MINUTES: There being no corrections to the Minutes of the Board of County Commissioners meeting of December 2, 2024, as printed, Commissioner Buck moved to approve. Commissioner James seconded the motion, and upon a roll call vote of four (4) to one (1), the motion carried with Commissioner Saine abstained.
READ ORDINANCE BY AUDIO: Commissioner James moved to read Code Ordinance #2024-18 by audio. The motion was seconded by Commissioner Buck and it carried unanimously.
CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of Hearings conducted on December 2, 2024, as follows: 1) Annual Meeting and 2025 Budget Hearing – Weld County Beebe Draw Law Enforcement Authority, 2) Annual Meeting and 2025 Budget Hearing – Weld County Pioneer Community Law Enforcement Authority, 3) Annual Meeting and 2025 Budget Hearing – Southwestern Weld County Law Enforcement Authority, and 4) 2025 Final Budget for Weld County, Colorado. Commissioner Buck seconded the motion, which carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the Agenda.
CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Freeman seconded the motion and it carried unanimously.
PRESENTATIONS: 1) RECOGNITION OF SERVICES, CLERK TO THE BOARD – CHERYL HOFFMAN: Chair Ross read the certificate for the record. Esther Gesick, Clerk the Board, shared heart-felt stories working alongside Cheryl Hoffman for the past ten (10) years, described her as a ‘Godsend’, and honored her by extending gratitude to her husband, Rick, for sharing her with Weld County. Ms. Hoffman thanked her family and the Board for the recognition, expressed her deep appreciation for Weld County and the ladies whom she has worked alongside during her tenure. She indicated it was her pleasure being of service to the public but looks forward to her new chapter in life and shared some of her plans for retirement. The Board, in turn, acknowledged her tenacity, wished her luck in her future endeavors during her retirement, and  expressed their gratitude for Ms. Hoffman’s passion and dedication for the citizens of Weld County. (Clerk’s Note: The group gathered for a photo opportunity.)
2) RECOGNITION OF SERVICES, DEPARTMENT OF HUMAN RESOURCES – MICHELLE RAIMER: Chair Ross read the certificate for the record. Jill Scott, Director of the Department of Human Resources, thanked Michelle for helping her during the transition into her role as the director when she came to Weld County in 2022, and for aiding employees in Weld County in one capacity or another, and wished her the best of luck with her next chapter. Ms. Raimer thanked her family and the Board for the recognition, expressed her appreciation for Weld County for the past three (3) decades, sincerely appreciates the kind words from her colleagues, many which have become life-long friends. She indicated it was her pleasure being of service to the employees of Weld County but looks forward to her new chapter in life and shared some of her plans for retirement. The Board, in turn, acknowledged her tenacity, wished her luck in her future endeavors during her retirement, and expressed their gratitude for Ms. Raimer’..
3) 2024 EMPLOYEE SERVICE AWARDS – 10, 20, AND 30-YEAR EMPLOYEES: Chair Ross introduced the presentation for the record and the various Elected Officials and Department Heads spent approximately the next 90 minutes honoring numerous employees and presenting them with 10-, 20-, 30- year pins for years of service. The Commissioners, in turn, thanked the employees for their years of dedication to the citizens of Weld County.   (Clerk’s Note: Chair Ross requested a five (5) minute recess, and reconvened the meeting at 10:46 a.m.)
WARRANTS: 1) GENERAL WARRANTS – DECEMBER 11, AND 13, 2024: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner James seconded the motion and it carried unanimously.
2) COMMISSIONER WARRANTS (KEVIN D. ROSS) – DECEMBER 13, 2024: Commissioner James moved to approve the Warrant as printed. Commissioner Buck seconded the motion, and upon a roll call vote of four (4) to zero (0) , the motion carried with Commissioner Ross recused.
NEW BUSINESS: 1) CONSIDER CONTRACT ID #8932 CONTRACT FOR THE 2025 VICTIM ASSISTANCE AND LAW ENFORCEMENT (VALE) GRANT FOR LAW ENFORCEMENT VICTIM SERVICES, AND AUTHORIZE CHAIR TO SIGN: Sonja Kohlgraf, Sheriff’s Office, stated the County has been awarded grant funds, in the amount of $42,485.00, which will fund a portion of one (1) full-time equivalent (FTE) in the Victims Assistance Unit from January 1, 2025, through December 31, 2025. Commissioner Freeman moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Buck and it carried unanimously.
