 | |
| Mr. Klein. Thank you, Monica. | 00:43:13 | |
| How much back taxes were there approximately? | 00:43:15 | |
| Taxes $133.34. Interest 100 and 1814. | 00:43:21 | |
| Sense Miscellaneous fees 100 and. | 00:43:26 | |
| 5 for a total of $356.48 OK. | 00:43:28 | |
| Thank you. | 00:43:34 | |
| All right. With that, I'll call for a motion. | 00:43:34 | |
| Mr. Chair, I move to authorize. | 00:43:37 | |
| The treasurer's office to abate. | 00:43:39 | |
| The taxes interest in fees on this one. | 00:43:41 | |
| Parcel account number. | 00:43:45 | |
| R037663. | 00:43:47 | |
| And authorized the Chairman's signature on the certificate of clearance. | 00:43:51 | |
| Removal and uncollectible real. | 00:43:55 | |
| Property, Mr. Chair, I'll second that. | 00:43:57 | |
| Good. We have a motion and a second to approve. Those in favor say aye. | 00:44:00 | |
| Aye. | 00:44:03 | |
| Monica, thank you, gentlemen. | 00:44:04 | |
| Right next, we have 4 E information discussion action to approve organized petition for redemption of. | 00:44:07 | |
| Exemption waiver from. | 00:44:13 | |
| Karen and Brennan. | 00:44:14 | |
| That too she need to have her property tax exemption. | 00:44:16 | |
| That is being waived by. | 00:44:19 | |
| There's one revised statute 4211153A. | 00:44:21 | |
| Redeemed for tax year 2025. | 00:44:25 | |
| And we have Micah with us. | 00:44:28 | |
| Good morning, Chairman and supervisors. | 00:44:31 | |
| The assessor's office is bringing forth a petition for redemption of ways. | 00:44:33 | |
| Waiver pursuant to ARS 42. | 00:44:36 | |
| 11153. | 00:44:39 | |
| If a person with a disability who qualifies for an exemption but did not file for the exemption prior to the statutory required | 00:44:41 | |
| deadline. | 00:44:45 | |
| Submits a petition. | 00:44:49 | |
| That person may have the waiver redeemed by the county Board of Supervisors at any regular meeting. | 00:44:51 | |
| Except that the taxes that were due and payable before the petition was submitted. | 00:44:56 | |
| May not be refunded or abated. | 00:45:00 | |
| Mrs. Brandon has been approved for a total. | 00:45:03 | |
| Disability exemption and qualifies to petition the Board. | 00:45:05 | |
| For the redemption waiver. | 00:45:09 | |
| She's petitioning the redemption of the waiver for tax year 2025. | 00:45:10 | |
| Taxes for 2025 have not yet been assessed, therefore, Mrs. Brandon. | 00:45:14 | |
| May petition. | 00:45:19 | |
| For the abatement of her exempted amount. | 00:45:20 | |
| She inquired last fall or winter about the exemption before the new exemption forms in 2025. Exemption amount. | 00:45:23 | |
| Had been released from the Arizona Department of Revenue. | 00:45:30 | |
| She was advised that the new exemption form had not been released and it was either miscommunicated. | 00:45:33 | |
| Or misunderstood by Mrs. Brannon that the updated form? | 00:45:39 | |
| Would be available no later than. | 00:45:42 | |
| The application period of the first Monday in January and March 1st. | 00:45:45 | |
| If the board grants the redemption of the waiver. | 00:45:50 | |
| After the exemption is applied, there will still be an existing taxable amount. | 00:45:53 | |
| For 2025 tax year. | 00:45:57 | |
| So she will still have a due and payable amount on her tax bill. | 00:46:00 | |
| Even after the exemption amount. | 00:46:03 | |
| Is taken out. | 00:46:05 | |
| We in the assessor's office do not advocate. | 00:46:07 | |
| For or against? | 00:46:10 | |
| Any approval of a petition, we leave that decision to the board. | 00:46:12 | |
| Thank you. | 00:46:16 | |
| Thank you, Michael. Supervisor Humphrey. | 00:46:17 | |
| Yeah, I I have no questions it. | 00:46:20 | |
| Because there's still a. | 00:46:24 | |
| A tax amount on on the property. | 00:46:25 | |
| I'm all for helping people that need help in the seniors, it's just. | 00:46:28 | |
| Not for later down the road to create problems for ourselves so. | 00:46:32 | |
| Sure. Her assessed amount for 2025 will be 6563. | 00:46:36 | |
| If you grant the waiver, the exemption amount for 2025 is 4748, so she'll still have an assessed remaining amount of 1815, so she | 00:46:41 | |
| still will. | 00:46:47 | |
| Have a taxable amount that will be. | 00:46:53 | |
| That's quite a large piece of property, isn't it? | 00:46:56 | |
| For that, for those kind of taxes, that's that's the assessed value. | 00:47:00 | |
| That's not the taxable amount, that's just the assessed. | 00:47:04 | |
| Oh, OK. | 00:47:07 | |
| Thank you. | 00:47:08 | |
| No further questions. OK. Thank you, supervisor. | 00:47:09 | |
| Client Micah, I'm good. Thank you. | 00:47:11 | |
| Yeah, I'm good as well. So with that, I'll call for a motion. | 00:47:14 | |
| Mr. Chair, I make the motion to approve. | 00:47:18 | |
| A petition for redemption of exemption waiver from. | 00:47:22 | |
| Karen and Brennan as president. | 00:47:26 | |
| I'll second that. | 00:47:29 | |
| Motion and a second to approve. Those in favor say aye aye. | 00:47:30 | |
| Aye. Thank you, Michael. Thank you, Sheriff, for coming. | 00:47:34 | |
| 4F information, discussion action. | 00:47:38 | |
| To prove an IGA contract number Ctr. | 00:47:41 | |
| 076472. | 00:47:45 | |
| Healthy people, healthy communities. | 00:47:48 | |
| Between Hulu county and the Department of Health services in the amount of. | 00:47:50 | |
| $195,076.20. | 00:47:54 | |
| For the period of July 125. | 00:47:58 | |
| To June 30, 2026, to continue to. | 00:48:00 | |
| Provide prevention program services. | 00:48:03 | |
| In Gila County. | 00:48:05 | |
| Come on, Josh. | 00:48:07 | |
| Good morning, Chairman, Members of the board so. | 00:48:08 | |
| This is actually the third time this five year Healthy People, Healthy Communities contracts come before us. | 00:48:10 | |
| I'm not trying to save Mr. Driscoll's, actually the one that worked with the state of Arizona when we created this grant back in | 00:48:15 | |
| 2016. | 00:48:19 | |
| Hey, Michael. | 00:48:22 | |
| So this runs our chronic disease programs for the county. | 00:48:25 | |
| Our teen pregnancy prevention programs in the schools. | 00:48:28 | |
| How are tobacco free? | 00:48:31 | |
| Programs in the schools. | 00:48:33 | |
| If you remember, we also have a suicide mortality review. | 00:48:35 | |
| Board that meets quarterly. | 00:48:38 | |
| And they go over all the suicides in the county and all the. | 00:48:41 | |
| Counties do this and we report back to the state to see what the trends are in suicides and what we can do to. | 00:48:44 | |
| Do a better job of helping to prevent those. | 00:48:49 | |
| Some of our public health. | 00:48:51 | |
| Accreditation Fund for staying in line with national objectives for public health. | 00:48:53 | |
| Commodities funds as well. | 00:48:58 | |
| The biggest change for this next five year period, which is a really good one from audit and finance perspective, is this is the | 00:49:00 | |
| last of my grants that used to be a block grant where we just received the money. | 00:49:05 | |
| And Bill? | 00:49:09 | |
| Now it's a cost reimbursement grant like all the rest of the grants we have in public health. | 00:49:10 | |
| I'm told from Aaron and my finance people that they like that much better is to the auditors. | 00:49:15 | |
| So we'll be a cost reimbursement grant from here moving forward. | 00:49:19 | |
| And outside of that, no major changes outside I can say with everything going on at the federal and state level. | 00:49:23 | |
| These are all funds that are mostly put together from. | 00:49:28 | |
| State tobacco taxes. Lottery funds. | 00:49:31 | |
| And different kinds of state pool funding. So none of the things that are on this grant. | 00:49:34 | |
| Or have any or any consequence to what's happening at the federal level. So this is a grant that would be good for the next 5 year | 00:49:38 | |
| period either way. | 00:49:41 | |
| OK. Thanks, Josh. Supervisor. | 00:49:46 | |
| No questions. | 00:49:48 | |
| Supervisor Klein. | 00:49:49 | |
| I'm good. Thank you, Josh. | 00:49:50 | |
| Me as well. So thanks, Josh for that. I'll call for a motion. | 00:49:51 | |
| Vice Chair, I move. | 00:49:56 | |
| To approve the intergovernment agreement agreement. | 00:49:57 | |
| Contract number Ctr. 0764. | 00:49:59 | |
| 72 healthy people healthy. | 00:50:03 | |
| Healthy Communities. | 00:50:05 | |
| Between Halo County with the Arizona Department of Health Services. | 00:50:07 | |
| As presented. | 00:50:10 | |
| Mr. Chair, I'll second that. | 00:50:11 | |
| Thank you. We have a motion and a second to approve. Those in favor say aye, aye. Thank you, Josh. | 00:50:13 | |

| Grant application. | 00:50:28 | |
| In the amount of $25,000 to the Amazon. | 00:50:30 | |
| Supreme Court administrative. | 00:50:33 | |
| Office of the Courts. | 00:50:34 | |
| Mr. John Barrett. | 00:50:36 | |
| Good morning, Mr. Chair, members of the Board. | 00:50:38 | |
| This is a grant that we participated in since 2015. | 00:50:41 | |
| The field trainer position provides a lot of. | 00:50:45 | |
| Automation training. | 00:50:48 | |
| To all levels of court. Justice Court, City Court, Superior Courts. | 00:50:49 | |
| Started with the courts in 2008. A lot has changed since then. | 00:50:54 | |
| I think we'll continue to see more automation projects. | 00:50:58 | |
| Moving into the future. | 00:51:01 | |
| And this position is. | 00:51:03 | |
| Our main source of training. | 00:51:06 | |
| And. | 00:51:08 | |
| Incorporating. | 00:51:10 | |
| These automated projects into port operations. | 00:51:12 | |
| And with that, I'll take any questions. | 00:51:15 | |
| Thank you, John Supervisor. | 00:51:17 | |
| I have no question. See. | 00:51:19 | |
| You know, Supervisor Klein. Thank you, John. | 00:51:21 | |
| Yeah, me too. So thanks. | 00:51:23 | |
| I'll call for motion. | 00:51:25 | |

| Aye, aye. | 00:51:47 | |
| Thank you, Josh. | 00:51:48 | |

| Fiscal year of July 1, 2025. | 00:52:57 | |
| It was a small. | 00:53:01 | |
| Upper frequently increased. I have. | 00:53:04 | |

| With that, there's also a 25% match of the Turning General Fund contributes so. | 00:53:12 | |
| Thank you, Sarah. Supervisor Humphrey. | 00:53:21 | |
| I have no questions by the Klein. | 00:53:24 | |
| Thank you, Sir. | 00:53:26 | |

| Mr. Chair, I move to authorize the board chairman to. | 00:53:30 | |

| Aye, aye. | 00:54:10 | |
| Yeah, I don't know, electronically sign what that is. I don't know if that's kind of like what Joe Biden signature. | 00:54:12 | |

