National Mental Health Month. I think we have a team here. | 00:14:29
For that, if you would like to come up to the podium, I'll go ahead and read the proclamation and then I imagine you guys will | 00:14:34
have a few things to say. So National Mental Health Month, May 2024. Whereas now more than ever, we must understand that the | 00:14:42
health of our minds is as important as physical health. And whereas one in every four people are affected by mental illness, with | 00:14:49
Morwell County residents having reported mental health challenges such as depression, anxiety or other mental health conditions. | 00:14:57
Recovery and hope. The importance of prevention and the factors that contribute to mental Wellness. Now therefore be it proclaimed | 00:15:43
by the Board of Well County Commissioners that the month of May be known as National Mental Health Month. We call upon the | 00:15:49
citizens, government agencies, public and private institutions, businesses and schools to recommit our community to increasing | 00:15:55
awareness and understanding behavioral health and understanding that need for appropriate and accessible services for all | 00:16:01
citizens. Signed by all 5 Commissioners so. | 00:16:07
Thank you. | 00:16:14 | |
Good morning. How are you? I'm good. Wonderful to be here. Good, good. Anything you guys would like to share regarding this? I | 00:16:18
just meant thank you guys for recognizing and you guys are so loyal and so supportive year after year letting us have just a | 00:16:24
moment to raise mental health awareness. It's fantastic. | 00:16:30
So proud to be a part of World County. And I just wanted to share an interesting tidbit. We average between 16 and 18,000 unique | 00:16:36
clients every year. I thought you guys might find that interesting. So we're serving well county all across the county and I | 00:16:43
anticipate that number just increasing and growing as awareness increases and grows. So thank you for your support by recognizing | 00:16:50
this. That means that you see the work we do and that means that you see the mental health in our community. | 00:16:58
So thank you. Excellent. Thanks. Kim, would you like to introduce your team either? Yes. Do you want to introduce yourselves? | 00:17:05
This is Becky Weber. She's the Chief Clinical Officer. This is Tamara McCoy. She is our Director of Quality and Compliance. And | 00:17:15
this is Michaela Sanchez. She's our Marketing and Outreach director. Excellent. Thank you, Kim. Appreciate that. Mister James, do | 00:17:20
you have anything that says how do I do, I thank you for obviously the work that you do for mental and behavioral health and in | 00:17:26
Wealth County and and for all of Northern Colorado. | 00:17:32
I'm sure that you are aware, came the team, that one of the priorities for Well County this year is working with the Commissioner, | 00:17:38
Kurt Meyer on Senate Bill 59, which is adolescent behavioral. | 00:17:44
Mental or behavioral health system of care. Bill and I have testified a couple of times with some folks who I've heard amazing | 00:17:51
stories. One lady shared a personal story about how she was regrettably diagnosed with breast cancer, but the doors opened up for | 00:17:58
her. She knew exactly where she needed to go, exactly who she needed to see, and lo and behold, here, six years later, she | 00:18:04
continues to be in remission and the cancer is absent from her body because a system of care opened up perfectly for her. | 00:18:11
Then she shared the the story of her younger brother who started exhibiting mental health issues and and everybody was confused | 00:18:19
and didn't know where to go. Regrettably her story ended ended in a suicide. We must find a system of care and we're developing it | 00:18:25
at the adolescent and then child behavioral level. But it needs to continue on through adults. We need to view ourselves as whole | 00:18:31
persons and we need to do the best that we can to keep ourselves mentally and physically. Well I am feeling that the physical part | 00:18:36
but nearly I'm pretty good. | 00:18:42
But I am. I am blessed. There are those who are not blessed. I want to make sure that they have a system which they can plug into | 00:18:49
to make sure that they lead wonderful lives. And you're doing that and we get to highlight that this month. So thank you for what | 00:18:53
you do. Appreciate it. | 00:18:57