2) CONSIDER CONTRACT ID #8935 THREE (3) MASTER SERVICE AGREEMENTS FOR VARIOUS PUBLIC SAFETY SYSTEMS AND AUTHORIZE CHAIR TO SIGN – MOTOROLA SOLUTIONS, INC.: Cordero Bustos, Department of Public Safety Communications, stated these agreements provide the Weld County Regional Communications Center (WCRCC) with reliable software and technical support for the dispatch of emergency services. Commissioner James moved to approve said agreements and authorize the Chair to sign. The motion was seconded by Commissioner Freeman and it carried unanimously.
3) CONSIDER CONTRACT ID #8936 MEMORANDUM OF UNDERSTANDING FOR FRONT RANGE COMMUNICATIONS CONSORTIUM (FRCC) RADIO INTEROPERABILITY CHANNEL SHARING FOR WELD COUNTY REGIONAL COMMUNICATIONS CENTER (WCRCC) AND AUTHORIZE CHAIR AND DEPARTMENT OF PUBLIC SAFETY COMMUNICATIONS TO SIGN – CITY OF BRIGHTON POLICE DEPARTMENT: Mr. Bustos stated the non-financial memorandum of understanding (MOU) allows for channel sharing for dispatch services between the WCRCC and the City of Brighton’s Police Department for the next five (5) years. Commissioner Freeman moved to approve said MOU and authorize the Chair to sign. The motion was seconded by Commissioner Buck and it carried unanimously.
4) CONSIDER CONTRACT ID #8937 MEMORANDUM OF UNDERSTANDING FOR FRONT RANGE COMMUNICATIONS CONSORTIUM (FRCC) RADIO INTEROPERABILITY CHANNEL SHARING FOR WELD COUNTY REGIONAL COMMUNICATIONS CENTER (WCRCC) AND AUTHORIZE CHAIR AND DEPARTMENT OF PUBLIC SAFETY COMMUNICATIONS TO SIGN – GREATER BRIGHTON FIRE PROTECTION DISTRICT: Mr. Bustos stated the non-financial MOU allows for channel sharing for dispatch services between the WCRCC and the Greater Brighton Fire Protection District for the next five (5) years. 5) CONSIDER CONTRACT ID #8938 MEMORANDUM OF UNDERSTANDING FOR FRONT RANGE COMMUNICATIONS CONSORTIUM (FRCC) RADIO INTEROPERABILITY CHANNEL SHARING FOR WELD COUNTY REGIONAL COMMUNICATIONS CENTER (WCRCC) AND AUTHORIZE CHAIR AND DEPARTMENT OF PUBLIC SAFETY COMMUNICATIONS TO SIGN –NORTHERN COLORADO DRUG TASK FORCE: Mr. Bustos stated the non-financial MOU allows for channel sharing for dispatch services between the WCRCC and the Northern Colorado Drug Task Force for the next five (5) years. Commissioner Freeman moved to approve said MOU and authorize the Chair to sign. The motion was seconded by Commissioner Buck and it carried unanimously.
6) CONSIDER DIRECTING CLERK TO THE BOARD TO HAVE PUBLISHED EMERGENCY ORDINANCE NO. 260-C SUPPLEMENTAL APPROPRIATION FOR 2024: Jennifer Oftelie, Weld County Budget Manager, indicated Ordinance No. 260 was done as an emergency for the supplemental appropriation of funds, and part of that process requires the public to be notified; therefor, she requested for the Clerk to the Board’s Office to publish the public notice in the Greeley Tribune, to be brought before the Board on December 30, 2024. Commissioner Buck moved to approve said resolution. The motion was seconded by Commissioner James and it carried unanimously.
PLANNING: 1) FIRST READING OF CODE ORDINANCE #2024-18, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 23 ZONING OF THE WELD COUNTY CODE (STATE LICENSED NATURAL MEDICINE FACILITIES): Maxwell Nader, Department of Planning Services, explained Proposition 122 was approved by Colorado voters in 2022 for the decriminalization and regulation of certain psychedelic plants and fungi for individuals 21 years or older, and as a result the Colorado Department of Revenue, Division of Natural Medicine, will begin licensure of the facilities in early 2025. Mr. Nader clarified these facilities are not to include synthetically manufactured drugs or the establishment of retail stores. He informed the Board the facilities must meet local building and zoning codes, but noted local governments cannot prohibit a facilitator from providing such natural medicine services within their boundaries. Furthermore, Mr. Nader indicated that local governments cannot adopt ordinances or regulatio..
PUBLIC COMMENT: 1) Edwin Grant, City of Greeley resident, offered their comments to the Board.   RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. An absolute godsend. And so 10 years ago. 00:25:04
Umm, I had someone leave my office to mess the world to me. It still does. And yesterday was the 10 year anniversary of her 00:25:08