| Yeah, I don't know. | 00:54:23 | |
| But I will. | 00:54:25 | |
| I'll find it anyway I can so. | 00:54:27 | |
| Thank you very much. So let's move on. We got 4. | 00:54:35 | |
| Information discussion action approved. | 00:54:38 | |
| Amendment Number. | 00:54:41 | |
| Five to professional service contract number 031221. | 00:54:43 | |
| With John S Perlman, attorney at Law for Legal Representation. | 00:54:47 | |
| On behalf of the public fiduciary. | 00:54:52 | |
| To renew the contract for one additional. | 00:54:54 | |
| One year term. | 00:54:57 | |
| From May 11, 2025 to May 10th. | 00:54:58 | |
| Only 26 on a contract amount not to exceed. | 00:55:01 | |
| 65,000 Good morning, Tiffany. | 00:55:04 | |
| Good morning, Mr. Chair, members of the Board. | 00:55:07 | |
| You have before you a very small increase. | 00:55:10 | |
| The attorney, John Pearlman, he provides legal services for the public fiduciary's office. He has a contract with my office. | 00:55:14 | |
| OK. Thank you. | 00:55:22 | |
| Supervisor Humphrey. | 00:55:23 | |
| I have no questions. | 00:55:25 | |
| Because I guess he's been a good attorney then, huh? | 00:55:27 | |
| Tiffany he has all right and he's actually located in my office so. | 00:55:30 | |
| Let me request something. | 00:55:34 | |
| And if I may say, we're lucky to have him because he's retired from. | 00:55:37 | |
| This regular practice and I think from the city globe has worked, so we're very lucky to absolutely deal with this. | 00:55:41 | |
| To help Tiffany. | 00:55:51 | |
| It's it's a great thing because. | 00:55:52 | |
| He quit pretty much everybody but us, so. | 00:55:54 | |
| I think we're very lucky to have him. | 00:55:57 | |
| Yeah, great. So I have no questions either. So with that, I'll call Motion. | 00:56:00 | |
| Mr. Chair, I'll make the motion to approve amendment #5 to professional services. | 00:56:04 | |
| Contract number 031221 with John S. | 00:56:10 | |
| Attorney at Law for legal representation on behalf of the public Fiduciary, as presented. | 00:56:15 | |
| Mr. Chair, I'll second that. | 00:56:21 | |
| Hey, we have a motion and a second to approve. Those in favor say aye. | 00:56:23 | |
| Hi, hi, hi. | 00:56:26 | |
| The 20th 4 J's information discussion act and ratify the board supervisor approval for. | 00:56:27 | |
| The submittal of the Arizona Criminal Justice Commission. | 00:56:33 | |
| Fiscal year 2026 drug, gang and violent crime control grant application. | 00:56:36 | |
| Approve the ACJC fiscal year 2026. | 00:56:42 | |
| Drug, gang and violent crime control grant agreement number. | 00:56:46 | |
| PC-26023. | 00:56:50 | |
| The amount of $91,758.81. | 00:56:53 | |
| For the period of July 1st, 2025 through June 30. | 00:56:57 | |
| 2026 Unauthorized. | 00:57:01 | |
| Or chairman to electronically sign. | 00:57:03 | |
| The agreement. | 00:57:06 | |
| Jessica, do you have this one OK. | 00:57:07 | |
| Chairman. Member. Supervisors. | 00:57:10 | |
| So you are familiar with this grant? It's been in effect for the past 38 years. | 00:57:12 | |
| It is through the Arizona Criminal Justice Commission drug, gang and crime control. | 00:57:17 | |
| What this does it? | 00:57:22 | |
| Assist with a full time prosecutor for drug and violent crimes. | 00:57:23 | |
| There is a small match of 22,939 thousand. | 00:57:28 | |
| There is a contribution from the state as well as the federal authorities, so the grant total is for $91,758.81. | 00:57:33 | |
| And So what this action does, it ratifies the submittal of the application. | 00:57:42 | |
| And it approves the grant agreement to receive those funds. | 00:57:47 | |
| OK. Thank you, Supervisor Humphrey. | 00:57:51 | |
| I have no questions. | 00:57:53 | |
| Supervisor Klein. | 00:57:55 | |
| I'm good. | 00:57:56 | |
| OK. I'm good as well. So with that, I'll call for motion. | 00:57:57 | |
| Mr. Chair, I move to ratify the Board of Supervisors approval. | 00:58:00 | |
| For the submittal of the Arizona Criminal Justice Commission. | 00:58:04 | |
| ACJC. | 00:58:08 | |
| 2026 drug gang violent. | 00:58:10 | |
| Crime control grant application. | 00:58:13 | |
| Approve AC. | 00:58:17 | |
| FY20. | 00:58:20 | |
| 26. | 00:58:22 | |
| Gang and violent criminal control. | 00:58:24 | |
| Grant Agreement number DC-26-0. | 00:58:26 | |
| 2/3 as presented. | 00:58:32 | |
| And authorized the board chairman to electronically sign. | 00:58:34 | |
| The agreement. | 00:58:39 | |
| Mr. Chair, I'll second that. | 00:58:41 | |
| With a motion and a second to approve, those in favor say aye aye. | 00:58:42 | |
| Hi, right. Thank you, Jessica. | 00:58:45 | |
| All right, that ends our item 4 and going on to our consent agenda. | 00:58:49 | |
| Items which is 5. | 00:58:54 | |
| Through tags. | 00:58:56 | |
| Father Humphrey, would you like to? | 00:58:57 | |
| Remove one or more. | 00:58:59 | |
| I I don't care to remove anything and discuss it separately today. | 00:59:01 | |
| All right, same question, Supervisor Klein. | 00:59:05 | |
| The only thing I just want to point out that is not really for discussion is the. | 00:59:09 | |
| Item eight, 151,000 for Buck Grant. | 00:59:13 | |
| That's a lot of money. That's good. | 00:59:18 | |
| So you want to pull that off and discuss it and vote on it separately? | 00:59:19 | |
| You know what? Let's let Josh discuss it. You bet. | 00:59:24 | |
| OK, so at this time I'm going to take consent Agenda 5A. | 00:59:28 | |
| And, umm. | 00:59:32 | |
| Presented as a regular agenda item is. | 00:59:34 | |
| So we're going to approval of an interview. | 00:59:37 | |
| Intergovernmental agreement contract #CPR076954. | 00:59:40 | |
| With the Arizona Department of. | 00:59:45 | |
| Health services in the amount of 151,000. | 00:59:47 | |
| $325. | 00:59:49 | |
| For the period of July, for one. | 00:59:51 | |
| July 1, 2025. | 00:59:54 | |
| Through June 3020. | 00:59:56 | |
| Early. | 00:59:58 | |
| To continue to provide title. | 00:59:59 | |
| 5 Maternal and child health services block grant services. | 01:00:01 | |
| And public health. | 01:00:05 | |
| Improvement for. | 01:00:06 | |
| Program Services. | 01:00:07 | |
| So Josh Beck. | 01:00:10 | |
| Please let us know more about this particular item. | 01:00:11 | |
| Good morning and Chairman, Board members. | 01:00:14 | |
| So the maternal child health. | 01:00:16 | |
| Portion of this was what we were using to cover. | 01:00:18 | |
| A lot of the oral health. | 01:00:21 | |
| Stuff that we were doing in the county that we keep presenting to you. | 01:00:23 | |
| They changed the deliverables for next year and it. | 01:00:27 | |
| Goes more back to WIC oriented type of. | 01:00:29 | |
| Services for families with young children. | 01:00:34 | |
| So we won't be able to do the oral health stuff again. | 01:00:36 | |
| So I'll be presenting you at some point in time during one of the work sessions about where we're sitting with our old health. | 01:00:38 | |
| Programs to some of that funding kind of went away. | 01:00:43 | |
| The other portion of this is our public health infrastructure. | 01:00:46 | |
| Which pays for. | 01:00:50 | |
| Products that were before from arrival. | 01:00:52 | |
| Pull back in system that does all of our workforce development, our workforce trainings. | 01:00:54 | |
| All the public health accreditation stuff, everything's in one system. It tracks all of our grants and where we're at. | 01:00:58 | |
| Process with. | 01:01:04 | |
| Departmental services like. | 01:01:05 | |
| Our big back end software program that we use for all of our public health stuff. | 01:01:07 | |
| As a part of this grant. | 01:01:11 | |
| The reason we put a lot of consent is right now with the budget that just passed the federal budget like 30 minutes ago or 40 | 01:01:12 | |
| minutes ago, it's zeroed out. | 01:01:16 | |
| The maternal child health and family planning zeroed out in the federal budget. | 01:01:20 | |
| Both on the Senate side and the House side that have passed. So this is one of those grants that. | 01:01:23 | |
| We're still hoping we get, but it's zeroed out both the budgets right now. | 01:01:27 | |
| So thank you, Supervisor Humphrey. | 01:01:31 | |
| No questions. | 01:01:34 | |
| So three things zeroed out. | 01:01:35 | |
| Josh. | 01:01:38 | |
| But you mean it's it's done? | 01:01:39 | |
| Yeah. So, so it's it's the. | 01:01:41 | |
| You know, last year's funding. | 01:01:43 | |
| Federal was like $34 million for it. Now it's just zero across the board, so. | 01:01:45 | |
| But the departmental services is still giving us all of the IGA's. | 01:01:50 | |
| Assuming the best. | 01:01:54 | |
| So I still have what I think like 12 more ideas here. The next month I'll be presenting. | 01:01:55 | |
| And what we actually get for the funding, how many stop work orders we get? | 01:02:00 | |
| Will be a different story. So we have two stock work orders right now. | 01:02:04 | |
| One was lifted last night, which was our Public Health Emergency Preparedness grant. | 01:02:08 | |
| And then one this morning, our vaccine for children program, we just received the state. | 01:02:12 | |
| Notice of award. | 01:02:16 | |
| So that one was lifted this morning, so. | 01:02:17 | |
| It's just kind of a. | 01:02:19 | |
| Daily seeing, wait and see you right now. | 01:02:21 | |
| OK. Thank you. | 01:02:24 | |
| Yep. OK, with that, I'll call for a motion on item 5A. | 01:02:26 | |
| Mr. Chair, I'll make the motion to approve. | 01:02:29 | |
| Agreement contract number Ctr. 07695. | 01:02:32 | |
| Or, uh. | 01:02:37 | |
| With the Arizona Department of Health Services in the amount of $151,325. | 01:02:38 | |
| For the period of July 1st through. | 01:02:44 | |
| 2025 through. | 01:02:47 | |
| June 30th. | 01:02:49 | |
| 2020. | 01:02:50 | |
| 2030. | 01:02:51 | |
| I'll second that. | 01:02:56 | |
| We have a motion and a second to approve Item 5A on the consent agenda item and. | 01:02:58 | |
| All those in favor. | 01:03:03 | |
| Say aye. | 01:03:04 | |
| Aye, aye, thank you. We still have remaining on a consent agenda Item 5. | 01:03:06 | |
| D through K Supervisor Humphrey to change your mind on any of those no. | 01:03:10 | |
| OK, Supervisor Klein, I'm good. | 01:03:15 | |
| Alcohol promotion to approve consent agenda items 5B from K. | 01:03:17 | |
| Mr. Chair. | 01:03:23 | |
| I move to approve consent agenda items for B through 4:00. | 01:03:24 | |
| I'll second that. | 01:03:30 | |
| You have a, a motion and a second to prove. | 01:03:31 | |
| Those in favor say aye. | 01:03:34 | |
| Oh excuse me, does he need to resign? 5B through 5K? | 01:03:38 | |
| OK, we're good. So I have a motion and a second to approve. Those in favor say aye. | 01:03:42 | |
| Hi. | 01:03:46 | |
| All right, call to the public is our next item. | 01:03:47 | |
| Thank you for your patience. | 01:03:51 | |
| We do have someone. | 01:03:55 | |
| Here in Globe. | 01:03:56 | |
| Mr. Tom Werner. | 01:03:58 | |
| Mr. Tom Warner lives in Claypool. | 01:04:01 | |
| And would like to speak about. | 01:04:05 | |
| Odors from the landfill here. | 01:04:08 | |
| Just one moment. | 01:04:11 | |
| Chairman, if you could please read the call to the public. | 01:04:13 | |
| OK, I'm sorry. | 01:04:18 | |
| Called to the public is time set aside. | 01:04:21 | |
| For the public to comment during a scheduled meeting. | 01:04:24 | |
| Of the Board of Supervisors. | 01:04:27 | |
| The chairman will conduct it and accept comments from the public. | 01:04:28 | |
| Right before the summary of current events. | 01:04:33 | |
| Although, uh. | 01:04:35 | |
| The board reserves the right to modify the order. | 01:04:36 | |
| At any time. | 01:04:38 | |
| We citizens who wish to address the public body need. | 01:04:40 | |
| Not request permission in advance. | 01:04:44 | |
| In order for the record to properly reflect the speakers name, address and subject matter. | 01:04:47 | |
| Please complete the information. | 01:04:53 | |
| Here. | 01:04:55 | |
| The board may not discuss items that are not specifically identified on the agenda. | 01:04:56 | |
| In other words, we may ask you questions, but we're not going to vote. | 01:05:02 | |
| On any of. | 01:05:05 | |
| Your comments. | 01:05:07 | |
| OK, it's not part of our regular agenda. | 01:05:08 | |
| Therefore, uh. | 01:05:10 | |
| Pursuant to the. | 01:05:12 | |
| The revised. | 01:05:14 | |
| We are able to respond to any. | 01:05:18 | |
| Criticism. | 01:05:20 | |
| ETC. Is that enough, Jessica? | 01:05:21 | |
| Yeah, OK. | 01:05:24 | |
| All right, so I overdid it. | 01:05:30 | |
| OK, so. | 01:05:34 | |
| Mr. Warner. | 01:05:36 | |