Commissioner Book, yes, it is absolutely wonderful to take this time to recognize Mental Health Day. But I have to tell you, in | 00:19:03
the just the years as a county commissioner, N Range, Behavioral Health has created a legacy of outstanding service on so many | 00:19:11
levels. But most often in the legislature for those eight years, N Range came over and over again being recognized as one of the | 00:19:19
premier mental health organizations. And I just God bless you for all you do. It's amazing work. | 00:19:26
Can't imagine how many numbers that you do see. So thank you so much for being here and thank you so much for all you do. | 00:19:35
Mr. Rudd, Yeah, I would just agree with what they said. I guess I was a little bit surprised by the numbers, but I guess, you | 00:19:43
know, we do have, we do have a large county, so I guess that's not that big a percentage when you actually break it back down. But | 00:19:49
but no, thank you for what you guys do. It's a really important part of being able to keep people in a place that they need to be | 00:19:54
and they've got a place to go when they have those struggling issues and well, so thank you. | 00:20:00
Mr. Singh. Yeah, I just want to thank you as well. You don't just put a Band-Aid on things. You you strengthen others through | 00:20:06
helping create community as well. You come alongside those folks that are struggling. You partner with others in the community to | 00:20:13
again strengthen the community. So for that we were just very, very grateful. Thank you so much for being here. | 00:20:19
And I would just like to echo all the comments made, Commissioner James, definitely. | 00:20:27
So great a deal towards it and I appreciate that. I just appreciate we're starting to find so many different areas of mental | 00:20:33
health that maybe weren't diagnosed or or accessed before. People didn't feel comfortable coming forth on them. I appreciate you | 00:20:38
guys and and your team making people feel comfortable, come get the help that they need right, recognize what services can be | 00:20:44
provided to those individuals and give them hope. | 00:20:50
Right. And many of them may not have seen hope, may not have seen a way out of the challenges that they're facing before. And it's | 00:20:57
a great service that you guys provide. And I just want to say, Kim, great job. Thank you very much. We appreciate it. So thank you | 00:21:03
all. Absolutely. With that, we'd love to get a picture with you guys up here. So, so come on up and we'll, we'll get this one. | 00:21:09
Just kind of comfortable. | 00:21:17
Yeah. | 00:21:27 | |
Am I giving this to you? | 00:21:40
Just a little more. | 00:21:47
123. | 00:21:50 | |
Beautiful. | 00:21:59 | |
Thank you. Appreciate you so much. | 00:22:02
Thank you. | 00:22:09 | |
Whose proclamations and brings us two warrants. Item number one, General Warrants April 26, 2024. Second motion by Commissioner | 00:22:43
Buck for approval of General Warren. Second by Commissioner James. Further discussion. | 00:22:49
Hearing none, all those in favor signify by saying aye aye, all opposed. Same sign and general Warren passes 5 to 0. | 00:22:57
Item number two Commissioner Warren Scott K James April 26, 2024. | 00:23:04
Look to approve and a motion from Commissioner Buck for approval second by Commissioner Freeman further discussion. | 00:23:09
Hearing none roll call vote please Mike Freeman, yes. | 00:23:16
Kevin Ross let the record reflect those past four to zero, with Commissioner James refusing. | 00:23:23
New business item number one, consider contract ID 7761 provider network agreement for Medicare Part D coverage and authorized | 00:23:30
chair to sign POC Network Technologies, Inc, DBA Transact RX. Good morning, Jason. Good morning, commissioners. This is a contract | 00:23:38
with Transact RX who is a Medicare billing company. We provide a very narrow scope of services that could be provided to Medicare | 00:23:46
recipients their vaccines for. | 00:23:54
Senior citizens like shingle. | 00:24:03
Pneumonia, high dose, flu shots. | 00:24:05
It doesn't make sense for us to enroll ourselves as a Medicare provider for those few services. But Transact RX can bill for those | 00:24:10
services for us for a small fee, about $1.50 per immunization. So this is a company I worked with for the better part of a decade | 00:24:16
in my prior job and it it allows public health departments to provide those services, those at very narrow scope of services to | 00:24:22