Behind the Cheryl came in and she said I promise to give you 10 minutes and. 00:25:20
He fulfilled that comment and I am so very grateful. Umm. 00:25:26
During that time, I also want to say strict because he was partying this woman high school come out here in Colorado to join us. 00:25:32

very much has been the den mother of our team. And you know, I know it was all part of a bigger plan. Cheryl and I share a face 00:25:47

I needed to apply for a deputy court position with Loan County. 00:28:18
Within a very short time I interviewed and was tired to begin work with the board office in November 17, uh, 2020 first. So I said 00:28:25
2024 and 22. I think my husband for the chance to live here in Denver, Co and my God, we're orchestrating all the stuff that took. 00:28:38
The land, that's not the job and the procedure later. I have learned so much. 00:28:52
And it's not so many people who have become lifelong friends here in London. I have also had the pleasure of working as far as 00:29:00
backup to the commitment. 00:29:07
Working here for Wells County has been a true blessing and the countless friends I have made here will never be forgotten. 00:29:16

To get to recognize all of the employees in this fashion. So I appreciate the commissioners for giving us this opportunity to 00:43:51
recognize each and everyone of you. Umm, I got directed at three employees even though I've only got one up here with, umm, I've 00:43:58
got two 10s and A and a 30. So 50 years round of yours. Here's a service on this team right now. And so some of us get nervous 00:44:05
about public speaking and some people get nervous about public recognition. I've actually owed about one employer. 00:44:12
Now that you're a little bit nervous about public questions, I wanna start with those things. Uh, our first of the week, you know, 00:44:20
you've been with us for 10 years. He's been an appraiser that entire time. He has worked in our business with the property 00:44:27
department as well as our residential agriculture team and he's got a really challenging job. You know, it's a tough area of 00:44:33
property to value because of a lot of Old Town area and the city has a lot of multi family. 00:44:39
But he always strives to make those values the best he can do. He always was working for the taxpayers. And I'm so appreciative of 00:44:47
the workings of. So he's not here, not like the public recognition, but I want to recognize him anywhere anyway. So thank you, 00:44:52

Something employee, this is Stephanie Hilton. Stephanie also getting a 10 year 10 today, but she has been with us longer than 10 00:45:08
years. She started with us back in 2001 if I remember right. Work starts for many years, then left to be with her family and then 00:45:15
came back to us ten years ago. So we have been so lucky to have Stephanie not only be with us as her work family, but have time 00:45:22
for her, for her own family and then come back for her work family. She's an analyst in our office. 00:45:29
And she has this ability to take on every trade project we come up with because we'll always say we need to do the same project. 00:45:37
We need to figure it out, we make it, We don't have to find it well, and then we just throw it on there and she picks up, figures 00:45:43
out what questions we have to answer, figures out how we can make it happen. And she has such an amazing personality that she can 00:45:49
work with all different personalities and figure out how to make it work. So we are very lucky enough. 00:45:55

he was always just happy to be there. She's always very steady. She's always one that is going to not only help the customers, but 00:50:58