| Please tell us what's on your mind. | 01:05:41 | |
| Well I live on Woodward St. in little acres. | 01:05:44 | |
| And the aroma from. | 01:05:49 | |
| Is not good. | 01:05:53 | |
| When I wake up in the morning, I leave and I still have that order. | 01:05:56 | |
| In my nasal system. | 01:06:00 | |
| And. | 01:06:02 | |
| The neighbor they. | 01:06:04 | |
| Bring my attention, I bring your attention. | 01:06:07 | |
| So it's been an ongoing. | 01:06:10 | |
| You know, and then from my house I can sit there and I can see. | 01:06:12 | |
| The trucks coming in and dumping the trash and everything and. | 01:06:17 | |
| I just, I don't know why it couldn't have been built on the other side of that mountain. | 01:06:21 | |
| Instead of Sedan St. the people are almost right in their backyard. | 01:06:26 | |
| You know, just. | 01:06:30 | |
| It's probably too late to do anything but. | 01:06:32 | |
| I don't know about the. | 01:06:35 | |
| You know, it's just. | 01:06:36 | |
| It's not good. | 01:06:38 | |
| And I don't know what. | 01:06:41 | |
| What can be done? Hauling more dirt? Covered up or? | 01:06:43 | |
| You know, and I know you can't move the location. It would take a lot. | 01:06:46 | |
| But. | 01:06:51 | |
| It'd be appreciated if something could be done. | 01:06:53 | |
| OK. Thank you for those comments. So Supervisor Hunter, do you have anything you'd like to? | 01:06:57 | |
| Well, we can't comment on things that aren't on the agenda. | 01:07:01 | |
| But we can ask staff to look into it. | 01:07:06 | |
| And so. | 01:07:09 | |
| Fairy Links is my assistant if you'd like to give her your number. | 01:07:11 | |
| Then I can get with the public works director that will get in touch with you. | 01:07:14 | |
| And so, yeah, that way you're not given your number out. | 01:07:18 | |
| Publicly, you can give it to Terry. | 01:07:21 | |
| And then I'll have our public works director. | 01:07:23 | |
| Reach out to you SO. | 01:07:26 | |
| Maybe you can explain to you what's been going on at the dump and things. | 01:07:28 | |
| And so that that's that's about all I can do. | 01:07:31 | |
| Yeah, 'cause it's just, I mean, I consider my house and I can see. | 01:07:34 | |
| Trash blowing around and it's it. | 01:07:38 | |
| OK, it's a. | 01:07:41 | |
| I don't know. | 01:07:43 | |
| It's not. I know the neighbors trying to sell their house and people sit there and they go. | 01:07:45 | |
| Oh, we have to look at that, you know, so. | 01:07:50 | |
| Anyway, OK. | 01:07:53 | |
| Thank you. Some people have client. Do you have anything you'd like to? | 01:07:54 | |
| Just the same as maybe Troy can check all that out. Maybe. | 01:07:58 | |
| Maybe maybe covering it up in more timely manner if that's the case or whatever it is so. | 01:08:01 | |
| Thank you. | 01:08:06 | |
| Thank you SO. | 01:08:07 | |
| We're gonna we'll look into it, Mr. Warner. | 01:08:09 | |
| Thank you for your comments. | 01:08:12 | |
| Anyone else? | 01:08:14 | |
| Hello, call to the public. | 01:08:16 | |
| How about you? How many we have today? | 01:08:20 | |
| 41 Tyler. | 01:08:21 | |
| You look pretty lonely. | 01:08:25 | |
| OK. | 01:08:29 | |
| OK, very good. So let's move on to item number 7. | 01:08:31 | |
| Which is. | 01:08:39 | |
| Are current events summary. | 01:08:42 | |
| Acting Committee of. | 01:08:46 | |
| County Manager O'Driscoll. | 01:08:49 | |
| Thank you, Chairman and members of the board. | 01:08:51 | |
| Just a quick update on that patient courthouse remodel. | 01:08:53 | |
| We're on track. | 01:08:56 | |
| To move. | 01:08:58 | |
| The courts back into the courthouse the weekend of July 18th. | 01:08:59 | |
| And so we're coordinating with all the. | 01:09:05 | |
| Port employees and county attorney's office to go ahead and do that and. | 01:09:09 | |
| And we're planning for the entire weekend to move in there. So if you see. | 01:09:14 | |
| A lot of busy people at the courthouse on that weekend. That's that's what we're doing. | 01:09:19 | |
| And that's the only update I have right now. | 01:09:23 | |
| OK. Thank you, Michael. Supervisor Humphrey. | 01:09:26 | |
| Yeah, I attended a. | 01:09:29 | |
| Regional Council meeting. | 01:09:31 | |
| On the 25th. | 01:09:33 | |
| And that's the keg. | 01:09:35 | |
| So I'm on the tag board, regional board as well. | 01:09:37 | |
| So yeah, I kind of get another view of all these things that are. | 01:09:40 | |
| Going on at that level. So that's a good thing. | 01:09:45 | |
| And the the mayor of Miami and the Miracle. | 01:09:47 | |
| Both carpooled with me so we were able to. | 01:09:51 | |
| Communicate and. | 01:09:54 | |
| And things without a meeting to just kind of. | 01:09:55 | |
| Talk about the community. | 01:09:58 | |
| Attended a District 2 project review meeting on the 25th. | 01:10:00 | |
| With with Troy, or. | 01:10:05 | |
| Interim public works director. | 01:10:07 | |
| And engineering and and. | 01:10:10 | |
| Others that we have. | 01:10:12 | |
| Projects going on in district. | 01:10:14 | |
| Two and projects that we want to get started in District 2. | 01:10:16 | |
| So I I value that meeting every month. | 01:10:22 | |
| And then tonight at 5:00, I will be in Tunnel Basin. | 01:10:25 | |
| For my community meeting at the Chamber. | 01:10:29 | |
| And, Mr. Chair, that's all I have. | 01:10:32 | |
| Thank you, supervisor. Supervisor Klein. | 01:10:34 | |
| Mr. Chair, thank you. Last Thursday I attended A Napro public lands meeting is on Zoom. | 01:10:36 | |

| That we proposed. | 01:10:47 | |
| And then next week on the. | 01:10:49 | |
| 10th I'll be going to Philadelphia to follow those resolutions and. | 01:10:51 | |
| Help Maricopa County and the WIR. | 01:10:55 | |
| Meeting on Nico. | 01:10:58 | |
| And he's back on the 12th. | 01:11:00 | |
| That's it. | 01:11:03 | |
| OK, very good. So I don't really have. | 01:11:04 | |
| A report. | 01:11:07 | |
| I understand that we do not have a meeting next Tuesday or the one after. | 01:11:08 | |
| That correct, ladies. | 01:11:12 | |
| We do not have a meeting next week or the week after. | 01:11:15 | |
| Correct. All right. | 01:11:19 | |
| Thank you very much for that. I don't have anything really to report. | 01:11:20 | |
| I'm good. | 01:11:26 | |
| And so see, it seemed like there was something on my mind. Well. | 01:11:28 | |
| If there's nothing else, I'm going to wear my pen outside and stuff. | 01:11:32 | |
| So. | 01:11:36 | |
| I'll adjourn this meeting. Thank you. | 01:11:38 |