Medicare patients. | 00:24:28
This was submitted to the board on the pass around date of January 4th, 2024 and I recommend that the board approve this contract. | 00:24:35
All right. Any questions for Jason? | 00:24:39
Motion from Commissioner Buck for approval of contract, ID 7761. Second from Commissioner James. Further discussion. | 00:24:45
None. All those in favor signify by saying aye, aye all opposed same sign and contract ID 7761 passes. Thank you Jason. Item | 00:24:52
number two consider contract ID 8042 Master services agreement for flock safety platform and authorized chair to sign Flock Group | 00:25:00

the 10th of April 2024. Excellent. Any questions for Sonia moved to approve second motion by Commissioner Buck for approval of | 00:25:53
contract ID 8042. Second by Commissioner James. Further discussion. | 00:26:00

$293.00, a 0.408 acre temporary construction easement for $612.00. | 00:27:00
Equally rounded subtotal of $910.00. | 00:27:09

The agreement has been signed by the owner and it has been reviewed by all 5 commissioners and. | 00:27:27
Signed as a pass around to include on the agenda today. Also has been approved by the County Attorney's office. That is all we've | 00:27:36
got. Thank you, Eric. Any questions for Eric? Second motion by Commissioner Freeman for approval of contract, ID 8043. Second by | 00:27:43
Commissioner James. Further discussion hearing. None. All those in favor signify by saying aye, aye, all opposed. Same sign. | 00:27:50
And contract ID 8043 passes 5 to 0. Thank you very much. Thank you very much, Eric. | 00:27:58
And #4 consider cancellation of Board of County Commissioners meeting scheduled for May 29th, 2024. | 00:28:05
I'll approve the resolution, second motion by Commissioner James, second by Commissioner Buck. The board will be at the spring | 00:28:12
convention for CCI on that day. So that would be the cancellation reason. | 00:28:20
Any discussion? | 00:28:28
Hearing minerals in favor signify by saying aye aye, all those opposed. Same sign and that passes 5 to 0. | 00:28:30
Item number 5. First reading of Code Ordinance 2024-05. In a matter of Repealing and reenacting with amendments. Chapter 5. | 00:28:39
Revenue and Finance of the Royal County Code. No appropriation for emergency sheltering of illegal aliens. | 00:28:46
Sure. What this does is in the third warehouse paragraph and then 4th. Whereas paragraphs. It refutes the statement that is made | 00:28:54
on the website of the Center for Immigration Studies saying that well, County is a sanctuary county. Which according to that | 00:29:02
website says that while county is shielding aliens in the United States in violation of law from the reach of federal immigration | 00:29:10
officers. | 00:29:18 | |
Refutes that. | 00:29:26
It then goes on and provides a new section 5170, which says no appropriation shall be made from the General Fund Capital | 00:29:28
Expenditure Fund. Special revenue funds were proprietary funds for the specified purpose of providing emergency sheltering for | 00:29:39
illegal aliens within while counting, and it defines what that includes. It also includes. | 00:29:49
A prohibition against. | 00:30:01
Purchasing properties for that purpose against specified purpose. And then the third thing would be a prohibition against taking. | 00:30:05
Burnt while county properties and then leasing those to either a non governmental organization or a government organization that | 00:30:16
would be then using it for the specified purpose of providing such sheltering. It does make an exception however for the purposes | 00:30:26
of if you do an emergency ordinance due to a natural. | 00:30:36
Disaster. | 00:30:46 | |
It would make that exception. So that's what this does. | 00:30:47
Excellent. | 00:30:53 | |
Any comments from the board? | 00:30:55
Commissioner see, thank you Mr. Chair. So earlier she ran a resolution to make non volcanic declare now non sanctuary county. But | 00:30:57
as many counties did they use the method of a resolution to do so and to declare the intent to. | 00:31:06
I'm sure monies aren't being spent to that effort however in that resolution and I think it's important to add. So I'm gonna move | 00:31:16
to amend this ordinance after the sentence of providing the emergency shelter of legal I owns within World County yet any of our | 00:31:23
departments. And that's important because we stayed in here that housing, transportation or meals. | 00:31:31