And then my two other 20 year old, uh, that we've been in is Julie Sapini. She actually decided to retire as well. She's like, 00:51:10
hey, 20 years, I'm tapping out on good. Uh, and she also was in the motor vehicle department for 20 years and she was the one that 00:51:16
was extremely always able to. 00:51:22
And so he is still back there holding down on the board. Obviously, we made it through the 2024 election. Uh, we, it was a 00:51:58
slugger, uh, for us to make it through. And he always is very appreciated advice and municipalities that he works with, in 00:52:04
coordinates with. And so we greatly appreciate that and resolve 20 years in lessons as well. 00:52:10
And then last but not least, we got carried. Uh, this is Carrie Weber. He has served Wells County for 30 years, 30 years. And you 00:52:18
wanna talk about technology changes in motor vehicles. Terry can tell you some stories. Uh, and she's been through all of them. 00:52:24
She started when we were based registrations that had to be written by hand, helped with the C star system, and then even made it 00:52:31
through the transition into the new drive system. 00:52:38
Perry was also our trainer for a long, long time, so she was the first person. 00:52:45
That introduced our new employees to the motor vehicle world. Uh, a lot of people are where they're at in their career due to 00:52:49
careers. Uh, she's always been someone who no matter what is continuing to be resilient, to continue to fight for motor vehicles. 00:52:56
She always is there to help the public and there's just so many things that can be said about her. She loves teddy bears. It's one 00:53:04
of my favorite things about that fairy. Uh, and she is, uh, also the person who, uh, has a lots of flower and. 00:53:11
Knows about plans and one thing is if she shares that love and passion with her office. And again, Carrie has just been a staple 00:53:19
in our office for so many years and we are so appreciative and I personally appreciative that you stuck it out for everything. 00:53:26

But in the jail, we didn't get trained. In the jail, we didn't get annual training. That happened on a monthly basis. 01:10:09

We do TR2 training days, at least a month is free and Shane is responsible for for conducting that to the control position. Umm. 01:10:24

Spanish speaking community. Many of our customers are Spanish being on their their primary. So OPA is indispensable when it comes 01:15:48
to providing materials so well, thank you for the 10 years and. 01:15:55

In 2014, the Board of County Commissioners made the strategic decision to bring IT services quote in house. 01:21:14
For the 21 years prior, IT services were outsourced and at the risk of sounding somewhat selfish, I truly believe that that 01:21:21
decision has proven every year since as one of the best decisions the county could have made. And because there was a transition 01:21:27
from outsource to in source. However, less are standing here in front of you today. Uh, have nearly the same hire date, uh, and 01:21:33
are celebrating 10 years of service together. 01:21:38
To the IT team, UH, each of you have dedicated a significant portion of your professional lives to Well County. Your commitment, 01:21:46
hard work and invaluable contributions have positively shaped the IT department and how technology is utilized here at Weld 01:21:52

county. So a lot of changes over the years, umm, from technology. Uh, Dan is one of our gifts. Senior analyst and I thought of 01:27:21
your miss, if I just included that in the normal 10 year, I wanted to make sure I pointed that out to the group. So thank you, Dan 01:27:28

Total computers. So Crystal Pratt is our office technician. She is amazing. She is a Jack of all place and works with an uncommon 01:32:43
efficiency that is just unparalleled and makes the entire edges of the house brunch bakery. 01:32:52
Stacey Mitchell is one of our emergency communication specialists where she has been working phones in the radios, they're being 01:33:00
welcomed citizens and responders and she's also one of our CPLS. Our dreamers are greeners, so in that way she goes above and 01:33:05

Uh, over a year ago she was promoted to our learning and development manager and now all of that responsibility. 01:33:56
She gets to be responsible for all the paintings and all of our verses communication specialist go through to make the commitment. 01:34:03

Uh, there's probably not many folks or departments that touch literally every single residence in our communities. Uh, being one 01:37:26
of the fastest growing counties in Colorado, every house we live in has a business, new patron, uh, is all things that these folks 01:37:31
making sure it's safe, uh, that it's excessive. 01:37:37
More and as they're doing their job through. So Keith, I just want to say thank you again for everything and you're getting to the 01:37:42
county, uh, and hopefully you get at least another tenure that. 01:37:46