| Honored and. | 00:11:21 | |
| And. | 00:11:22 | |
| Very grateful. | 00:11:24 | |
| This project. | 00:11:25 | |
| Even though it came up recently, it's been in the works a long time. | 00:11:28 | |
| And started. | 00:11:31 | |
| There's been many. | 00:11:33 | |
| Gila County departments involved in. | 00:11:35 | |
| Generating information. | 00:11:38 | |
| That would lead us. | 00:11:40 | |
| To this point. | 00:11:41 | |
| That would include the assessor's office and community development and. | 00:11:43 | |
| Health Department emergency services. | 00:11:47 | |
| And community services so. | 00:11:50 | |
| Been a lot of people involved, have been a lot of organizations. | 00:11:52 | |
| That we normally deal with. | 00:11:56 | |
| CAG is one of those primarily CAG environmental committee. | 00:11:58 | |
| Took up a project in. | 00:12:03 | |
| 2018. | 00:12:05 | |
| And I'll move back up and say we started our work here. | 00:12:07 | |
| Probably around. | 00:12:10 | |
| 2012. | 00:12:12 | |
| So we've been at this. | 00:12:13 | |
| 12/13/14 years now. | 00:12:15 | |
| Gathering information that would provide the background. | 00:12:17 | |
| For what we're about to. | 00:12:21 | |
| Embark upon. | 00:12:23 | |
| So. | 00:12:24 | |
| As I said, I'm really tickled to. | 00:12:26 | |
| Have lived long enough to see this. | 00:12:28 | |
| Say so I'd say that. I want to also mention that. | 00:12:30 | |
| On the way to this. | 00:12:37 | |
| Do this event. | 00:12:38 | |
| There were two people in the Christopher Creek area A. | 00:12:40 | |
| A person who did inspections for home transfers. | 00:12:43 | |
| As well as a realtor who took it upon themselves who decided. | 00:12:48 | |
| That they wanted to clean up. | 00:12:52 | |
| The waters of Christopher Creek based on a seminar. | 00:12:54 | |
| They had done through the University of Arizona called. | 00:12:57 | |
| Wastewater, Wastewater. | 00:13:00 | |
| Stewards, that's the watershed store. Excuse me. | 00:13:02 | |
| And so they. | 00:13:05 | |
| They over a few years. | 00:13:07 | |
| Through as they worked on people who. | 00:13:09 | |
| We're doing home transfers actually. | 00:13:12 | |
| Talked about replacing cesspools and old septic systems. | 00:13:15 | |
| And. | 00:13:20 | |
| Over time. | 00:13:22 | |
| That what happened was. | 00:13:24 | |
| Christopher Creek became delisted. | 00:13:27 | |
| For nitrogen pollution. | 00:13:30 | |
| Which was that's an amazing thing. | 00:13:33 | |
| So that kind of led us to then. | 00:13:36 | |
| A longer look at or more detailed look at. | 00:13:40 | |
| What was the situation of? | 00:13:44 | |
| On site systems. | 00:13:47 | |
| In Gila County. | 00:13:48 | |
| And we're a unique place that, you know, in that we don't have much public land. | 00:13:49 | |
| And we're also we have. | 00:13:54 | |
| An aged aged infrastructure both in wastewater as well as. | 00:13:57 | |
| In homes and so. | 00:14:02 | |
| We have a high concentration of. | 00:14:03 | |
| I'll say old things. | 00:14:07 | |
| An old septic system. | 00:14:08 | |
| And so we're a perfect place to study because we're not. | 00:14:10 | |
| Bothered by? | 00:14:14 | |
| To grow that, that covers up. | 00:14:15 | |
| What the old infrastructure looks like so. | 00:14:18 | |
| We're a perfect place to have done this and. | 00:14:21 | |
| So that study. | 00:14:23 | |
| You know keg picked up that ball. | 00:14:25 | |
| There was a punishing effort done earlier. | 00:14:27 | |
| Keg picked up the ball, helped us isolate and isolate but. | 00:14:30 | |
| Rather identify. | 00:14:34 | |
| All the homes in Gila County that we could. | 00:14:35 | |
| Raised on the age of the Septics and the age of. | 00:14:38 | |
| Building of the homes. | 00:14:41 | |
| So from that. | 00:14:43 | |
| The law came a lady by the name of. | 00:14:46 | |
| Manny took the job as the. | 00:14:50 | |
| Community liaison for the Apache, Navajo and Gila counties. | 00:14:53 | |
| And she came one day and asked what had gone on with respect to Gila County. | 00:14:58 | |
| And and septics and so. | 00:15:02 | |
| She got all of this information that had been gathered. | 00:15:05 | |
| And as Manny does, she ran with it. | 00:15:09 | |
| She took it to back to ADQ. | 00:15:13 | |
| ADQ started poking into cesspools. They discovered that. | 00:15:16 | |
| Gosh, there's lots of them around and in the documentation. | 00:15:21 | |
| That came to you. They say there's between. | 00:15:24 | |
| I've forgotten the number up to. | 00:15:27 | |
| 35 to 65,000. | 00:15:28 | |
| I think there's more like 94,000. | 00:15:32 | |
| In the stage. | 00:15:34 | |
| In Gila County. | 00:15:37 | |
| I think we have roughly and back in 2014 when I looked at it. | 00:15:39 | |
| I think we have about had at that time about 5500 cesspools. | 00:15:43 | |
| Outside of what's in? | 00:15:48 | |
| In the Tri-City Sanitary District. | 00:15:50 | |
| And if I looked at the pollution. | 00:15:53 | |
| That goes into the ground from those. | 00:15:56 | |
| Those systems, those cesspools. | 00:16:00 | |
| It is a little over 1,000,000. | 00:16:03 | |
| Pounds a year. | 00:16:07 | |
| Of biologic oxygen demand. | 00:16:08 | |
| Bad stuff. | 00:16:11 | |
| Poop in the ground. | 00:16:12 | |
| That has to be dealt with and that ends up someplace. | 00:16:13 | |
| It doesn't get digested in the ground, it doesn't get filtered out. | 00:16:16 | |
| It's end up someplace. | 00:16:19 | |
| And somebody's going to get to deal with it and. | 00:16:21 | |
| In our county, that's probably us. | 00:16:24 | |
| So. | 00:16:26 | |
| Or our citizens so. | 00:16:27 | |
| That's the magnitude of the. | 00:16:29 | |
| Problem that we're starting to deal with today. | 00:16:30 | |
| And then the old septic system we talked about, we've got another. | 00:16:33 | |
| Almost 1700 of those. | 00:16:36 | |
| And those add about 1/4 of £1,000,000. | 00:16:39 | |
| So it's improved a lot. | 00:16:42 | |
| By today if you looked at today's. | 00:16:44 | |
| Rules and us in the. | 00:16:47 | |
| Systems that comply with today's rules. | 00:16:49 | |
| The answer would be, in my opinion, 0. | 00:16:51 | |
| So we have a large. | 00:16:54 | |
| Issue that. | 00:16:57 | |
| We as a group, I would like to see I think we need to address our. | 00:16:59 | |
| On in behalf of our citizens. | 00:17:03 | |
| So all of this talk leads us to last September. | 00:17:05 | |
| When in Christopher Creek we had a. | 00:17:12 | |
| Meeting up. | 00:17:15 | |
| We were honored. | 00:17:17 | |
| By the EPA. | 00:17:18 | |
| Wehela County were honored by the EPA. | 00:17:19 | |
| And so was ADQ along with WIFA. | 00:17:22 | |
| And coming with or for coming up with a financing project? | 00:17:25 | |
| That would allow counties to replace. | 00:17:30 | |
| Cesspools and aging systems. | 00:17:33 | |
| And EPA. | 00:17:35 | |
| Actually, what Manny did through the APA got the EPA. | 00:17:37 | |
| Region United Administrator Martha Guzman. | 00:17:41 | |
| You actually come and give a. | 00:17:44 | |
| A nice present, nice talk to all of us in. | 00:17:46 | |
| Acknowledge exactly what we had done. | 00:17:49 | |
| And so. | 00:17:51 | |
| The purpose of that meeting was to thank all of the various parties that have been involved. | 00:17:56 | |
| And all the people that have been involved. And so that got done. | 00:18:00 | |
| Now. | 00:18:03 | |
| That brings us to today. | 00:18:05 | |
| So what happened after that meeting? | 00:18:07 | |
| Was. | 00:18:10 | |
| The attorney started to look at actually what could be happen. | 00:18:12 | |
| With the agreements that WIFA had come up with and. | 00:18:15 | |
| Could the county accept those agreements? | 00:18:18 | |
| And they went back and forth till the 1st of this year. | 00:18:21 | |
| And discovered that. | 00:18:24 | |
| Counties. Well, all but. | 00:18:26 | |
| Pima County. | 00:18:30 | |
| Cannot borrow with. | 00:18:31 | |
| For projects like this. | 00:18:33 | |
| And so. | 00:18:36 | |
| All of the things that we had. | 00:18:37 | |
| Talked about and brought forward. | 00:18:39 | |
| In Christopher Creek. | 00:18:41 | |
| Went down the tooth. | 00:18:43 | |
| Because there's no money. | 00:18:44 | |
| And somewhere along the first of the year. | 00:18:46 | |
| Of the Governor Hobbs. | 00:18:51 | |
| Came up with a little bit of money. | 00:18:54 | |
| Half, $1,000,000 or so. | 00:18:56 | |
| And gave that to. | 00:18:58 | |
| ADQ for. | 00:19:00 | |
| Remediation of waterways. | 00:19:02 | |
| In that to correct the public health associated with the waterways. | 00:19:05 | |
| And at this point in time, I'm going to let Manny talk for just a minute. | 00:19:10 | |
| Because Manny was instrumental in. | 00:19:15 | |
| Taking those funds that came to ADQ. | 00:19:18 | |
| Going to bat on our behalf, I'll say. | 00:19:22 | |
| To. | 00:19:25 | |
| Get to us where we are today. | 00:19:27 | |
| So with that Manny, Manny is now that. | 00:19:29 | |
| She's gone on, she's moved on. She's now the delegation coordinator for. | 00:19:32 | |
| ADQ response. | 00:19:36 | |
| Thank you, Jake. I'm Annie. Good morning. | 00:19:37 | |
| You all know me, I'm Annie Bowler. | 00:19:42 | |
| I'm with ADEFU on the delegation agreement liaison. | 00:19:44 | |
| Water took me in January and said you're no longer community liaison. We need you over in Groundwater helping. | 00:19:48 | |
| The septic issues. So here I am. | 00:19:54 | |
| I'm honored to be here today. | 00:19:56 | |
| It's been a privilege to work with. | 00:19:58 | |
| Healer County over the last four years to. | 00:20:00 | |
| Address. | 00:20:03 | |
| This topic and to build on the septic inventory that you all created, I believe there's no such thing as luck. | 00:20:04 | |
| I believe that. | 00:20:11 | |
| Galey County was prepared. | 00:20:12 | |
| When this opportunity of money presented itself and here we are today. | 00:20:14 | |
| And you, as you all know, big society issues. | 00:20:19 | |
| I like onions. | 00:20:23 | |
| Have many layers and so you're peeling back on and on. | 00:20:24 | |
| So we're just taking layer by layer and addressing the Saskpoo issue. | 00:20:27 | |
| ADQ has made onsite, which is another term for septics. | 00:20:32 | |
| Of priority. | 00:20:37 | |
| And over the next 5 or 6 years, there's going to be. | 00:20:39 | |
| Lots of things happening. | 00:20:41 | |
| And this is a pivotal moment in all of that. | 00:20:43 | |
| Behind the scenes AVQ is working on. | 00:20:47 | |
| Trying to create a methodology. | 00:20:51 | |
| Heal the County went ahead and. | 00:20:53 | |
| Had had helped with an inventory. | 00:20:55 | |
| Other counties still have records in the basement. | 00:20:58 | |
| They aren't organized. They don't have a digitized. | 00:21:00 | |
| So ad he's trying to figure out is there a way that we can create a methodology? | 00:21:03 | |
| So that other counties can do what Gila County did. | 00:21:07 | |
| So that we can create a statewide inventory. | 00:21:10 | |
| So that we have a way. | 00:21:13 | |
| To tell a better story. | 00:21:15 | |
| Right. What is? | 00:21:17 | |
| What is? | 00:21:18 | |
| The impact of septics and or cesspools. | 00:21:19 | |
| On our groundwater. | 00:21:22 | |
| And as people move farther and farther out from the metro areas that are moving into rural areas, they're putting in septic | 00:21:24 | |
| systems or they're buying old homes and improving the homes. | 00:21:29 | |
| The subjects. So we need to kind of have an awareness of what that inventory looks like. | 00:21:34 | |
| So that we can also tell the legislature. | 00:21:39 | |
| We need a program to potentially address these issues. | 00:21:42 | |
| Hence this little project. | 00:21:45 | |
| We're grateful that the governor gave us a half, $1,000,000. | 00:21:47 | |
| To pilot this. | 00:21:50 | |
| And because Healy County was prepared. | 00:21:53 | |
| We're here today. | 00:21:56 | |
| Had notes because I get nervous. | 00:22:02 | |
| This project will hopefully also demonstrate the needs as Jake mentioned is WIFA created this lovely fund. | 00:22:09 | |
| Nimble was very nimble in creating a. | 00:22:17 | |
| New funding product. | 00:22:20 | |
| That can help address emerging issues. | 00:22:22 | |
| And then we found out that. | 00:22:24 | |
| The funding wasn't available to counties. | 00:22:27 | |
| And so we're hoping that. | 00:22:31 | |
| By demonstrating the need. | 00:22:33 | |
| Through this project that. | 00:22:36 | |
| The Legislature will address that funding mechanism and make it. | 00:22:38 | |
| Available so that other counties can do this as well. | 00:22:42 | |
| And ADQ appreciates the strong working relationship that we have with Gila County. | 00:22:45 | |
| And we look forward to continuing that. | 00:22:50 | |
| With this project and others. | 00:22:52 | |
| As we protect waterways. | 00:22:54 | |
| And Gila County is. | 00:22:56 | |
| In all the watersheds. | 00:22:58 | |
| So waterways in Healing County are incredibly important. | 00:23:00 | |
| And so is the public health. | 00:23:03 | |
| Do you have anything else, Jake? | 00:23:06 | |
| Well, yes. | 00:23:07 | |
| Of course. | 00:23:10 | |
| Not off when I get to. | 00:23:11 | |
| So what I wanted to say is this the? | 00:23:12 | |
| We have a big job ahead of us and. | 00:23:15 | |
| One of the things that is crucial to this happening. | 00:23:19 | |
| To us dealing with the problem that we have. | 00:23:23 | |
| Is for the law to change. | 00:23:26 | |
| And I'm hoping. | 00:23:29 | |
| That the counties. All of us counties. | 00:23:31 | |
| Get together, Pima, by the way, said. | 00:23:34 | |
| They're they're going to take some of this. | 00:23:37 | |
| The money that WIFA has. | 00:23:39 | |
| And they they couldn't understand why the rest of us couldn't have. | 00:23:41 | |
| And it's because of laws that were put in place. | 00:23:45 | |
| Many, many years ago that. | 00:23:48 | |
| Any count is below a certain population or above a certain. | 00:23:51 | |
| Population couldn't borrow money from with us. | 00:23:54 | |
| That simple. | 00:23:57 | |
| And those laws need to change, and I'm hoping that. | 00:23:58 | |
| The counties all together can come together and. | 00:24:01 | |
| And find a way to actually get that laws changed. | 00:24:04 | |
| In the next session. | 00:24:08 | |
| So that we can then. | 00:24:09 | |
| We and all the other counties can step into line and start. | 00:24:11 | |
| Cleaning up the cesspools and old systems. | 00:24:15 | |
| Throughout state of Arizona so. | 00:24:17 | |
| And I'd appreciate your help in. | 00:24:21 | |
| In working on that from from my. | 00:24:23 | |
| My plea to you would be. | 00:24:26 | |
| Please step in and help us out here. | 00:24:28 | |
| And I want to also say this that I want to remind again. | 00:24:31 | |
| That these funds that are coming. | 00:24:36 | |
| Because therefore a. | 00:24:39 | |
| The clean up aid. | 00:24:42 | |
| Public water. | 00:24:44 | |
| Waterway of the United States. | 00:24:46 | |
| To clean that up from human. | 00:24:47 | |
| Pollution, uh. | 00:24:49 | |
| That the funds that those projects that are selected. | 00:24:50 | |
| The monies will go to them tax free. | 00:24:54 | |
| There will be no tax implications. | 00:24:58 | |
| To this SO. | 00:25:00 | |
| It's a It's a good. This is. | 00:25:02 | |
| Really gracious. | 00:25:06 | |
| That is being brought forward for us to consider to predict in the future. | 00:25:09 | |