If we pass this, I expect it to actually that it's to actually have occurred that we will not be spending money for housing and | 00:31:39
transportation or meals, but that's through any department. So I just want to make sure that's in there and let people understand | 00:31:47
that we are held responsible as a board if that does continue to occur through any department. | 00:31:55
So I'll make the motion to amend. | 00:32:04
Right there is a motion on the floor from Commissioner Scene for amendment of code Amendments 20/24/05 with languages specifies or | 00:32:06
second. | 00:32:10 | |
All right, that motion for amendment dies with no second. | 00:32:16
With that, any other comment from the board? | 00:32:20
This is a public hearing at this time. If anybody from the public wishes to come forth and speak to Code Ordinance 2024-05, please | 00:32:24
do so. Just state your name, your address here at the podium, and keep your comments to 3 minutes or less. | 00:32:32
Good morning. | 00:32:42
Good morning, questioners. Good morning. I'm blessed to be here today with this that Bruce, they put so much work into this that I | 00:32:50
appreciate that. Do you mind just stating that on Andrew, Dr. Severance, I know you all very personally now and I still get | 00:32:57
anxious coming up here. | 00:33:04
I had several things on this is that we met with department heads and it was explained to me what's not being done that I mean | 00:33:13
there's a two year wait list just even get services in this county being legal and. | 00:33:22
To push this back, my my biggest question is the final rating. I know we're at first stage right now, but where's the discrepancy | 00:33:32
and why does it take so long? | 00:33:36
This first procedure for this to go through becoming, we see what Denver's done and they're pushing them out. So where are they | 00:33:42
going to come? We're going to come to rural areas here. Some urgency. I I feel there should be more urgency to this. | 00:33:49
And as far as discrepancies with this, I think that we put as far as the entire board, we put a lot of time and I mean we've been | 00:33:58
doing this for months now. It's been a dance and was I'm very ignorant and uneducated to a lot of procedure. I guess that's what | 00:34:03
my question is. | 00:34:07
Is why are there so many steps sometimes when there is an urgency to enact this? I know it's previously been written in law, so I | 00:34:13
feel maybe some of this has been severely unnecessary because while County is not a sanctuary, nor has it ever been so. | 00:34:22
Wrap this up in a sentence is kind of how I feel, but I respect your positions. All of them include all of you. You're all to an | 00:34:31
equal standard as far as I'm concerned because we pay you to do a job and I see that we are doing that filing and. | 00:34:40
It's beautiful. And and this is what I crave all the time, is for us to work together as a community to protect Weld County | 00:34:50
because people look to us. They really do because we have our county strong. So again, both. I can't thank you enough for putting | 00:34:56
that work in, in doing this. All of you, thank you. | 00:35:02
Thank you, Miss Tennant. | 00:35:08
Any other public comment today regarding Code Ordinance 2024-05? | 00:35:11
All right. Seeing none, I'll go ahead and close public comment and bring it back to the board. Commissioner James, thanks Mr. | 00:35:20
Chair, certainly in support of this, appreciative of Natalie working with Bruce and and others and bringing this forward into his | 00:35:25
policy. It's in the code now to make sense. | 00:35:30
I am happy to explain the three reading process just in the fact that. | 00:35:37
Good policy takes time and should be done over a period, but I agree with you on the fact that this is an emergent situation. | 00:35:42
Bruce, what does it take to amend this to be an emergency ordinance that would take effect immediately? We ought to out of our way | 00:35:49
over our skis are noticing requirements here. Help me understand whether or not this board has the authority to do this in the | 00:35:53
here and now. | 00:35:58 | |
No. You have the ability to do an emergency ordinance at any meeting. You just need to have 4 affirmative votes to do that, and | 00:36:03
you need to notice the ordinance immediately after that. So you need to call out why it is an emergency. One thing that I I | 00:36:11
mentioned here is on appropriations. | 00:36:18