little bit about some of the employees. I'm gonna start out with jokes and his supervisor is down in more like Alan Roach, uh, 01:40:48
this morning and he hardly talked. So, uh, Joe, he got to start at the county at the seasonal many in public works get to do. 01:40:57
He was a seasonal for three years before he got his CDL and then. 01:41:06
Uh, started working in the, on the paving crew and, and doing the paving out there so you guys could drive on nice smooth roads, 01:41:11
not have any wear and tear on your equipment out there. Umm, and currently he's been in, uh, working with the, uh, spray injection 01:41:18
patch truck, which basically goes around the entire county to travel all of the paved roads and any of the smaller potholes that 01:41:26
don't need to have huge patches done to them. He then takes care of that. 01:41:33
All on his own, doing that each and every day. 01:41:41
We did have several 10 year people that aren't able to join join us. 01:41:49
Uh, Cindy Wright, an engineer with the county cameras, Paris, another engineer with the county, They're trying to get, uh, some 01:41:56
designs on roads put together and couldn't make it from here today. Uh, Brad Jack, he's on the, uh, road and bridge department. He 01:42:02
was, he didn't want to come up there today. Public works. We were behind the scenes quite a bit. He was one that didn't, didn't 01:42:08

You handle them with with such an effortless manner that is sometimes is even common to me as your supervisor and I just truly 01:45:58

employee, he was told when he applied to the job, you're not gonna get it yet. You haven't been through 2-3 years before you get 01:47:13
it. But somehow he beat out the competition, uh. 01:47:19
Was hired on pretty quickly and uh. 01:47:26
Spent 30 years in the division. So JC, uh, there's not a, a road, I can guarantee there's not a road in this county that JC hasn't 01:47:30
been on multiple times. Uh, and maintenance support when he started, he's in charge of cattle guard over and over signage and he 01:47:36
started out in bridge sales, uh, of that facility. Umm, but over the years the division has changed. He's been still plowing and 01:47:43
uh. 01:47:50
The the piece that. 01:47:58
I attached to the most. 01:48:00
With his wife here, Kim for 30 years. Maintenance support division. 01:48:03
Is on call and JT has been on call, volunteered to cover other people's on call. Uh, so I, I can't even imagine the amount of 01:48:08
emergency calls from dispatch that we've had request for us to go out and, and do some sort of service holidays, weekend night. 01:48:17
Early morning, potentially Thursday, anything JC has stepped up and done that. But over the 30 years then he's also been an 01:48:28
integral part of leading the organization, training people, bring them on, always, uh, willing to teach, help and, uh, get the 01:48:34
institutional knowledge and change he represents. 01:48:41

wouldn't be about 16/17/18 hours a day and my wife took care of all our livestock, all our took all our cabinets. 01:49:50
Anyways, that's why I want to come forward, right? 01:50:02
Also I wanna mention that the changes I've seen. 01:50:06
When I started, there's a commissioner for George Baxter and Bill Webster and Barbara, and they came out in the field through our 01:50:11
projects to our job. They saw what was going on in they were approached and that that right there is something I really 01:50:18
appreciated. 01:50:24
But the other thing. 01:50:30
Is I want to thank all my supervisors and. 01:50:33
It was still understanding of my. 01:50:38
Different there's any unique that I tried to do well down and I appreciate that how they work. 01:50:41
There was a patient they had. 01:50:51

Today I have a comfortable life. I have a comfortable retirement to look forward to. All of that is because the well down in the 01:52:01
commissioners and something I went to reiterate is the Republican value that this county has withhold of entire through everything 01:52:09
that we've been through is the reason Bell County is so financially secure today. 01:52:18
And I just went. I just want you to appreciate it. 01:52:28
And one thing that really bothers me is don't curse Bell County to me. Don't curse my county that says when God needs Christ. God 01:52:31

group that I'm really, really proud of. The other thing about Human Services that you all probably know by now is that we really 01:53:35

our voters approved Proposition 122 to decriminalize and regulate certain psychedelic plants and fungi for people 21 and older. 02:16:00
This does not include synthetic drugs. Additionally, this will not include the establishment of retail stores, the color 02:16:09
Department of Revenue, natural medicine division, or licensed natural medicine facilities beginning early 2025. 02:16:16
These facilities must meet local government zoning by the local government cannot prohibit a facilitator from providing natural 02:16:23
medicine services within its boundaries if the individual is a licensed facilitator and cannot adopt ordinances, regulations that 02:16:29
are unreasonable or in conflict with state regulations. 02:16:34
The natural medical facilities include the following four establishment healing centers were regulated. Natural medicine may be 02:16:43
consumed by participants who are at least 21 years old and under the supervision of the licensed facilitator. Cultivation, which 02:16:49
is cultivation, growing facilities. Uh, three manufacturing, process and extraction facilities and for testing facilities. 02:16:54
Additionally, these facilities must be at least 1000 feet from schools and daycare facilities, including licensed and home 02:17:00