| So with that, I'll take any questions if you have any. | 00:25:13 | |
| Thank you, Jake. | 00:25:16 | |
| Supervisor Humphrey. | 00:25:17 | |
| Well, I've got questions and comments. Umm. | 00:25:20 | |
| Anyway, you've said multiple times. | 00:25:23 | |
| Borrow money from WIFA. | 00:25:26 | |
| Yes. So this is a loan. | 00:25:27 | |
| Yes, it is to be paid back. | 00:25:30 | |
| How Here's. | 00:25:32 | |
| Well, let me just share. | 00:25:35 | |
| So the original loan when EPA came down was going to be 100% forgivable loan program because we can't do that. | 00:25:37 | |
| Many and 80 who are working with I believe it's. | 00:25:45 | |
| ARPA funding that's expiring, so this one is not alone. | 00:25:48 | |
| This is literally just 500,000. There's many honest wastewater systems as we can fit. | 00:25:51 | |
| And then there were there's no repayments or anything on. | 00:25:56 | |
| The funny is just a way to improve that water. | 00:25:59 | |
| OK. Yeah, good. Thank you. Yeah, because you mentioned it a couple times. So I just, I just wanted to clear that up. | 00:26:02 | |
| I think in the future that it is. | 00:26:08 | |
| And and also. | 00:26:11 | |
| For the people that are out there the the Pinal Creek Waterway is a wheat fields area. | 00:26:14 | |
| Correct, this is not. | 00:26:18 | |
| A county wide deal. This is a particular watershed that's pretty much in the wheat fields area. | 00:26:20 | |
| So if you live other than that. | 00:26:26 | |
| Right now. | 00:26:29 | |
| We can't help you. | 00:26:30 | |
| It's it's for the wheat fields area selected this waterway. Yes. And it wasn't us that that did it. It was a DEQ that selected the | 00:26:32 | |
| waterway. | 00:26:36 | |
| For this funding to be spent. | 00:26:42 | |
| And part of the reason for that is the intention is, is hopefully we can show that by doing a project like this, we're going to | 00:26:44 | |
| see some improvement in that waterway. | 00:26:48 | |
| That would help a future problem. | 00:26:52 | |
| Oh yeah, no, we want to make sure we're specifically targeting a small area. | 00:26:54 | |
| Right. And and so, yeah, so anyway, I I also wanted to get that out there, so. | 00:26:57 | |
| I don't we don't get a lot of calls and say. | 00:27:02 | |
| Hey, you know before that. | 00:27:04 | |
| 500,000 runs out, you know. Will you take care of mine? | 00:27:06 | |
| But because that that's only a particular area in a watershed. | 00:27:10 | |
| At this point in time, but. | 00:27:13 | |
| But we're hoping for progress. | 00:27:15 | |
| Yes, and and so anyway. | 00:27:17 | |
| You know, I want to thank everybody for all their interest in Hila County and. | 00:27:19 | |
| Helping us with our wastewater. | 00:27:23 | |
| Situations and I think the reason. | 00:27:26 | |
| A lot of Hulu County was prepared for some of this information needed. | 00:27:28 | |
| It's because of all the work with with Tri-City Sanitation project. | 00:27:33 | |
| Who has done an awful lot of work and spent a lot of money? | 00:27:37 | |
| In collecting that information. | 00:27:40 | |
| So that we could be more ready. | 00:27:43 | |
| To go forward and not. | 00:27:46 | |
| Continue to pollute our water sources. | 00:27:49 | |
| And and to help. | 00:27:52 | |
| With our infrastructure. | 00:27:53 | |
| And so I thank you all for helping. | 00:27:55 | |
| That project as well as this project, because they're all kind of lumped into one so. | 00:27:57 | |
| I I just, I can't say enough about. | 00:28:04 | |
| How much I appreciate all the work that's being done. | 00:28:07 | |
| For cleaning up the cesspools and for helping. | 00:28:10 | |
| Tri-City, go forward. | 00:28:14 | |
| With their project for. | 00:28:15 | |
| For infrastructure and and to also help. | 00:28:17 | |
| This waterway so. | 00:28:20 | |
| Thank you very much. Thank you. | 00:28:22 | |
| Thank you, Professor Klein. | 00:28:23 | |
| Thank you, Mr. Chair. | 00:28:27 | |
| Jake, you guys, thank you, Manny. | 00:28:28 | |
| Thank you, really appreciate it. | 00:28:30 | |
| Yeah, Jake, I would have one. | 00:28:31 | |
| Question. | 00:28:33 | |
| You know when we're talking about these waterways like. | 00:28:35 | |
| Now Creek and right there and wheat fields area. | 00:28:38 | |
| So much of that area is in floodplain. | 00:28:41 | |
| So when we. | 00:28:44 | |
| Tie in there to to fix some of these cesspools and things like that. | 00:28:44 | |
| Are they going to have to be the more advanced systems like your aerobic systems instead of your? | 00:28:49 | |
| Conventional systems. | 00:28:54 | |
| The answer is yes. | 00:28:56 | |
| Yeah, and. | 00:29:00 | |
| When you say they the. | 00:29:01 | |
| The uh. | 00:29:03 | |
| Funds will have to. | 00:29:04 | |
| In order to utilize the funds on those properties. | 00:29:06 | |
| You'll have to have a. | 00:29:09 | |
| System that meets the criteria. | 00:29:10 | |
| That look. | 00:29:13 | |
| Floodplain ordinance of Gila County. | 00:29:14 | |
| Spells out. | 00:29:16 | |
| 4 Septic systems in the floodway. | 00:29:18 | |
| Yeah, OK. | 00:29:20 | |
| So that is floodway. | 00:29:22 | |
| So yes, it's. | 00:29:23 | |
| That it's a double whammy in there. | 00:29:25 | |
| Right. | 00:29:28 | |
| But still we should get. | 00:29:29 | |
| Quite a few of them done so. | 00:29:31 | |
| We're going to get quite a few of them done, would get. | 00:29:32 | |
| Quite a few more if it wasn't a floodway. | 00:29:35 | |
| Yeah, right. | 00:29:38 | |
| That's that's the way life goes, you know. | 00:29:39 | |
| Thank you, Jake. | 00:29:42 | |
| Thanks for all your work. | 00:29:43 | |
| Thank you again man. | 00:29:44 | |
| You bet. | 00:29:46 | |
| Yeah. Thank you. | 00:29:47 | |
| Jake and Manny. | 00:29:49 | |
| For taking such a deep dive into this. | 00:29:50 | |
| It takes a lot of courage to dive in deep on this one. | 00:29:53 | |
| We'll look at it this way. | 00:29:59 | |
| There's Yeah, Dive in Deep is exactly right. | 00:30:00 | |
| Takes a lot of courage and not many people even think about. | 00:30:03 | |
| Yeah. | 00:30:06 | |
| Well, what's funny is they've been outlawed for so long, yet we're still dealing with them. So only since 1976. | 00:30:08 | |
| Yeah, yeah. | 00:30:14 | |
| It's not that long, right? | 00:30:15 | |
| Anyway, thank you. Thank you for all of that. Let me say one other thing. | 00:30:18 | |
| Sure. | 00:30:22 | |
| And you? | 00:30:24 | |
| So here's the deal when I was a kid. | 00:30:26 | |
| I have kind of put in perspective. | 00:30:29 | |
| What this means? | 00:30:31 | |
| So I grew up in Wheatland, WY. | 00:30:33 | |
| And it was a, well, it's a little town. It was 300 people. | 00:30:35 | |
| Time. | 00:30:40 | |
| And if you want to use the telephone, you pick it up and. | 00:30:41 | |
| And the operator would say number please. | 00:30:45 | |
| And so you'd say your number and my home number was 587. | 00:30:49 | |
| My dad had a grocery store and it was 7. | 00:30:53 | |
| 7070. | 00:30:55 | |
| And the lumber number was lumber #9. | 00:30:57 | |
| So you just say those things and there were party lines and it was all kinds of fun. | 00:31:01 | |
| So along came technology and. | 00:31:06 | |
| You know, you get dial phones pretty soon and then. | 00:31:09 | |
| You started to get touch tone phones, but our town. | 00:31:12 | |
| Went straight from. | 00:31:15 | |
| Number please. | 00:31:18 | |
| To touch tone. | 00:31:19 | |
| Now, the significance of what we're doing today. | 00:31:22 | |
| Is exactly that. | 00:31:25 | |
| We're going from cesspools. | 00:31:27 | |
| Who create huge, huge amounts of. | 00:31:30 | |
| Of pollution. | 00:31:33 | |
| And old septics that do the same. | 00:31:34 | |
| Two, no pollution. | 00:31:37 | |
| From way from the beginning. | 00:31:41 | |
| To no pollution. | 00:31:44 | |
| And so. | 00:31:46 | |
| I you know that that struck me as a. | 00:31:47 | |
| A change that maybe you all. | 00:31:51 | |
| Could relate to. | 00:31:53 | |
| Because I can tell you that when. | 00:31:54 | |
| The guys I went to college who went to Cleveland. | 00:31:56 | |
| You know, they just got a big kick out of picking up the phone and. | 00:31:59 | |
| And hearing number please. | 00:32:02 | |
| So I want you to remember, as we think about cesspools, that. | 00:32:04 | |
| Will no longer have to have the operator ask the school we want to call. | 00:32:09 | |
| And then have the opportunity. Well, they're not. | 00:32:12 | |
| You could call such and such because they're over there. | 00:32:15 | |
| All right. | 00:32:18 | |
| Thank you for everything. | 00:32:20 | |
| OK, thank you for that. And so with that I'll. | 00:32:21 | |
| Yes, yes, Sir. | 00:32:24 | |
| I just want to say hats off to the team, hats off to Joe Algo. With this being a pilot program for the state of Arizona, it did | 00:32:25 | |
| take a lot of work. | 00:32:29 | |
| On behalf of. | 00:32:34 | |
| Hula County. | 00:32:35 | |
| Joe Abel did want to hit a point home. | 00:32:36 | |
| Jake did mention the fact that this is non taxable to the property owners. | 00:32:39 | |
| But I did want to go ahead and read a recital out of. | 00:32:44 | |
| The resolution. | 00:32:48 | |
| To further the Board's public purpose, it is the intent of this resolution that participating private property owners. | 00:32:50 | |
| Shall not be subject to the negative federal income tax consequences because of their participation. | 00:32:56 | |
| In this cost sharing program established solely for. | 00:33:02 | |
| Conserving soil and water resources or protecting and restoring the environment. | 00:33:05 | |
| That basically means that. | 00:33:11 | |
| You know, because they're hooking up to the system, their property value will increase. | 00:33:13 | |
| They are not going to be subject to a tax increase. | 00:33:17 | |
| Thank you. | 00:33:21 | |
| OK. Thank you. | 00:33:22 | |
| So if there's nothing else, I'll call for a motion. | 00:33:23 | |
| Mr. Chair, I'll make the motion to adopt resolution #25 dash. | 00:33:26 | |
| 07-01. | 00:33:31 | |
| Mr. Chair, I will. | 00:33:34 | |
| OK, motion and a second to approve. Those in favor say aye aye. | 00:33:35 | |
| I thank you guys. | 00:33:39 | |
| You got it. | 00:33:41 | |
| All right, item 4B is my item. It's information discussion action. | 00:33:42 | |
| The proven economic development agreement. | 00:33:46 | |
| And that's the number 2026. | 00:33:49 | |
| 0000004. | 00:33:51 | |
| OK between Hewitt County and the Payson Book Festival and the amount of $1000 to support the 10th annual. | 00:33:57 | |
| Hasten Book Festival, which the Board is determined to be for the benefit of the public. | 00:34:02 | |
| With us today, we have Connie Cockrell. She's part of that organization. The book festival is something I have supported through | 00:34:06 | |
| my constituent funds. | 00:34:10 | |
| For the last few years. And so this is what that is. | 00:34:14 | |
| Honey, can you tell us briefly? | 00:34:18 | |
| What? What the book fair? | 00:34:21 | |
| The book festival is. | 00:34:24 | |
| And how it impacts? | 00:34:26 | |
| In a positive way. | 00:34:28 | |
| Certainly. Thank you. | 00:34:31 | |
| What happened to today? | 00:34:32 | |
| The flexible. | 00:34:34 | |
| We started playing the book festival in 2014. | 00:34:37 | |
| And supervisor Tom Martin. | 00:34:41 | |
| Back in the day, of course. | 00:34:44 | |
| Joining us in helping us. | 00:34:47 | |
| In depth that people planned and off the ground with. | 00:34:48 | |
| This baby grant. | 00:34:52 | |
| So you had to skip the year, of course for COVID, but. | 00:34:53 | |
| Then we pick it right back up in 2021, so. | 00:34:58 | |
| Basically what we're trying to do is. | 00:35:02 | |
| The support authors. | 00:35:06 | |
| Local authors. | 00:35:09 | |
| Arizona Office. | 00:35:10 | |
| And to support our. | 00:35:11 | |
| Education. | 00:35:14 | |
| In the area through. | 00:35:16 | |
| On reading for kids. | 00:35:18 | |
| The literacy rate in. | 00:35:21 | |
| And literature comprehension rate in New York County is pretty well. | 00:35:23 | |
| And actually pretty low all the costs in the phone myself. | 00:35:28 | |
| These kind of work platform. | 00:35:32 | |
| Where we have the authors actually in the rooms on their books. | 00:35:33 | |
| Talking to people who bring their children in or adults who. | 00:35:37 | |
| Really had a particular kind of book that actually read. | 00:35:42 | |
| That interaction with the author? Really. | 00:35:47 | |
| Gets people excited about. | 00:35:50 | |
| Region and of course. | 00:35:52 | |
| A. | 00:35:55 | |
| Food Electric. | 00:35:57 | |
| It was illiterate and understands what's happening in meetings like this. | 00:35:59 | |
| We need to encourage the. | 00:36:03 | |
| So that's what we're doing. | 00:36:07 | |
| OK. Thank you. SO. | 00:36:09 | |
| Let's see, Supervisor Humphrey, you have any? I have no question. | 00:36:11 | |
| Supervisor Klein. | 00:36:14 | |
| No, thank you. | 00:36:15 | |
| Well, good. All right. Thank you for coming, Connie. I appreciate it. With that, I'll call for motion. Mr. Chair, I move to | 00:36:16 | |
| approve economic development. | 00:36:20 | |
| Agreement number 202-6000. | 00:36:24 | |
| 00004. | 00:36:27 | |
| Between Hila County and Payson Book Festival as presented. | 00:36:30 | |
| And and which the board has. | 00:36:35 | |
| Determined to be for the benefit of the public. | 00:36:38 | |
| And I'll second that Mr. Chair will show you the second to approve. Those in favor say aye aye. | 00:36:41 | |
| Aye, thank you and. | 00:36:46 | |
| All right, let's move on. | 00:36:49 | |
| Foresee information, discussion action. | 00:36:50 | |
| To authorize the Treasurer's office to abate the taxes, interest and fees. | 00:36:53 | |
| On 118 properties and authorized the Chairman signature on each of the related certificates of clearance. | 00:36:57 | |
| For removal of uncollected personal. | 00:37:04 | |
| Property. Good morning, Monica. Good morning, Mr. Chair, board members. | 00:37:07 | |
| So I'm here this morning to request. | 00:37:13 | |
| And abate 180. | 00:37:16 | |
| Certificates of Clearance for removal and uncollected personal property. | 00:37:19 | |
| So the background is the Hill County treasure. | 00:37:24 | |
| Has 118 certificate of clearance for uncollectible taxes, which are mobile homes. | 00:37:27 | |
| And these are no longer. | 00:37:34 | |
| In the Gila County area. | 00:37:36 | |
| They have been certified by the Gila County Assessors Office. | 00:37:37 | |
| And they are no longer on the tax row at such they need to be abated. | 00:37:41 | |
| The evaluation are based on the Arizona Revised Statute 42-1. | 00:37:46 | |
| 9157 Collection. | 00:37:52 | |
| Of delinquent Texas. | 00:37:55 | |
| Arizona Revised Statute 42-18351 Circumstances of abating. | 00:37:57 | |
| Tax and removal of tax lien. | 00:38:03 | |
| Each of these 118 properties. | 00:38:06 | |
| Has a detailed history and documentation. | 00:38:09 | |
| As to the reasons for the abatement, which is also attached to the agenda items. | 00:38:12 | |
| The conclusion? | 00:38:18 | |
| It is in the best interest of Gila County to abate these taxes and have them removed from the tax rolls. | 00:38:20 | |
| The recommendation? | 00:38:27 | |
| Is for the Hill County Treasurer Recommends the Board of Supervisors to approve. | 00:38:30 | |