Typically you do those when you make your appropriations in December. It would have to be a supplemental appropriation, which you | 00:36:27
just did. And it is not the habit of the Board of County Commissioners to do multiple supplemental appropriations every year. So | 00:36:36
the big appropriations done in in December. | 00:36:45
So to address the emergent situation, I although I I sense the urgency that Miss Hamilton and others feel we would literally to | 00:36:55
violate our own ordinance, we would have to go back into a supplemental appropriation which we're not going to. So that would take | 00:37:02
from the standpoint of of the policy that is made here, there is no true emergent situation. Correct. OK, thank you then I I am | 00:37:09
fine. Is it any other comments? | 00:37:16
This book I do want to thank. | 00:37:24
County Attorney Bruce Barker as well as. | 00:37:27
Natalie Tennant working so well with the county is in the health department and Human Services. Such incredible amount of effort | 00:37:31
to make this happen. I'm so proud of well County and we've accomplished today. Apologize that we can't get it sooner but I think | 00:37:37
sometimes it's it's good that we do open it up to public hearings and get everyone's comments and make sure we're doing | 00:37:43
thoughtful. | 00:37:50 | |
Decisions. So thank you and I applaud you all. | 00:37:58
I'd add some additional comments. Yeah. I too would express my gratitude towards Natalie and Bob Ricey for working with the | 00:38:03
commissioners, working with the county, Our staff, I know several department heads have the opportunity to to share with you how | 00:38:09
this would affect them or what they're doing in these regards. Express my gratitude towards Bruce for helping find a solution here | 00:38:16
as we go through this. | 00:38:22
Royal County is not a sanctuary county. Hasn't been. That's not going to be. | 00:38:30
I think this just gets it solidified in paper. I do have a question. I see the sheriff in the audience and and sheriff, if you | 00:38:35
don't mind coming up, we did reach out to the. | 00:38:41
Website that has falsely claimed that we are a sanctuary county. They stated they would be getting in touch with your office here | 00:38:47
within the next month. Have they reached out to you yet to clarify policies? Very brief. Thank you Mr. Sheriff. | 00:38:56
We may reach out to them again and see if we can get that clarified there, but the ordinance does address that inside of there as | 00:39:08
well. So with no further discussion, we'll go ahead and look for a motion on this thing. Thank you very much. And I just want to | 00:39:16
express that I'm glad something's being put in writing, however. | 00:39:24
Does something do good or does it just feel good? And as of right now, I'm going to argue that unless we're willing to hold | 00:39:34
ourselves to the standard that and the words that's written in in this ordinance, we are not doing good. So I'll continue to make | 00:39:41
sure that the public is aware of what we are doing and what we are not doing. I will take a vote on this and vote yes, but I just | 00:39:47
want to make sure that we are indeed doing what we say we are doing. That is a public trust and public trust is a public good. | 00:39:53
Thank you. | 00:40:00 | |
Mr. Chair, I move first reading the Code organs 2024-05 and the amount of repealing and reenacting with amendments Chapter 5 | 00:40:09

I figured there were two subjects. | 00:41:16
Again, thank you, but I come actually today with with a gift. | 00:41:21
Manager Drive. I'll get it eventually. I just come during a gift of thanks. It is all again my appreciation to all five of you in | 00:41:28
whatever capacity that you've assisted with this. I just ask that we please keep going strong and we get behind this. | 00:41:36
Thank you, darling. | 00:41:46
Thanks. | 00:41:51 | |
Thank you very much. Really nice. | 00:41:54
Any other public comments today? | 00:42:06
Hearing none, I'll go ahead and close public comment that will adjourn our 9:00 AM meeting. We do have a hearing here, so give us | 00:42:09
about 5 minutes as we regroup on the recording and we will get to that hearing. | 00:42:16

Item | 00:24:52

the 10th of April 2024. Excellent. Any questions for Sonia moved to approve second motion by Commissioner Buck for approval of | 00:25:53
contract ID 8042. Second by Commissioner James. Further discussion. | 00:26:00