Again, so the purpose of Ordinance 20/24/18 is to create a definition for license, for instance pursuant to the Cara Natural 02:17:14

During that time, I also want to say strict because he was partying this woman high school come out here in Colorado to join us. 00:25:32

very much has been the den mother of our team. And you know, I know it was all part of a bigger plan. Cheryl and I share a face 00:25:47

The land, that's not the job and the procedure later. I have learned so much. 00:28:52
And it's not so many people who have become lifelong friends here in London. I have also had the pleasure of working as far as 00:29:00

To get to recognize all of the employees in this fashion. So I appreciate the commissioners for giving us this opportunity to 00:43:51
recognize each and everyone of you. Umm, I got directed at three employees even though I've only got one up here with, umm, I've 00:43:58
got two 10s and A and a 30. So 50 years round of yours. Here's a service on this team right now. And so some of us get nervous 00:44:05
about public speaking and some people get nervous about public recognition. I've actually owed about one employer. 00:44:12
Now that you're a little bit nervous about public questions, I wanna start with those things. Uh, our first of the week, you know, 00:44:20
you've been with us for 10 years. He's been an appraiser that entire time. He has worked in our business with the property 00:44:27
department as well as our residential agriculture team and he's got a really challenging job. You know, it's a tough area of 00:44:33
property to value because of a lot of Old Town area and the city has a lot of multi family. 00:44:39
But he always strives to make those values the best he can do. He always was working for the taxpayers. And I'm so appreciative of 00:44:47
the workings of. So he's not here, not like the public recognition, but I want to recognize him anywhere anyway. So thank you, 00:44:52

Something employee, this is Stephanie Hilton. Stephanie also getting a 10 year 10 today, but she has been with us longer than 10 00:45:08
years. She started with us back in 2001 if I remember right. Work starts for many years, then left to be with her family and then 00:45:15
came back to us ten years ago. So we have been so lucky to have Stephanie not only be with us as her work family, but have time 00:45:22
for her, for her own family and then come back for her work family. She's an analyst in our office. 00:45:29
And she has this ability to take on every trade project we come up with because we'll always say we need to do the same project. 00:45:37
We need to figure it out, we make it, We don't have to find it well, and then we just throw it on there and she picks up, figures 00:45:43
out what questions we have to answer, figures out how we can make it happen. And she has such an amazing personality that she can 00:45:49
work with all different personalities and figure out how to make it work. So we are very lucky enough. 00:45:55

he was always just happy to be there. She's always very steady. She's always one that is going to not only help the customers, but 00:50:58

And then my two other 20 year old, uh, that we've been in is Julie Sapini. She actually decided to retire as well. She's like, 00:51:10
hey, 20 years, I'm tapping out on good. Uh, and she also was in the motor vehicle department for 20 years and she was the one that 00:51:16
was extremely always able to. 00:51:22
And so he is still back there holding down on the board. Obviously, we made it through the 2024 election. Uh, we, it was a 00:51:58
slugger, uh, for us to make it through. And he always is very appreciated advice and municipalities that he works with, in 00:52:04
coordinates with. And so we greatly appreciate that and resolve 20 years in lessons as well. 00:52:10
And then last but not least, we got carried. Uh, this is Carrie Weber. He has served Wells County for 30 years, 30 years. And you 00:52:18
wanna talk about technology changes in motor vehicles. Terry can tell you some stories. Uh, and she's been through all of them. 00:52:24
She started when we were based registrations that had to be written by hand, helped with the C star system, and then even made it 00:52:31
through the transition into the new drive system. 00:52:38
Perry was also our trainer for a long, long time, so she was the first person. 00:52:45
That introduced our new employees to the motor vehicle world. Uh, a lot of people are where they're at in their career due to 00:52:49
careers. Uh, she's always been someone who no matter what is continuing to be resilient, to continue to fight for motor vehicles. 00:52:56
She always is there to help the public and there's just so many things that can be said about her. She loves teddy bears. It's one 00:53:04
of my favorite things about that fairy. Uh, and she is, uh, also the person who, uh, has a lots of flower and. 00:53:11
Knows about plans and one thing is if she shares that love and passion with her office. And again, Carrie has just been a staple 00:53:19
in our office for so many years and we are so appreciative and I personally appreciative that you stuck it out for everything. 00:53:26
You've helped go through everything. You continue to rise above it all. You continue to show exactly what a steady strong employee 00:53:32