| The 118 certificates of clearance in accordance to the Arizona Revised Stack. | 00:38:35 | |
| Thank you, Monica. Supervisor Humphrey. | 00:38:43 | |
| Yeah, so. | 00:38:45 | |
| In the state of Arizona like. | 00:38:48 | |
| If you own a piece property, you're paying taxes on that property. | 00:38:49 | |
| And have you buy a? | 00:38:53 | |
| A mobile home and put it on that property, then you're paying taxes on the mobile home. | 00:38:54 | |
| And the property, but they're separate. | 00:38:58 | |
| That correct? | 00:39:00 | |
| Yes. | 00:39:02 | |
| What would it take that if you're putting a mobile home on a property to somehow be able to combine? | 00:39:03 | |
| That is that a. | 00:39:09 | |
| US Would that be a state law that needs to be passed? | 00:39:11 | |
| To combine it, that is done by the assessor's office and you can do most of these mobile homes are in a park. | 00:39:15 | |
| Oh, OK. | 00:39:22 | |
| OK, so they were paying taxes but not on private property? | 00:39:24 | |
| We're in a park. | 00:39:28 | |
| Correct on the RV park. | 00:39:29 | |
| Or like Santiago or a mobile Home Park. | 00:39:31 | |
| OK, so to God. | 00:39:34 | |
| Combined them, that would have to be an owners choice. | 00:39:35 | |
| Correct. | 00:39:39 | |
| OK, because also too there's been. | 00:39:39 | |
| Taxes that were owed on a. | 00:39:42 | |
| Mobile phone. | 00:39:44 | |
| But they couldn't. | 00:39:46 | |
| Go collect the mobile home because it was on private property. | 00:39:47 | |
| And you can't go on private property these are either, you know, they put them on a hitch and they're. | 00:39:51 | |
| Out of the state or they've been demolished. Yeah, that's what you said. Those. | 00:39:57 | |
| You know those you have record up. | 00:40:01 | |
| But there's some that's not. | 00:40:03 | |
| Being paid taxes on. | 00:40:04 | |
| Probably not on this list. | 00:40:06 | |
| But there's you can't. | 00:40:08 | |
| You can't go get it or anything because it is on private property to which they are. | 00:40:09 | |
| Paying taxes on. | 00:40:13 | |
| So that creates a problem as well and I was just wondering. | 00:40:15 | |
| There wouldn't be a way in the future. | 00:40:19 | |
| Try to help. | 00:40:21 | |
| This problem that you. | 00:40:22 | |
| What you're dealing with today? | 00:40:24 | |
| No further questions. Thank you, Supervisor Klein. | 00:40:26 | |
| Monica, thanks for cleaning it up. | 00:40:29 | |
| It's good to get those off the rolls and not deal with them. | 00:40:31 | |
| And that's to help with the with the assessors office. | 00:40:35 | |
| Yeah. Thank you both. | 00:40:38 | |
| OK. Thank you, Monica. We're going to vote to abate all 118 properties in one motion. | 00:40:40 | |
| And I get to sign 118 paper. | 00:40:47 | |
| That's right. | 00:40:51 | |
| OK, so with that I will call for a motion. | 00:40:53 | |
| Mr. Chair, I'll make the motion to authorize the Treasurer's office to abate the taxes. | 00:40:56 | |
| Interest and fees on 118 properties and authorized the Chairman's signature. | 00:41:01 | |
| On each of the related certificates of clearance for removal of uncle. | 00:41:07 | |
| Both personal property. | 00:41:12 | |
| Mr. Chair, I'll second that. | 00:41:14 | |
| OK, we have a motion and a second to approve. Those in favor say aye aye. | 00:41:16 | |
| Thank you, Monica. We've got another one for you for the information, discussion, action. | 00:41:21 | |
| Authorized the Treasurer's office to abate. | 00:41:25 | |
| The taxes, interest and fees on. | 00:41:27 | |
| This one parcel account number. | 00:41:29 | |
| R037663. | 00:41:31 | |
| And authorize the chairman signature on the certificate. | 00:41:34 | |
| A certificate of clearance for removal of uncollected. | 00:41:37 | |
| Real property. | 00:41:41 | |
| Yes, this is an easy one. | 00:41:42 | |
| So this one is to abate one certificate of clearance of removal for an. | 00:41:43 | |
| Uncollectible real property. | 00:41:48 | |
| The background This certificate The Hill County Treasurer has one certificate of clearance for uncollectible taxes for a Rd. | 00:41:50 | |
| Far so, that was privately owned. | 00:41:58 | |
| When the tax liability occurred. | 00:42:00 | |
| And the tax liability occurred before Heal County owned the. | 00:42:03 | |
| The parcel. | 00:42:07 | |
| The evaluation this should be sufficient, sufficient evidence. | 00:42:09 | |
| From the treasurer's office. | 00:42:15 | |
| For the Board of Supervisors inspection and in accordance with the ARS 42-18. | 00:42:16 | |
| 3. | 00:42:24 | |
| 51 and ARS 42 dash. | 00:42:25 | |
| 18352. | 00:42:28 | |
| Declaring the real property now this is real property, not mobile home. | 00:42:30 | |
| Listed here in uncollectible. | 00:42:34 | |
| Conclusion. It is in the best interest. | 00:42:37 | |
| Of healing county to abate these taxes and remove. | 00:42:40 | |
| Them from the. | 00:42:44 | |
| Recommendation The Hill County Treasurer recommends a Board of Supervisors to approve this one. | 00:42:46 | |
| Certificate of clearance in the quarter in accordance with the Arizona Revised Statutes. | 00:42:52 | |
| So this was a road owned by. | 00:42:57 | |
| Private umm. | 00:43:00 | |
| At one time and then now the Hill County owns it by. | 00:43:01 | |
| A quick claim, Dean. | 00:43:05 | |
| And respect taxes. | 00:43:06 | |
| OK. Thank you, super. | 00:43:08 | |
| No questions. | 00:43:11 | |
| Mr. Klein. Thank you, Monica. | 00:43:13 | |
| How much back taxes were there approximately? | 00:43:15 | |
| Taxes $133.34. Interest 100 and 1814. | 00:43:21 | |
| Sense Miscellaneous fees 100 and. | 00:43:26 | |
| 5 for a total of $356.48 OK. | 00:43:28 | |
| Thank you. | 00:43:34 | |
| All right. With that, I'll call for a motion. | 00:43:34 | |
| Mr. Chair, I move to authorize. | 00:43:37 | |
| The treasurer's office to abate. | 00:43:39 | |
| The taxes interest in fees on this one. | 00:43:41 | |
| Parcel account number. | 00:43:45 | |
| R037663. | 00:43:47 | |
| And authorized the Chairman's signature on the certificate of clearance. | 00:43:51 | |
| Removal and uncollectible real. | 00:43:55 | |
| Property, Mr. Chair, I'll second that. | 00:43:57 | |
| Good. We have a motion and a second to approve. Those in favor say aye. | 00:44:00 | |
| Aye. | 00:44:03 | |
| Monica, thank you, gentlemen. | 00:44:04 | |
| Right next, we have 4 E information discussion action to approve organized petition for redemption of. | 00:44:07 | |
| Exemption waiver from. | 00:44:13 | |
| Karen and Brennan. | 00:44:14 | |
| That too she need to have her property tax exemption. | 00:44:16 | |
| That is being waived by. | 00:44:19 | |
| There's one revised statute 4211153A. | 00:44:21 | |
| Redeemed for tax year 2025. | 00:44:25 | |
| And we have Micah with us. | 00:44:28 | |
| Good morning, Chairman and supervisors. | 00:44:31 | |
| The assessor's office is bringing forth a petition for redemption of ways. | 00:44:33 | |
| Waiver pursuant to ARS 42. | 00:44:36 | |
| 11153. | 00:44:39 | |
| If a person with a disability who qualifies for an exemption but did not file for the exemption prior to the statutory required | 00:44:41 | |
| deadline. | 00:44:45 | |
| Submits a petition. | 00:44:49 | |
| That person may have the waiver redeemed by the county Board of Supervisors at any regular meeting. | 00:44:51 | |
| Except that the taxes that were due and payable before the petition was submitted. | 00:44:56 | |
| May not be refunded or abated. | 00:45:00 | |
| Mrs. Brandon has been approved for a total. | 00:45:03 | |
| Disability exemption and qualifies to petition the Board. | 00:45:05 | |
| For the redemption waiver. | 00:45:09 | |
| She's petitioning the redemption of the waiver for tax year 2025. | 00:45:10 | |
| Taxes for 2025 have not yet been assessed, therefore, Mrs. Brandon. | 00:45:14 | |
| May petition. | 00:45:19 | |
| For the abatement of her exempted amount. | 00:45:20 | |
| She inquired last fall or winter about the exemption before the new exemption forms in 2025. Exemption amount. | 00:45:23 | |
| Had been released from the Arizona Department of Revenue. | 00:45:30 | |
| She was advised that the new exemption form had not been released and it was either miscommunicated. | 00:45:33 | |
| Or misunderstood by Mrs. Brannon that the updated form? | 00:45:39 | |
| Would be available no later than. | 00:45:42 | |
| The application period of the first Monday in January and March 1st. | 00:45:45 | |
| If the board grants the redemption of the waiver. | 00:45:50 | |
| After the exemption is applied, there will still be an existing taxable amount. | 00:45:53 | |
| For 2025 tax year. | 00:45:57 | |
| So she will still have a due and payable amount on her tax bill. | 00:46:00 | |
| Even after the exemption amount. | 00:46:03 | |
| Is taken out. | 00:46:05 | |
| We in the assessor's office do not advocate. | 00:46:07 | |
| For or against? | 00:46:10 | |
| Any approval of a petition, we leave that decision to the board. | 00:46:12 | |
| Thank you. | 00:46:16 | |
| Thank you, Michael. Supervisor Humphrey. | 00:46:17 | |
| Yeah, I I have no questions it. | 00:46:20 | |
| Because there's still a. | 00:46:24 | |
| A tax amount on on the property. | 00:46:25 | |
| I'm all for helping people that need help in the seniors, it's just. | 00:46:28 | |
| Not for later down the road to create problems for ourselves so. | 00:46:32 | |
| Sure. Her assessed amount for 2025 will be 6563. | 00:46:36 | |
| If you grant the waiver, the exemption amount for 2025 is 4748, so she'll still have an assessed remaining amount of 1815, so she | 00:46:41 | |
| still will. | 00:46:47 | |
| Have a taxable amount that will be. | 00:46:53 | |
| That's quite a large piece of property, isn't it? | 00:46:56 | |
| For that, for those kind of taxes, that's that's the assessed value. | 00:47:00 | |
| That's not the taxable amount, that's just the assessed. | 00:47:04 | |
| Oh, OK. | 00:47:07 | |
| Thank you. | 00:47:08 | |
| No further questions. OK. Thank you, supervisor. | 00:47:09 | |
| Client Micah, I'm good. Thank you. | 00:47:11 | |
| Yeah, I'm good as well. So with that, I'll call for a motion. | 00:47:14 | |
| Mr. Chair, I make the motion to approve. | 00:47:18 | |
| A petition for redemption of exemption waiver from. | 00:47:22 | |
| Karen and Brennan as president. | 00:47:26 | |
| I'll second that. | 00:47:29 | |
| Motion and a second to approve. Those in favor say aye aye. | 00:47:30 | |
| Aye. Thank you, Michael. Thank you, Sheriff, for coming. | 00:47:34 | |
| 4F information, discussion action. | 00:47:38 | |
| To prove an IGA contract number Ctr. | 00:47:41 | |
| 076472. | 00:47:45 | |
| Healthy people, healthy communities. | 00:47:48 | |
| Between Hulu county and the Department of Health services in the amount of. | 00:47:50 | |
| $195,076.20. | 00:47:54 | |
| For the period of July 125. | 00:47:58 | |
| To June 30, 2026, to continue to. | 00:48:00 | |
| Provide prevention program services. | 00:48:03 | |
| In Gila County. | 00:48:05 | |
| Come on, Josh. | 00:48:07 | |
| Good morning, Chairman, Members of the board so. | 00:48:08 | |
| This is actually the third time this five year Healthy People, Healthy Communities contracts come before us. | 00:48:10 | |
| I'm not trying to save Mr. Driscoll's, actually the one that worked with the state of Arizona when we created this grant back in | 00:48:15 | |
| 2016. | 00:48:19 | |
| Hey, Michael. | 00:48:22 | |
| So this runs our chronic disease programs for the county. | 00:48:25 | |
| Our teen pregnancy prevention programs in the schools. | 00:48:28 | |
| How are tobacco free? | 00:48:31 | |
| Programs in the schools. | 00:48:33 | |
| If you remember, we also have a suicide mortality review. | 00:48:35 | |
| Board that meets quarterly. | 00:48:38 | |
| And they go over all the suicides in the county and all the. | 00:48:41 | |
| Counties do this and we report back to the state to see what the trends are in suicides and what we can do to. | 00:48:44 | |
| Do a better job of helping to prevent those. | 00:48:49 | |
| Some of our public health. | 00:48:51 | |
| Accreditation Fund for staying in line with national objectives for public health. | 00:48:53 | |
| Commodities funds as well. | 00:48:58 | |
| The biggest change for this next five year period, which is a really good one from audit and finance perspective, is this is the | 00:49:00 | |
| last of my grants that used to be a block grant where we just received the money. | 00:49:05 | |
| And Bill? | 00:49:09 | |
| Now it's a cost reimbursement grant like all the rest of the grants we have in public health. | 00:49:10 | |
| I'm told from Aaron and my finance people that they like that much better is to the auditors. | 00:49:15 | |
| So we'll be a cost reimbursement grant from here moving forward. | 00:49:19 | |
| And outside of that, no major changes outside I can say with everything going on at the federal and state level. | 00:49:23 | |
| These are all funds that are mostly put together from. | 00:49:28 | |
| State tobacco taxes. Lottery funds. | 00:49:31 | |
| And different kinds of state pool funding. So none of the things that are on this grant. | 00:49:34 | |
| Or have any or any consequence to what's happening at the federal level. So this is a grant that would be good for the next 5 year | 00:49:38 | |
| period either way. | 00:49:41 | |
| OK. Thanks, Josh. Supervisor. | 00:49:46 | |
| No questions. | 00:49:48 | |
| Supervisor Klein. | 00:49:49 | |
| I'm good. Thank you, Josh. | 00:49:50 | |
| Me as well. So thanks, Josh for that. I'll call for a motion. | 00:49:51 | |
| Vice Chair, I move. | 00:49:56 | |
| To approve the intergovernment agreement agreement. | 00:49:57 | |
| Contract number Ctr. 0764. | 00:49:59 | |
| 72 healthy people healthy. | 00:50:03 | |
| Healthy Communities. | 00:50:05 | |
| Between Halo County with the Arizona Department of Health Services. | 00:50:07 | |
| As presented. | 00:50:10 | |
| Mr. Chair, I'll second that. | 00:50:11 | |
| Thank you. We have a motion and a second to approve. Those in favor say aye, aye. Thank you, Josh. | 00:50:13 | |
| All right. We have 4G information discussion action approved. | 00:50:19 | |
| A submittal of a county trial courts. | 00:50:23 | |
| Fiscal year 2026 field trainer. | 00:50:25 | |
| Grant application. | 00:50:28 | |
| In the amount of $25,000 to the Amazon. | 00:50:30 | |
| Supreme Court administrative. | 00:50:33 | |
| Office of the Courts. | 00:50:34 | |
| Mr. John Barrett. | 00:50:36 | |
| Good morning, Mr. Chair, members of the Board. | 00:50:38 | |
| This is a grant that we participated in since 2015. | 00:50:41 | |
| The field trainer position provides a lot of. | 00:50:45 | |
| Automation training. | 00:50:48 | |
| To all levels of court. Justice Court, City Court, Superior Courts. | 00:50:49 | |
| Started with the courts in 2008. A lot has changed since then. | 00:50:54 | |
| I think we'll continue to see more automation projects. | 00:50:58 | |
| Moving into the future. | 00:51:01 | |
| And this position is. | 00:51:03 | |
| Our main source of training. | 00:51:06 | |
| And. | 00:51:08 | |
| Incorporating. | 00:51:10 | |
| These automated projects into port operations. | 00:51:12 | |
| And with that, I'll take any questions. | 00:51:15 | |
| Thank you, John Supervisor. | 00:51:17 | |
| I have no question. See. | 00:51:19 | |
| You know, Supervisor Klein. Thank you, John. | 00:51:21 | |
| Yeah, me too. So thanks. | 00:51:23 | |
| I'll call for motion. | 00:51:25 | |
| Mr. Chair, I'll make the motion to approve the submittal. | 00:51:27 | |