Total computers. So Crystal Pratt is our office technician. She is amazing. She is a Jack of all place and works with an uncommon 01:32:43
efficiency that is just unparalleled and makes the entire edges of the house brunch bakery. 01:32:52
Stacey Mitchell is one of our emergency communication specialists where she has been working phones in the radios, they're being 01:33:00
welcomed citizens and responders and she's also one of our CPLS. Our dreamers are greeners, so in that way she goes above and 01:33:05

Uh, over a year ago she was promoted to our learning and development manager and now all of that responsibility. 01:33:56
She gets to be responsible for all the paintings and all of our verses communication specialist go through to make the commitment. 01:34:03

More and as they're doing their job through. So Keith, I just want to say thank you again for everything and you're getting to the 01:37:42

this morning and he hardly talked. So, uh, Joe, he got to start at the county at the seasonal many in public works get to do. 01:40:57
He was a seasonal for three years before he got his CDL and then. 01:41:06
Uh, started working in the, on the paving crew and, and doing the paving out there so you guys could drive on nice smooth roads, 01:41:11
not have any wear and tear on your equipment out there. Umm, and currently he's been in, uh, working with the, uh, spray injection 01:41:18
patch truck, which basically goes around the entire county to travel all of the paved roads and any of the smaller potholes that 01:41:26
don't need to have huge patches done to them. He then takes care of that. 01:41:33
All on his own, doing that each and every day. 01:41:41
We did have several 10 year people that aren't able to join join us. 01:41:49
Uh, Cindy Wright, an engineer with the county cameras, Paris, another engineer with the county, They're trying to get, uh, some 01:41:56
designs on roads put together and couldn't make it from here today. Uh, Brad Jack, he's on the, uh, road and bridge department. He 01:42:02

employee, he was told when he applied to the job, you're not gonna get it yet. You haven't been through 2-3 years before you get 01:47:13
it. But somehow he beat out the competition, uh. 01:47:19
Was hired on pretty quickly and uh. 01:47:26
Spent 30 years in the division. So JC, uh, there's not a, a road, I can guarantee there's not a road in this county that JC hasn't 01:47:30
been on multiple times. Uh, and maintenance support when he started, he's in charge of cattle guard over and over signage and he 01:47:36
started out in bridge sales, uh, of that facility. Umm, but over the years the division has changed. He's been still plowing and 01:47:43

With his wife here, Kim for 30 years. Maintenance support division. 01:48:03
Is on call and JT has been on call, volunteered to cover other people's on call. Uh, so I, I can't even imagine the amount of 01:48:08
emergency calls from dispatch that we've had request for us to go out and, and do some sort of service holidays, weekend night. 01:48:17
Early morning, potentially Thursday, anything JC has stepped up and done that. But over the 30 years then he's also been an 01:48:28
integral part of leading the organization, training people, bring them on, always, uh, willing to teach, help and, uh, get the 01:48:34
institutional knowledge and change he represents. 01:48:41

When I started, there's a commissioner for George Baxter and Bill Webster and Barbara, and they came out in the field through our 01:50:11
projects to our job. They saw what was going on in they were approached and that that right there is something I really 01:50:18

It was still understanding of my. 01:50:38
Different there's any unique that I tried to do well down and I appreciate that how they work. 01:50:41

Today I have a comfortable life. I have a comfortable retirement to look forward to. All of that is because the well down in the 01:52:01
commissioners and something I went to reiterate is the Republican value that this county has withhold of entire through everything 01:52:09
that we've been through is the reason Bell County is so financially secure today. 01:52:18
And I just went. I just want you to appreciate it. 01:52:28
And one thing that really bothers me is don't curse Bell County to me. Don't curse my county that says when God needs Christ. God 01:52:31

group that I'm really, really proud of. The other thing about Human Services that you all probably know by now is that we really 01:53:35