| 20,000. | 00:51:36 | |
| The Arizona Supreme Court Administrative Office of the Courts. | 00:51:38 | |
| Mr. Chair, I'll second that. | 00:51:42 | |
| We have a motion and a second to approve. Those in favor say aye aye. | 00:51:43 | |
| Aye, aye. | 00:51:47 | |
| Thank you, Josh. | 00:51:48 | |
| We'll go to 4H. | 00:51:51 | |
| Information, discussion, Action to authorize the board. | 00:51:53 | |

| To June 30, 2026. | 00:52:20 | |

| Aye, aye. | 00:54:10 | |
| Yeah, I don't know, electronically sign what that is. I don't know if that's kind of like what Joe Biden signature. | 00:54:12 | |

| Yeah, I don't know. | 00:54:23 | |
| But I will. | 00:54:25 | |
| I'll find it anyway I can so. | 00:54:27 | |
| Thank you very much. So let's move on. We got 4. | 00:54:35 | |
| Information discussion action approved. | 00:54:38 | |
| Amendment Number. | 00:54:41 | |
| Five to professional service contract number 031221. | 00:54:43 | |
| With John S Perlman, attorney at Law for Legal Representation. | 00:54:47 | |
| On behalf of the public fiduciary. | 00:54:52 | |
| To renew the contract for one additional. | 00:54:54 | |
| One year term. | 00:54:57 | |
| From May 11, 2025 to May 10th. | 00:54:58 | |

| 65,000 Good morning, Tiffany. | 00:55:04 | |
| Good morning, Mr. Chair, members of the Board. | 00:55:07 | |
| You have before you a very small increase. | 00:55:10 | |
| The attorney, John Pearlman, he provides legal services for the public fiduciary's office. He has a contract with my office. | 00:55:14 | |
| OK. Thank you. | 00:55:22 | |
| Supervisor Humphrey. | 00:55:23 | |
| I have no questions. | 00:55:25 | |
| Because I guess he's been a good attorney then, huh? | 00:55:27 | |
| Tiffany he has all right and he's actually located in my office so. | 00:55:30 | |
| Let me request something. | 00:55:34 | |
| And if I may say, we're lucky to have him because he's retired from. | 00:55:37 | |
| This regular practice and I think from the city globe has worked, so we're very lucky to absolutely deal with this. | 00:55:41 | |
| To help Tiffany. | 00:55:51 | |
| It's it's a great thing because. | 00:55:52 | |
| He quit pretty much everybody but us, so. | 00:55:54 | |
| I think we're very lucky to have him. | 00:55:57 | |