So this is not the end of the recognition for you all. Umm, I am going to briefly and efficiently go through and recognize you, 01:53:48
but there is much more celebration to happen when we have our cheers for your, uh, celebration this week. And we will get a lot of 01:53:56

to the citizens we serve is really a a friendly face for people and really starts to do her best every day. So thank you very 01:54:50

Yes to the Orlando is our administrative support unit manager, uh, through overseas, our employment, uh, support division as well 01:55:06

Tapia Damien is a crisis service case worker in our family resources division. Jamie has been around a little bit. I, I didn't 01:55:37

intake and used services and now umm really help support our kinship families and the family resource division. I love watching 01:55:50
Damien advocate for families. Umm, he is very, very passionate about that. 01:55:57

Except Shauna Wilson Shawna is currently an adoption caseworker, so she gets to have the pleasure of facilitating those adoptions 01:56:10
that we celebrate all year round, but especially in National Adoption Day in November. But Shauna started as a caseworker, I 01:56:17
believe in permanency, umm, and has moved over to adoption and really just puts her heart and soul into the work, uh, that she 01:56:24
does to help get permanency for the kiddos that, that. 01:56:31

a great professional, again, advocating very, very strongly for the families that, that she's able to touch and able to serve and 01:57:00
just wanna congratulate Lindsay on her ten years. So congratulations to you all in your 10 years. 01:57:07
Alright, let's move into our 20 year Kelly Madden. Kelly currently is a kinship care coordinator, but just in time and permanent 01:57:16
CMU services did some time is a bad way to say it. I shouldn't say it like that, but that I mean it really speaks for the 01:57:23
dedication you have in child welfare services. Umm Kelly is just such a calming influence in the office. He does an amazing job 01:57:30
with the kinship families he serves and Kelly is just so you know, well respected by his peers. 01:57:38
He's won two awards back-to-back for, you know, umm, recognition. And I, I think he's really uncomfortable getting all this 01:57:45
recognition, but he deserves it. He does a great job, good job. 01:57:51
Claudia Claudia Santos is currently a case reviewer in our assistance Payments division. Started as an eligibility type of mission 01:58:00
as well. Claudia umm I've known Claudia for a really long time. We're very, very closely with Claudia and assistance payment. It 01:58:06
takes a true dedication to stick with it all these years. You've been through all the ups and downs with CBMS and the system 01:58:12
changes and Claudia is. 01:58:18
As dedicated as Tammy and I are to hitting our locks in and we see her out there, rain, snow, sunshine, whatever. 01:58:25

positive. He does an amazing job, umm, manning those customer service lines. As you can imagine, people don't always call in when 01:58:53
they're happy with. 01:59:00
As support enforcement and Scott does a really good job of de escalating situations and if there's ever any, uh, any opportunity 01:59:07
that we ask for, how can we improve things? How can we do things better? Scott's always looking for those areas of improvement. So 01:59:13

Uh, family resource supervisor John also started in permanency during his time, I guess I've been saying umm, and moved over to 01:59:30
Kinchel care coordinator is now in family resource division as uh, a supervisor overseeing the prevention team and the posted 01:59:36
option team. Umm, John really utilizes his, uh, child welfare background and the work that he's done with families to translate 01:59:43
that into positive outcomes for. 01:59:50
And post adoption, uh, families and really just your dedication shows through every day. John, we really, really appreciate the 01:59:57

If you divorce, Stacy is our current resource manager. Stacy has been in a couple of different positions, uh, intake, Permanency 02:00:09
care team supervisor and an intake supervisor has been the response manager for about 6 years. Umm, that is a big job and Stacy 02:00:17
does it really, really well. Stacy for up until about a year ago was the only manager on duty. 02:00:24
Umm, after hours. So any time a supervisor got stuck after hours. 02:00:33
Stacy was the one that they called vacation time off holidays, no matter what. We decided to give her a break. We decided to 02:00:38
spread that out and she, you know, she was like, I thank you, but I also like doing it. So Stacy's dedication is the second to 02:00:45
none. Stacy always has, uh, also has the best recommendations for books and Netflix shows and anything, anything to do to unwind. 02:00:53

The natural medical facilities include the following four establishment healing centers were regulated. Natural medicine may be 02:16:43