| I have no questions. | 00:57:53 | |
| Supervisor Klein. | 00:57:55 | |
| I'm good. | 00:57:56 | |
| OK. I'm good as well. So with that, I'll call for motion. | 00:57:57 | |
| Mr. Chair, I move to ratify the Board of Supervisors approval. | 00:58:00 | |
| For the submittal of the Arizona Criminal Justice Commission. | 00:58:04 | |
| ACJC. | 00:58:08 | |
| 2026 drug gang violent. | 00:58:10 | |
| Crime control grant application. | 00:58:13 | |
| Approve AC. | 00:58:17 | |
| FY20. | 00:58:20 | |
| 26. | 00:58:22 | |
| Gang and violent criminal control. | 00:58:24 | |
| Grant Agreement number DC-26-0. | 00:58:26 | |
| 2/3 as presented. | 00:58:32 | |
| And authorized the board chairman to electronically sign. | 00:58:34 | |
| The agreement. | 00:58:39 | |
| Mr. Chair, I'll second that. | 00:58:41 | |
| With a motion and a second to approve, those in favor say aye aye. | 00:58:42 | |
| Hi, right. Thank you, Jessica. | 00:58:45 | |
| All right, that ends our item 4 and going on to our consent agenda. | 00:58:49 | |
| Items which is 5. | 00:58:54 | |
| Through tags. | 00:58:56 | |
| Father Humphrey, would you like to? | 00:58:57 | |
| Remove one or more. | 00:58:59 | |
| I I don't care to remove anything and discuss it separately today. | 00:59:01 | |
| All right, same question, Supervisor Klein. | 00:59:05 | |
| The only thing I just want to point out that is not really for discussion is the. | 00:59:09 | |
| Item eight, 151,000 for Buck Grant. | 00:59:13 | |
| That's a lot of money. That's good. | 00:59:18 | |
| So you want to pull that off and discuss it and vote on it separately? | 00:59:19 | |
| You know what? Let's let Josh discuss it. You bet. | 00:59:24 | |
| OK, so at this time I'm going to take consent Agenda 5A. | 00:59:28 | |
| And, umm. | 00:59:32 | |
| Presented as a regular agenda item is. | 00:59:34 | |
| So we're going to approval of an interview. | 00:59:37 | |
| Intergovernmental agreement contract #CPR076954. | 00:59:40 | |
| With the Arizona Department of. | 00:59:45 | |
| Health services in the amount of 151,000. | 00:59:47 | |
| $325. | 00:59:49 | |
| For the period of July, for one. | 00:59:51 | |
| July 1, 2025. | 00:59:54 | |
| Through June 3020. | 00:59:56 | |
| Early. | 00:59:58 | |
| To continue to provide title. | 00:59:59 | |
| 5 Maternal and child health services block grant services. | 01:00:01 | |
| And public health. | 01:00:05 | |
| Improvement for. | 01:00:06 | |
| Program Services. | 01:00:07 | |
| So Josh Beck. | 01:00:10 | |
| Please let us know more about this particular item. | 01:00:11 | |
| Good morning and Chairman, Board members. | 01:00:14 | |
| So the maternal child health. | 01:00:16 | |
| Portion of this was what we were using to cover. | 01:00:18 | |
| A lot of the oral health. | 01:00:21 | |
| Stuff that we were doing in the county that we keep presenting to you. | 01:00:23 | |
| They changed the deliverables for next year and it. | 01:00:27 | |
| Goes more back to WIC oriented type of. | 01:00:29 | |
| Services for families with young children. | 01:00:34 | |
| So we won't be able to do the oral health stuff again. | 01:00:36 | |
| So I'll be presenting you at some point in time during one of the work sessions about where we're sitting with our old health. | 01:00:38 | |
| Programs to some of that funding kind of went away. | 01:00:43 | |
| The other portion of this is our public health infrastructure. | 01:00:46 | |
| Which pays for. | 01:00:50 | |
| Products that were before from arrival. | 01:00:52 | |
| Pull back in system that does all of our workforce development, our workforce trainings. | 01:00:54 | |
| All the public health accreditation stuff, everything's in one system. It tracks all of our grants and where we're at. | 01:00:58 | |
| Process with. | 01:01:04 | |
| Departmental services like. | 01:01:05 | |
| Our big back end software program that we use for all of our public health stuff. | 01:01:07 | |
| As a part of this grant. | 01:01:11 | |
| The reason we put a lot of consent is right now with the budget that just passed the federal budget like 30 minutes ago or 40 | 01:01:12 | |
| minutes ago, it's zeroed out. | 01:01:16 | |
| The maternal child health and family planning zeroed out in the federal budget. | 01:01:20 | |
| Both on the Senate side and the House side that have passed. So this is one of those grants that. | 01:01:23 | |
| We're still hoping we get, but it's zeroed out both the budgets right now. | 01:01:27 | |
| So thank you, Supervisor Humphrey. | 01:01:31 | |
| No questions. | 01:01:34 | |
| So three things zeroed out. | 01:01:35 | |
| Josh. | 01:01:38 | |
| But you mean it's it's done? | 01:01:39 | |
| Yeah. So, so it's it's the. | 01:01:41 | |
| You know, last year's funding. | 01:01:43 | |
| Federal was like $34 million for it. Now it's just zero across the board, so. | 01:01:45 | |
| But the departmental services is still giving us all of the IGA's. | 01:01:50 | |
| Assuming the best. | 01:01:54 | |
| So I still have what I think like 12 more ideas here. The next month I'll be presenting. | 01:01:55 | |
| And what we actually get for the funding, how many stop work orders we get? | 01:02:00 | |
| Will be a different story. So we have two stock work orders right now. | 01:02:04 | |
| One was lifted last night, which was our Public Health Emergency Preparedness grant. | 01:02:08 | |
| And then one this morning, our vaccine for children program, we just received the state. | 01:02:12 | |
| Notice of award. | 01:02:16 | |
| So that one was lifted this morning, so. | 01:02:17 | |
| It's just kind of a. | 01:02:19 | |
| Daily seeing, wait and see you right now. | 01:02:21 | |
| OK. Thank you. | 01:02:24 | |
| Yep. OK, with that, I'll call for a motion on item 5A. | 01:02:26 | |
| Mr. Chair, I'll make the motion to approve. | 01:02:29 | |
| Agreement contract number Ctr. 07695. | 01:02:32 | |
| Or, uh. | 01:02:37 | |
| With the Arizona Department of Health Services in the amount of $151,325. | 01:02:38 | |
| For the period of July 1st through. | 01:02:44 | |
| 2025 through. | 01:02:47 | |
| June 30th. | 01:02:49 | |
| 2020. | 01:02:50 | |
| 2030. | 01:02:51 | |
| I'll second that. | 01:02:56 | |
| We have a motion and a second to approve Item 5A on the consent agenda item and. | 01:02:58 | |
| All those in favor. | 01:03:03 | |
| Say aye. | 01:03:04 | |
| Aye, aye, thank you. We still have remaining on a consent agenda Item 5. | 01:03:06 | |
| D through K Supervisor Humphrey to change your mind on any of those no. | 01:03:10 | |
| OK, Supervisor Klein, I'm good. | 01:03:15 | |
| Alcohol promotion to approve consent agenda items 5B from K. | 01:03:17 | |
| Mr. Chair. | 01:03:23 | |
| I move to approve consent agenda items for B through 4:00. | 01:03:24 | |
| I'll second that. | 01:03:30 | |
| You have a, a motion and a second to prove. | 01:03:31 | |
| Those in favor say aye. | 01:03:34 | |
| Oh excuse me, does he need to resign? 5B through 5K? | 01:03:38 | |
| OK, we're good. So I have a motion and a second to approve. Those in favor say aye. | 01:03:42 | |
| Hi. | 01:03:46 | |
| All right, call to the public is our next item. | 01:03:47 | |
| Thank you for your patience. | 01:03:51 | |
| We do have someone. | 01:03:55 | |
| Here in Globe. | 01:03:56 | |
| Mr. Tom Werner. | 01:03:58 | |
| Mr. Tom Warner lives in Claypool. | 01:04:01 | |
| And would like to speak about. | 01:04:05 | |
| Odors from the landfill here. | 01:04:08 | |
| Just one moment. | 01:04:11 | |
| Chairman, if you could please read the call to the public. | 01:04:13 | |
| OK, I'm sorry. | 01:04:18 | |
| Called to the public is time set aside. | 01:04:21 | |
| For the public to comment during a scheduled meeting. | 01:04:24 | |
| Of the Board of Supervisors. | 01:04:27 | |
| The chairman will conduct it and accept comments from the public. | 01:04:28 | |
| Right before the summary of current events. | 01:04:33 | |
| Although, uh. | 01:04:35 | |
| The board reserves the right to modify the order. | 01:04:36 | |
| At any time. | 01:04:38 | |
| We citizens who wish to address the public body need. | 01:04:40 | |
| Not request permission in advance. | 01:04:44 | |
| In order for the record to properly reflect the speakers name, address and subject matter. | 01:04:47 | |
| Please complete the information. | 01:04:53 | |
| Here. | 01:04:55 | |
| The board may not discuss items that are not specifically identified on the agenda. | 01:04:56 | |
| In other words, we may ask you questions, but we're not going to vote. | 01:05:02 | |
| On any of. | 01:05:05 | |
| Your comments. | 01:05:07 | |
| OK, it's not part of our regular agenda. | 01:05:08 | |
| Therefore, uh. | 01:05:10 | |
| Pursuant to the. | 01:05:12 | |
| The revised. | 01:05:14 | |
| We are able to respond to any. | 01:05:18 | |
| Criticism. | 01:05:20 | |
| ETC. Is that enough, Jessica? | 01:05:21 | |
| Yeah, OK. | 01:05:24 | |
| All right, so I overdid it. | 01:05:30 | |
| OK, so. | 01:05:34 | |
| Mr. Warner. | 01:05:36 | |
| If you can contain your comments to about 3 minutes, that'd be helpful. | 01:05:37 | |
| Please tell us what's on your mind. | 01:05:41 | |
| Well I live on Woodward St. in little acres. | 01:05:44 | |
| And the aroma from. | 01:05:49 | |
| Is not good. | 01:05:53 | |
| When I wake up in the morning, I leave and I still have that order. | 01:05:56 | |
| In my nasal system. | 01:06:00 | |
| And. | 01:06:02 | |
| The neighbor they. | 01:06:04 | |
| Bring my attention, I bring your attention. | 01:06:07 | |
| So it's been an ongoing. | 01:06:10 | |
| You know, and then from my house I can sit there and I can see. | 01:06:12 | |
| The trucks coming in and dumping the trash and everything and. | 01:06:17 | |
| I just, I don't know why it couldn't have been built on the other side of that mountain. | 01:06:21 | |
| Instead of Sedan St. the people are almost right in their backyard. | 01:06:26 | |
| You know, just. | 01:06:30 | |
| It's probably too late to do anything but. | 01:06:32 | |
| I don't know about the. | 01:06:35 | |
| You know, it's just. | 01:06:36 | |
| It's not good. | 01:06:38 | |
| And I don't know what. | 01:06:41 | |
| What can be done? Hauling more dirt? Covered up or? | 01:06:43 | |
| You know, and I know you can't move the location. It would take a lot. | 01:06:46 | |
| But. | 01:06:51 | |
| It'd be appreciated if something could be done. | 01:06:53 | |
| OK. Thank you for those comments. So Supervisor Hunter, do you have anything you'd like to? | 01:06:57 | |
| Well, we can't comment on things that aren't on the agenda. | 01:07:01 | |
| But we can ask staff to look into it. | 01:07:06 | |
| And so. | 01:07:09 | |
| Fairy Links is my assistant if you'd like to give her your number. | 01:07:11 | |
| Then I can get with the public works director that will get in touch with you. | 01:07:14 | |
| And so, yeah, that way you're not given your number out. | 01:07:18 | |
| Publicly, you can give it to Terry. | 01:07:21 | |
| And then I'll have our public works director. | 01:07:23 | |
| Reach out to you SO. | 01:07:26 | |
| Maybe you can explain to you what's been going on at the dump and things. | 01:07:28 | |
| And so that that's that's about all I can do. | 01:07:31 | |
| Yeah, 'cause it's just, I mean, I consider my house and I can see. | 01:07:34 | |
| Trash blowing around and it's it. | 01:07:38 | |
| OK, it's a. | 01:07:41 | |
| I don't know. | 01:07:43 | |
| It's not. I know the neighbors trying to sell their house and people sit there and they go. | 01:07:45 | |
| Oh, we have to look at that, you know, so. | 01:07:50 | |
| Anyway, OK. | 01:07:53 | |
| Thank you. Some people have client. Do you have anything you'd like to? | 01:07:54 | |
| Just the same as maybe Troy can check all that out. Maybe. | 01:07:58 | |
| Maybe maybe covering it up in more timely manner if that's the case or whatever it is so. | 01:08:01 | |
| Thank you. | 01:08:06 | |
| Thank you SO. | 01:08:07 | |
| We're gonna we'll look into it, Mr. Warner. | 01:08:09 | |
| Thank you for your comments. | 01:08:12 | |
| Anyone else? | 01:08:14 | |
| Hello, call to the public. | 01:08:16 | |
| How about you? How many we have today? | 01:08:20 | |
| 41 Tyler. | 01:08:21 | |
| You look pretty lonely. | 01:08:25 | |
| OK. | 01:08:29 | |
| OK, very good. So let's move on to item number 7. | 01:08:31 | |
| Which is. | 01:08:39 | |
| Are current events summary. | 01:08:42 | |
| Acting Committee of. | 01:08:46 | |
| County Manager O'Driscoll. | 01:08:49 | |
| Thank you, Chairman and members of the board. | 01:08:51 | |
| Just a quick update on that patient courthouse remodel. | 01:08:53 | |
| We're on track. | 01:08:56 | |
| To move. | 01:08:58 | |
| The courts back into the courthouse the weekend of July 18th. | 01:08:59 | |
| And so we're coordinating with all the. | 01:09:05 | |
| Port employees and county attorney's office to go ahead and do that and. | 01:09:09 | |
| And we're planning for the entire weekend to move in there. So if you see. | 01:09:14 | |
| A lot of busy people at the courthouse on that weekend. That's that's what we're doing. | 01:09:19 | |
| And that's the only update I have right now. | 01:09:23 | |
| OK. Thank you, Michael. Supervisor Humphrey. | 01:09:26 | |
| Yeah, I attended a. | 01:09:29 | |
| Regional Council meeting. | 01:09:31 | |
| On the 25th. | 01:09:33 | |
| And that's the keg. | 01:09:35 | |
| So I'm on the tag board, regional board as well. | 01:09:37 | |
| So yeah, I kind of get another view of all these things that are. | 01:09:40 | |
| Going on at that level. So that's a good thing. | 01:09:45 | |
| And the the mayor of Miami and the Miracle. | 01:09:47 | |
| Both carpooled with me so we were able to. | 01:09:51 | |
| Communicate and. | 01:09:54 | |
| And things without a meeting to just kind of. | 01:09:55 | |
| Talk about the community. | 01:09:58 | |
| Attended a District 2 project review meeting on the 25th. | 01:10:00 | |
| With with Troy, or. | 01:10:05 | |
| Interim public works director. | 01:10:07 | |
| And engineering and and. | 01:10:10 | |
| Others that we have. | 01:10:12 | |
| Projects going on in district. | 01:10:14 | |
| Two and projects that we want to get started in District 2. | 01:10:16 | |
| So I I value that meeting every month. | 01:10:22 | |
| And then tonight at 5:00, I will be in Tunnel Basin. | 01:10:25 | |
| For my community meeting at the Chamber. | 01:10:29 | |
| And, Mr. Chair, that's all I have. | 01:10:32 | |
| Thank you, supervisor. Supervisor Klein. | 01:10:34 | |
| Mr. Chair, thank you. Last Thursday I attended A Napro public lands meeting is on Zoom. | 01:10:36 | |
| I'm representing Maricopa County on some resolutions that. | 01:10:43 | |
| That we proposed. | 01:10:47 | |
| And then next week on the. | 01:10:49 | |
| 10th I'll be going to Philadelphia to follow those resolutions and. | 01:10:51 | |
| Help Maricopa County and the WIR. | 01:10:55 | |
| Meeting on Nico. | 01:10:58 | |
| And he's back on the 12th. | 01:11:00 | |
| That's it. | 01:11:03 | |
| OK, very good. So I don't really have. | 01:11:04 | |
| A report. | 01:11:07 | |
| I understand that we do not have a meeting next Tuesday or the one after. | 01:11:08 | |
| That correct, ladies. | 01:11:12 | |
| We do not have a meeting next week or the week after. | 01:11:15 | |
| Correct. All right. | 01:11:19 | |
| Thank you very much for that. I don't have anything really to report. | 01:11:20 | |
| I'm good. | 01:11:26 | |
| And so see, it seemed like there was something on my mind. Well. | 01:11:28 | |
| If there's nothing else, I'm going to wear my pen outside and stuff. | 01:11:32 | |
| So. | 01:11:36 | |
| I'll adjourn this meeting. Thank you. | 01:11:38 |
